DUAL ENROLLMENT

•Effective April 1, 1996, Public Act 160 created the Postsecondary Enrollment Options Act commonly referred to as dual enrollment. This lawdirects school districts to assist students in paying tuition and fees for courses at Michigan public or private colleges or universities, if all the following conditions are met:

•Students are in grade 11 or 12 and in certain situations, grades 9 and 10.

•Pupil eligibility to participate in dual enrollment is a local decision that should include multiple sources of information about whether or not a pupil is ready for a postsecondary educational experience. Students can qualify for dual enrollment by taking one of the following assessments:EXPLORE, PLAN, COMPASS, ACCUPLACER, PSAT, ACT, NWEA or MME. The following table shows the complete list of scores that qualify students for dual enrollment.

•Additionally, eligible students may take courses for which there are no endorsements, such as computer science, foreign language, history, political science or psychology, as long as they have taken all sections of the EXPLORE, PLAN, COMPASS, ACCUPLACER, MME, ACT or PSAT. State endorsement is not required in any specific area for this participation.

•Students must be enrolled in both the school district and postsecondary institution during the local school district’s regular academic year and must be enrolled in at least one high school class.

•The district must not offer the college courses the student wants to take. An exception to this could occur if the Board determines that a scheduling conflict exists, which is beyond the student’s control.

•The college course(s) cannot be a hobby, craft or recreation course, or in the subject areas of physical education, theology, divinity or religious education.

•The District shall only pay the lesser of either:

The actual charge for tuition, mandatory course fees, materials fees and registration fees, or;

The state portion of the students’ foundation allowance, adjusted to

the proportion of the school year they attend the postsecondary institution.

•Students shall work with their school counselor to complete the Dual Enrollment Request – Post Secondary Enrollment Voucher form and submit the completed form to the K-12 Instructional Support Services department for approval.

Overall limit on dual enrollment classes for a student’s time in high school= 10

If an eligible student first enrolls in a dual enrollment course in:

1. 9th grade – no more than 2 courses during 9th, 10th and 11th; no more than 4 courses during 12thgrade.

2. 10th grade – no more that 2 courses during 10th grade; no more than 4 courses during 11th and 12thgrades.

3. 11th grade or 12th grade – no more than 6 courses each year keeping in mind the overall limit of 10 courses.
