General Manager’s authority to sub-delegate / Section 378 Local Government Act, 1993
Purpose /
  • To provide delegations which will improve Council’s customer service through a speedier resolution of customer needs, more efficient processing systems and single point accountability.
  • To devolve accountability to the staff member responsible and to remove the uncertainty associated with limit of authority, responsibility and accountability.

Definitions / Routine - A matter that can be resolved by following a normal procedure adopted by the organisation.
Non-routine - A matter that falls outside normal procedural guidelines due to its complicated or unusual nature.
Standard letter - A letter that has been set up in the organisation as a form letter and requires little information gathering.
General Authority
Authority of officer acting in a higher position within the organisation structure
An Officer officially acting in a higher position will assume the delegations of that higher position.
Expenditure related issues
Officers can only authorise expenditure within their own Department/Section budgets and must ensure that there are sufficient funds available. Officers cannot authorise or sign matters relating to their own expenditure or personal affairs.
Extent of Delegations
Officers utilising delegated powers under the authority of this document will be held responsible and accountable for any outcomes. Officers within the organisation will be advised and given the opportunity to respond, if any difficulties arise as a result of these delegations. An officer holding a higher position within the organisation structure and having a direct reporting line to the delegated position is authorised to carry out that delegation.
Authority to sign correspondence/documentation
Officers authorised by this document to sign outgoing correspondence should ensure that their letters end in accordance with the follows example:

Advertising
ALL advertisements/notices/events must include the General Manager’s name along with his title (see below) and Council’s postal and street address. Advertisements must be forwarded to the Personal Assistant in your area for processing.
