Subject: Academy Gateway 7-11 Site Development Plan Review 1

The purpose of this letter is to provide you with thereview agency responses to the above named development application that have been receivedto-date by Planning and Community Development.

You are encouraged to directly contactthose agenciesthat did provide review comments if the comments requireadditional action by the applicant/applicant’s representative. You are also encouraged to directly contact those agencies that did not provide review comments if such response is required by state statutes and the El Paso County Land Development Code.

EL PASO COUNTY PLANNING AND COMMUNITY DEVELOPMENT DEPARTMENT

Current Planning

The application for a convenience store and gas station is being reviewed under the standards identified in Chapter 6, General Development Standards of the El Paso County Land Development Code (2017).

  1. See red lines for Lighting plan, Landscape plan, Elevations, Site plan (1-3).
  1. Please include the traffic impact fee amount to be paid at the time of building permit on the face of the Site plan and in the LOI.
  1. The combined site development plan should be compiled and uploaded after all comments are finalized and ready for approval.
  1. The sign plan is for exhibit purposes only. The site development plan does not constitute a sign plan approval.

Engineering Division

Planning and Community Development (PCD)-Engineering reviews plans and reports to ensure general conformance with El Paso County standards and criteria. The project engineer is responsible for compliance with all applicable criteria, including other governmental regulations. Notwithstanding anything depicted in the plans in words or graphic representation, all design and construction related to roads, storm drainage and erosion control shall conform to the standards and requirements of the most recent version of the relevant adopted El Paso County standards, including the Land Development Code (LDC), the Engineering Criteria Manual (ECM), the Drainage Criteria Manual (DCM), and the Drainage Criteria Manual Volume 2 (DCM2). Any deviations from regulations and standards must be requested, and approved by the ECM Administrator, in writing. Any modifications necessary to meet overlooked criteria after-the-fact will be entirely the developer’s responsibility to rectify.

A written response to all comments and redlines is required for review of the re-submittal. Please arrange a meeting between the developer’s team and County staff to review and discuss these comments and prepared revisions/responses prior to the next submittal.

Site Development Plan

  1. See electronic redlines.
  2. Show the proposed access point for Lot 2 (Starbucks).

Transportation / Traffic Impact Memorandum

  1. See Planning comment regarding road fee calculation. Reference (Convenience Commercial category).

Drainage Letter Report / Drainage Plans

  1. See redlines regarding WQCV and specialized BMPs. Note: the water quality portion of the Academy Gateway detention pond will need to be maintained for all lots in the subdivision. The anticipated downstream regional pond will not provide WQCV for this site.

Grading and Erosion Control Plan / SWMP

  1. Add the following standard note on Sheet 4: “Construction may not commence until a Construction Permit is obtained from Planning and Community Development (PCD) and a preconstruction conference is held with PCD Inspections.”
  2. See redlines on the GEC Plan document.
  3. Ensure that all checklist items (attached) are provided. Items highlighted in blue are not found or need clarification.
  4. Please verify in the letter of intent that the project will be subject to the State stormwater permit and SWMP, if that is the case. If not, a site SWMP will need to be submitted.

Forms/FAE

  1. Add quantities and costs for permanent seeding and mulching. This would be for the case that the development was not finished and the County had to stabilize the site.
  2. See attached Engineering Final Submittal Checklist; the items highlighted in blue will be required prior to the preconstruction meeting.

Mountain View Electric Association, Inc. (MVEA) has these comments about the following:

Project Name: Academy Gateway Subdivision, Lot 1

Project Number: PPR-17-058

Description: Lot 1 of Academy Gateway Subdivision is being designed as a?­ Eleven Gas Station & Convenience Store. The business is designed as a 2,940 square foot convenience store with fuel canopy. This location is north of Northgate Road and west of Struthers Road in Section 06, Township 12 South, Range 66 West.

This area is within MVEA certificated service area. MVEA will continue to serve this area according to our extension policy. Information concerning connection requirements, fees and upgrades under MVEA line extension policy can be obtained by contacting the Engineering Department of MVEA.

When the new retail design for this parcel is submitted a private utility easement may be written if required, based on consumer's needs. MVEA requests no trees or shrubs be planted, or placing of sound barrier walls/fences within ten (10) feet of above ground structures for any existing or newly constructed facilities.

MVEA has existing facilities near and within this parcel of land. If there is any removal or relocation of facilities it will be at the expense of the applicant and a review of easements will be required in order to serve.

1. The convenience store address will be the platted address 229 Gleneagle Gate View. The gas canopy address will be 235 Gleneagle Gate View. 2. Any free standing, low profile sign, trash enclosure over 7’ will all require separate addressing and permits.

Due to the number of comments and necessary revisions to the plan(s) an additional detailed review will be necessary. Please address the comments as listed above. A detailed letter needs to accompany the revisions to allow for an expeditious re-review timeframe. The letter shouldinclude each comment listed above and, immediately thereafter, include a response from the applicant addressing the comment.

If any review agency has an issue that needs resolution or requires a revision, you will need to provide the necessary documents, drawings, etc., to the Planning and Community Development Departmentin the form of a resubmittal. The Planning and Community Development Department will then forward the resubmitted items directly to the appropriate review agency. If you have any questions pertaining to specific agency comments please contact the appropriate agency directly.

When all the comments have been addressed and corrections made please uploadthe required documents as requested.
