Subject: Problems of lecturers in working in Govt.Colleges of Punjab.

Respected Sir,

May I encroach upon your precious time to bring your kind notice the following hard pressing issues confronting teachers working in various Govt. Colleges of the state.

-That ours being a vacation department, we are entitle only for 8 earned leaves per year whereas as per rule 8.117 of Punjab CSR vol-I, others working in non-vacation departments get 15, 20 and 30 days, depending upon their service.

-Since we are working on a6-days/week basis and others are working on 5-days/week basis and 52 Saturdays alone compensate the summer vacation allowed in the Govt.Colleges.Moreover it is presumed in rule 8.117 of CSR Vol-1.Part-1 that the summer vacation is of 60 days whereas it is 50 days on the average andwe are called for examinations,evaluation and admission during summer vacation also.

So, we request your good self to recommended us earned leave at par with those working in non-vacation departments.

-The condition at least thirty days’ medical leave was only for non-vacation departments as per 1st proviso to rule 8.119 of Pb.CSR . Now the Govt. has reduced this 30 days limit to 15 days and the same is applied to us in vacation department as well.

Since the Universities, under instructions from UGC insist on 180 teaching days/annum, so the condition of at least 15 days medical leave forfeits this purpose.

We want medical leave as per actual requirement on health grounds.

-The Central Govt. has accepted 6th CPC report to allow full pensionary benefits to all after 20 years of service. We demand the same for the Punjab Govt. employees/officials.

-The Punjab Govt. has adopted Central Govt. notifications/letters regarding LTC,unfortunately the condition of dependency is unnecessarily thrust upon the spouse also whereas as per central DOPT letter dated 15-09-1999 to MTNL-ND. “husband and wife is one unit for purpose of LTC and hence the condition of dependency is not applicable.” Unfortunately the Punjab Govt. applies this condition to spouses also we demand the central Govt. pattern for Punjab also.

-Re-imbursement of medical indoor expenses is an uphill task and sometimes re-imbursement is made after 1-2 years, while one obtains sanction, the budget is not there and vice-versa. Kindly recommend

  • Full, actual expenditure on indoor treatment
  • Full re-imbursement for chronic and deadly diseases for follow-up expenseincluding those of medicines and investigation charges
  • Waive off the condition of dependency for husband/wife.

-Transport Allowance @ Rs. 2000/ p.m.+ DA be allowed

AcademicAllowance @ Rs. 2000/ p.m. for purchases of books, journals, CD’s

laptops etc. so that teachers regularly update their knowledge and skills.

-Children’s ‘Education Allowance @ Rs.1000/ child for non hostel up to two children be allowed.

-15 days’Paternity leave be allowed for two children.

-New posts of vice –Principals and Deans be created in all Govt. Colleges on ythe pattern of U.T. Chandigarh.

-We had fought for deputation quata for Punjab Govt. Colleges teachers in Govt.Colleges of U.T. Chandigarh to assert the right of Punjab on Chandigarh.Fortunately Hon’ble S.Parkash Singh Badal was the Chief Minister of Punjab when UPSC issued a notification for 60% quota for Punjab out of 40% deputation quota. We demand the same quota for Principals, Vice Principals and Dean in colleges of Chandigarh.

-Govt. Colleges be also included in the proposed Punjab Educational Tribunal. All matters related to recruitment, deployment, transfers,seniority, violation UGC/concerned University norms etc.may taken before this tribunal. So that Govt. College teachers/students are saved from the costly and long path of justice through others courses.

-More that 800 posts of Lecturers out of 1873 posts and 13 posts Principals out of 56 are lying vacant at present. This situation for Librarians, Lab and other staff is no better. For better and congenial academic atmosphere all vacant posts be filled.

-That last but not the least, we are victims of being crushed between UGC and Punjab Govt. We demand UGC notifications / letter regarding pay scales, qualification ,allowances , leaves, career advancement Scheme (CAS) refresher courses etc.to be implemented in to-to and with immediate effect and some what automatic mechanism for the same be involved.

For example we are denied 5% Interim relief given to all Punjab employees, We are covered under UGC and we were denied the retirement age of 62 years allowed by UGC, because we are Punjab Govt. officials. Similarly we were denied the benefit of past service for CAS, feeder grade service as Punjab Govt. has not adopted these notificationsof UGC an d so on. So w are demand the UGC notifications be adopted and implemented in to-to and with immediate effect as and when it is issued and also demand that that the un-implemented clauses of the previou 1986 notification be implemented.
