Project Background:

National Biodiversity Authority (NBA) is implementing the first Global Environment Facility(GEF) national project on Access and Benefit Sharing (ABS) with the support from United Nations Environment Programme (UNEP) and the Ministry of Environment and Forests(MoEF), Government of India.The Project is being executed in collaboration with 5 states (Andhra Pradesh, West Bengal, Gujarat, Himachal Pradesh and Sikkim). The project aims to assess and quantify the economic value of biological resources present at local, state and national levels using appropriate methodologies to determine benefit sharing which will help in better implementation of the Biological Diversity Act, 2002 and its Rules 2004 and inform national decision makers on prioritizing conservation action.

Organizing a Structured Skill Based Programme for the Village Youth on Identification and Documentation of Biodiversity Components in the Select States

Objectives:

  • To select, train and improve the skills of 25 village youth / state in the five project states in coordination with member secretaries of five states.
  • Designing, developing and producing a field manual for the use of youth in english and in local language.
  • Carrying out classroom sessions and field activities for the selected youth.
  • Facilitating and engaging the trained youth in developing peoples biodiversity registers (PBRs) along with technical support groups/ institutions / state biodiversity boards / development agencies.
  • Developing the reports on the programme using the suitable self-monitoring and evaluation tools.
  • Developing suitable links with Botanical Survey of India (BSI) and Zoological Survey of India(ZSI) head office and zonal / regional centres while implementing the activity.

Duration of the Project:

3 - 4 Months

Fund Release Pattern:

Fund Release Pattern (75% upon signing the contract/TOR/MoU; Remaining 25% after completion of project, upon submission of reports with audited statement of accounts)

Agencies to be involved:

National Biodiversity Authority, State Biodiversity Boards, Botanical Survey of India, Zoological Survey of India, Scientific and Technical Institutions in State, Universities, NGOs/CBOs.

Eligibility of Agencies and Organizations for this RFP:

  • Agencies having on-the-ground experience of training village youth / community representatives on taxonomic identification and documentation of natural resources for at least 10-15 years.
  • Should provide in-house infrastructure facilities for training the village youth.
  • Should have scientific, technical and professional skills in training the village youth in identification and documentation of natural resources.
  • Should be recognised entity in India with good office and human resource management systems to undertake the above assignment.

Terms and conditions:

  • NBA reserves the right to modify, expand, restrict, scrap, refloat or cancel the RFP process at any stage without assigning any reasons whatsoever and NBA will not entertain any claim arising out of such action by NBA from any of the applicants.
  • Responses received after the stipulated time period or not in accordance with the specified format will be summarily rejected. Delivery of the responses along with documents at the prescribed address will be the sole responsibility of the responding agency.
