Subdivide land with an approved development into two lots

VicSmart is a streamlined planning permit process. This checklist can be used as an indicator for eligibility and application requirements.

Once this checklist is completed please confirm the application prior to lodgement with council’s VicSmart Planner either in person at 100 Brougham Street, Geelong, or via email at

Applications must have all of the required documentation set out in this checklist when lodging. If you do not supply all the documentation or correct documentation, your application will not be accepted. You will then be asked to re-submit at a later date once all the required information is prepared and ready.

  • Mixed Use Zone (MUZ)
  • Township Zone (TZ)
  • Residential Growth Zone (RGZ)
  • General Residential Zone (GRZ)
  • Activity Centre Zone (ACZ)
  • Design Development Overlay (DDO)

  • Industrial 1, 2 or 3 Zone (IN1Z, IN2Z, IN3Z)

- INFORMATION REQUIREMENTS -

For all Vic Smart planning applications the following MUST be provided: / Provided
A completed Vic Smart application form
Signed declaration on the application form
A full current copy of Title for the land, including current ownership details, title plan and a full copy of any registered covenants, restrictions or Section 173 Agreements that apply to the land. (The Copy of Title must be clearly legible and no older than 30 days.) A copy of Title can be obtained from .
The prescribed application fee (refer to fee schedule)

- ACCOMPANYING INFORMATION -

*Note: The council may reduce the information that you need to provide but cannot ask for more information than listed. Please check the information requirements with council. The following information must be provided as appropriate.
  • A copy of the relevant planning permit and approved plans for the development.

3 copies of a layout plan drawn to scale and fully dimensioned showing:
  • The location, shape and size of the site.
  • The location of any existing buildings, car parking areas, driveways, storage areas, loading areas and private open space.
  • The location, shape and size of the proposed lots to be created.
  • The location of any easements on the subject land.
  • The location of the approved stormwater discharge point.
  • The location and details of any significant vegetation.
  • The location of any street trees, poles, pits and other street furniture.
  • Existing and proposed vehicle access to the lots.
  • Any loading bays and vehicle standing areas.
  • Any abutting roads.
  • Any waste storage areas.
  • Any proposed common property to be owned by a body corporate and the lots participating in the body corporate.

If common property is proposed, an explanation of why the common property is required.
If the land is in an area where reticulated sewerage is not provided, a plan which shows the location of any existing effluent disposal area for each lot or a land assessment which demonstrates that each lot is capable of treating and retaining all wastewater in accordance with the State Environment Protection Policy (Waters of Victoria) under the Environment Protection Act 1970.
Evidence to show that the development has lawfully started
For land is an overlay, a written statement that describes how the proposal responds to any statement of significance, objectives or requirements specified in the schedule to the overlay
