Subject: Seeking confirmation on compliance of UGC guideline on ‘non-retention’ of original documents before ‘actual starting of an academic session’

I write to seek your confirmation on UGC guideline compliance on your part regarding ‘non-retention’ of original documents before ‘actual starting of an academic session’.

Our counselling team at Careers360 has been receiving distress calls from candidates who complain that many universities/colleges are holding back their original documents once seats are allotted to candidates. This retention of original documents by institutions effectively blocks participation of candidates in any other admission counselling processes.

I am sure that you are aware with the strict UGC guideline on ‘non-retention’ of original documents during counselling and before ‘actual starting of an academic session’.

I hope your esteemed institution is complying with the guidelines in UGC notification 1-3-2007 (CPP-II) of April 23, 2007 and 6-1(7)/2006 (CPP-I) of June, 2011. Please confirm by filling in this form or replying to this mail.

Once you respond to us, we will also enlist your college/institution in our editorial feature where we wish to publish the list of institutes complying with UGC guidelines/directions on this subject.

What exactly the UGC guideline says?

For your reference, the UGC has been notifying to institutes that retention of original documents limits the admission options for candidates and therefore the same is not permissible for the institutes.

The Commission is of the view that the institutions/universities, by way of retaining the certificate in original, force retention of admitted students which limits the opportunities for the candidates from exercising other options of joining other institutions of their choice. However it would not be permissible for institutions and Universities to retain the School/Institution Leaving Certificate, mark sheet, caste certificate and other documents in original,” says a UGC notification of April 23, 2007.

Another UGC notification of June 2011 says that “by way of retaining the certificates in original and forced retention of admitted students, (institutes) are limiting the opportunities for the candidates from exercising other options of joining other institutions of their choice. As such, it is not permissible for institutions deemed to be universities to retain the School/Institution Leaving Certificate, mark sheet, caste certificate and other documents in original.”
