SUBJECT: Resolutions of Appreciation

RECOMMENDATION:

A. Adopt resolutions of appreciation for outgoing board members Arca, Marshall, Schwartz, Traylor and Weinberg.

B. Adopt a resolution of appreciation for SBCAG staff member Kim Gillian who is resigning at the end of this year.

DISCUSSION:

Several members will be leaving the SBCAG board when their current terms of office expire this year including Mayor Arca, Supervisor Marshall, Supervisor Schwartz, Mayor Traylor and Mayor Weinberg. It is recommended that the board adopt resolutions of appreciation recognizing the service and contributions that each of the outgoing members have made to SBCAG.

Kim Gillian has held the position of Accounting Officer at SBCAG since 1994 and will be resigning at the end of this year. She has been an important member of SBCAG’s staff and has contributed significantly to SBCAG’s success. It is recommended that the board adopt a resolution of appreciation recognizing these contributions.

RESOLUTION OF APPRECIATION )

FOR SEVERO AQUINO “SAM” ARCA ) RESOLUTION NO. 04-29

MAYOR, CITY OF GUADALUPE )

WHEREAS, Sam Arca was elected in 1996 to serve as the Mayor of the City of Guadalupe and re-elected in 2000; and

WHEREAS, Sam Arca was appointed to serve as the representative of Guadalupe to the Santa Barbara County Association of Governments Board of Directors from January 2003 until December 2004; and

WHEREAS, during Sam Arca’s term, SBCAG has achieved many significant milestones including approval of the North County Intercommunity Transit Service Plan, completion of many Measure D transportation improvement projects, adoption of the Regional Housing Needs Allocation, and implementation of the Coastal Express and Clean Air Express transit services among others; and

WHEREAS, Sam Arca has been a valuable member of the SBCAG board and has been an effective advocate for smaller communities and assertive in maintaining the region’s unexcelled quality of life.

NOW, THEREFORE, IT IS HEREBY RESOLVED that the members of the Santa Barbara County Association of Governments express their individual and collective appreciation to Mayor Sam Arca for his many years of service as a member of the governing board and wish him well in all his future endeavors.

THIRD DISTRICT SUPERVISOR )

COUNTY OF SANTA BARBARA )

WHEREAS, Gail Marshall was elected to serve on the Santa Barbara County Board of Supervisors representing the Third District in November 1996 and re-elected in November 2000; and

WHEREAS, Gail Marshall has a distinguished record of public service including eight years on the Santa Barbara County Association of Governments Board of Directors and served as its Chair in 2003; and

WHEREAS, Gail Marshall has also served the community as a member of the Santa Barbara County Air Pollution Control District Board of Directors, Local Agency Formation Commission, Multi-jurisdictional Solid Waste Management Task Force, Library Advisory Committee and the Board of Directors for Girsh Family Park and the Isla Vista Teen Center; and

WHEREAS, during Gail Marshall’s term, SBCAG has achieved many significant milestones including approval of the North County Intercommunity Transit Service Plan, completion of many Measure D transportation improvement projects, adoption of the Regional Housing Needs Allocation, and implementation of the Coastal Express and Clean Air Express transit services among others; and

WHEREAS, Gail Marshall has been a valuable member of the SBCAG board and has been an effective advocate for transit and alternative transportation, cleaner air, environmental protection and maintaining the region’s unexcelled quality of life.

NOW, THEREFORE, IT IS HEREBY RESOLVED that the members of the Santa Barbara County Association of Governments express their individual and collective appreciation to Supervisor Gail Marshall for her many years of service as a member of the governing board and wish her well in all her future endeavors.

FOR NAOMI SCHWARTZ ) RESOLUTION NO. 04-26

FIRST DISTRICT SUPERVISOR )

COUNTY OF SANTA BARBARA )

WHEREAS, Naomi Schwartz was elected to the Santa Barbara County Board of Supervisors representing the First District in November of 1992, re-elected in March 1996, and re-elected for her third term in March of 2000; and

WHEREAS, Naomi Schwartz has been a member of the Santa Barbara County Association of Governments Board of Directors for twelve years from 1992 until her term expired in 2004 and served as its Chair in 1995 and again in 2004; and

WHEREAS, Naomi Schwartz has also served the community as a member of the Santa Barbara County Air Pollution Control District Board of Directors, California State Association of Counties, National Association of Counties, Children and Families First Commission, California Coastal Commission, KIDS Care Council, Fund for Santa Barbara, Coastwatch, Santa Barbara Women’s Political Committee and many other public service organizations; and

WHEREAS, during Naomi Schwartz’s term, SBCAG has achieved many significant milestones including approval of the North County Intercommunity Transit Service Plan, expansion of Easy Lift and Santa Barbara County Metropolitan Transit District services to Carpinteria, completion of many Measure D transportation improvement projects, adoption of the Regional Housing Needs Allocation, and implementation of the Coastal Express and Clean Air Express transit services among others; and

WHEREAS, Naomi Schwatz has been a valuable member of the SBCAG board and has been an effective advocate and leader for improving transportation and alternative modes, cleaner air, collaborative regional planning, environmental protection and in maintaining the region’s unexcelled quality of life.

NOW, THEREFORE, IT IS HEREBY RESOLVED that the members of the Santa Barbara County Association of Governments express their individual and collective appreciation to Supervisor Naomi Schwartz for her many years of service as a member of the governing board and wish her well in all her future endeavors.

FOR BILL TRAYLOR ) RESOLUTION NO. 04-28

MAYOR, CITY OF BUELLTON )

WHEREAS, Bill Traylor was elected to the Buellton City Council in 1991 and has served continuously on the Council since the city’s incorporation in 1992, being re-elected in 1996 and 2000; and

WHEREAS, Bill Traylor served as the City of Buellton’s first Mayor in 1992 and again as Mayor in 1999 and 2004; and

WHEREAS, Bill Traylor served as the first representative of Buellton to the Santa Barbara County Association of Governments Board of Directors from December 1992 until January 1995 and again from January 2004 until December 2004; and

WHEREAS, Bill Traylor has served his community as a member of the Santa Barbasra County Air Pollution Control District Board of Directors, California League of Cities Environmental Quality and Revenue and Taxation Policy Committees and played a key role in the successful incorporation of Buellton, serving as a member of the Buellton Incorporation Committee in 1991; and

WHEREAS, during Bill Traylor’s terms, SBCAG has achieved significant milestones including approval of the North County Intercommunity Transit Service Plan, completion of many Measure D transportation improvements projects; expansion of Clean Air Express transit service; and

WHEREAS, Bill Traylor has been a valuable member of the SBCAG board and has been an effective advocate for small communities and maintaining the region’s unexcelled quality of life.

NOW, THEREFORE, IT IS HEREBY RESOLVED that the members of the Santa Barbara County Association of Governments express their individual and collective appreciation to Mayor Bill Traylor for his many years of service as a member of the governing board and wish him well in all his future endeavors.

MAYOR, CITY OF CARPINTERIA )

WHEREAS, Dick Weinberg was elected to the Carpinteria City Council in 1996 and was re-elected in 2000 serving as the City’s Mayor from December 2002 until his term expired in December 2004; and

WHEREAS, Dick Weinberg served as the representative of Carpinteria to the Santa Barbara County Association of Governments Board of Directors from December 1996 until December 2004; and

WHEREAS, Dick Weinberg has also served the community as a voluteer for Carpinteria Help and as an advocate for preservation of the Carpinteria Bluffs and Carpinteria Salt Marsh; and

WHEREAS, during Dick Weinberg’s term, SBCAG has achieved many significant milestones including approval of the North County Intercommunity Transit Service Plan, expansion of Easy Lift and SBMTD transit services to Carpinteria, completion of many Measure D transportation improvement projects, adoption of the Regional Housing Needs Allocation, and implementation of the Coastal Express and Clean Air Express transit services among others; and

WHEREAS, Dick Weinberg has been a valuable member of the SBCAG board and has been an effective advocate for the interests of smaller communities and assertive in maintaining the region’s unexcelled quality of life.

NOW, THEREFORE, IT IS HEREBY RESOLVED that the members of the Santa Barbara County Association of Governments express their individual and collective appreciation to Mayor Dick Weinberg for his many years of service as a member of the governing board and wish him well in all his future endeavors.

SANTA BARBARA COUNTY ASSOCIATION )

OF GOVERNMENTS ACCOUNTING OFFICER ) RESOLUTION NO. 04-33

KIMBERLY FAY GILLIAN )

WHEREAS, Kimberly (Kim) F. Gillian was appointed to serve as Accounting Officer for the Santa Barbara County Association of Governments in May 1994; and

WHEREAS, Kim was the first Accounting Officer for the agency and had a significant role in the development and implementation of new systems and policies; and

WHEREAS, Kim’s involvement and responsibilities steadily increased with each passing year and in September 2000 she was promoted to the classification of Accounting Officer II; and

WHEREAS, Kim’s duties ranged from maintaining general ledgers, review and coordination of claims and deposits, and the preparation of numerous financial reports and plans, to oversight of bond program activities and work performed by outside auditors; and

WHEREAS, Kim developed important background knowledge and familiarity with the history of many programs and had a central role in the preparation of SBCAG’s annual Overall Work Programs and Comprehensive Budgets; and

WHEREAS, SBCAG has benefited greatly from Kim’s knowledge, competence, judgment, attention to detail, high standards and level of performance; and

WHEREAS, Kim plans to leave employment with SBCAG early next year and will be relocating to pursue new personal and professional interests; and

WHEREAS, the Board of Directors, Executive Director and staff of SBCAG hold Kim in very high esteem.

Now, therefore, it is resolved that the Board of Directors of SBCAG expresses sincere appreciation to Kimberly F. Gillian for her many years of dedicated service as Accounting Officer and wishes her well in all of her future endeavors.
