I. POLICY

It is the policy of the City of Spring Grove (The City) to encourage development with in its city limits while at the same time being good stewards for the city. The City sets standards for electrical service and cost responsibility.

II. SCOPE

This policy applies to all electrical service line extensions within the corporate limits of The City with the exception of new developments that are in process (see policy PU-6-00). Once utilities are installed within a new development this policy applies. This policy also applies to any extension of service to customers beyond the corporate limits.

III.  GENERAL PROVISIONS

Certain requirements and cost are associated with line extension. These requirements and costs are broken down by pre-engineering, pre-construction, general requirements, construction and service upgrade and line relocation.

A.  Pre-Engineering.

1.  Applicant shall complete an application and agreement for service.

2.  Applicant shall pay a non-refundable application fee of $25.

3.  Applicant shall agree to and sign a user contract.

4.  Applicant shall meet with the City representative on site.

B.  Pre-Construction.

1.  Applicant shall sign Right-Of-Way agreement and provide legal

property description.

2.  Applicant shall clear Right-Of-Way in accordance with city specifications.

3.  Applicant shall pay all fees and charges for line extension.

4.  Applicant shall provide wiring affidavit.

5.  Project will be schedule for construction upon release from engineering.

C.  General Requirements.

1.  The City has exclusive right to determine route and method of construction.

2.  Applicant pays incremental costs over the City’s preferred method.

3.  Applicant is responsible for obtaining the easement.

4.  Minimum billing begins at the time service is energized.

5.  There shall be no under ground installation between November 15, and April 1.

6.  Project must begin within twelve (12) months of application or the applicant must reapply.

7.  Any underground installation shall be in flex conduit and expansion joint.

8.  Fees and Responsibilities (any charge for labor will be the actual cost to the City which includes wage and benefit calculation)

a.  The City will provide the secondary wire to the structure.

b.  The City will provide for schedule 80 (if underground) to the connection on the pole.

c.  For the first service, the City will provide an uninstalled meter and meter socket.

d.  The meter/service deposit will be the actual cost of the meter.

e.  Service will be to the nearest point on the structure.

f.  The City will provide service up to 150 feet. Any additional footage the owner will pay the actual cost of equipment/material and labor.

g.  When metering is at or on a pole, the owner is responsible for all wires, connections etc., beyond the meter socket.

h.  Moving an existing meter is the responsibility of the owner. The City must first be contacted to disconnect power.

i.  Any service wire and service stack is the responsibility of the homeowner.

j.  On three phase services there will be a deposit of $150 and the City will supply CT’s, sockets and meters.

k.  Any temporary meter service is the responsibility of the owner.

l.  Any change from overhead service to underground service the City will provide only the wire, up to 150 feet. The owner is responsible for all remaining costs.

m.  There will be a $25 disconnect fee on delinquent accounts

n.  No meter shall be installed in a place that is Inaccessible for repair or replacement

D.  Construction. Any charge for labor will be the actual cost to the City, which includes wage and benefit calculation.

1.  Within corporate limits.

a.  Any temporary service is provided to the owner for actual cost of service, materials and labor.

b.  Service-Single Phase-Permanent

i.  There will be no charge for the first 300 feet.

ii.  Between 301and 600 feet, charges will be $1.50 per foot plus poles.

iii.  Between 601 and 900 feet, charges will be $2.50 per foot plus poles.

iv.  For 901 feet and over, charges will be the actual cost of materials and labor.

c.  Multiple service or lines-Permanent

i.  There will be no charge for the first 300 feet.

ii.  Between 301 and 600 feet, charges will be $2.50 per foot plus poles.

iii.  Between 601 and 900 feet, charges will be $3.50 per foot plus poles.

iv.  For 901 feet and over, charges will be the actual cost of materials and labor.

2.  Outside of corporate limits.

a.  Residential. Where service is used 12 months a year will be considered permanent service and will be charged the actual cost of materials per 1.b.i-iv. Any temporary service (used 11 months 29 days or fewer) will be provided at full cost (materials and labor) to the owner.

b.  Commercial. Where service is used 12 months a year will be considered permanent service and will be charged the actual cost of materials and labor. Any temporary service (used 11

months or fewer) will be provided at full cost (materials and labor) to the owner.

3.  All services outside the corporate limits of the City of Spring Grove must be brought before the City Council for approval.

4.  The City reserves the right to shut-off service when the need arises, for repairs, upgrades or for past delinquent accounts.

E.  Service Upgrade and Line Relocation.

1.  Service upgrades

a.  One pole, same location, no charge.

b.  One pole moved $250

c.  Two or more moved, line extension policy applies

d.  Replace with underground, see III, C, 8, m.

e.  Set new pole for customer at time of upgrade work, $150.

f.  New service at same location, customer shall pay total cost associated with the new service. Same location is within 150 feet of existing service.

g.  If original meter is not removed after 30 days, customer will be billed on both meters.

h.  Any extraordinary costs will be charged to the customer.

2.  Member pays all costs for underground relocation or replacement of existing overhead.

3.  Customer pays all costs of relocation due to their actions because of safety code or maintenance requirements.
