1 PURPOSE
This contribution proposes a new Resolution to strengthen collaboration and cooperation among Members of GSC. The Resolution recommends the formation of a GSC Task Force to develop recommendations on the various elements required to strengthen collaboration and cooperation.

3 CONTENT
ISACC submits the attached draft Resolution on strengthening collaboration and cooperation among GSC Members to reflect the importance of developing and/or enhancing collaborative mechanisms in a rapidly changing telecommunication/ICT environment.
GSC-17 is invited to consider and approve the draft Resolution (attached). GSC-17 is also invited to approve the nomination of Mr. Glenn Parsons of the ISACC delegation to lead the work of a new Task Force on collaboration and cooperation, as per the key recommendation of the proposed draft Resolution, and to nominate representatives from the GSC membership to participate in the activities of the Task Force. GSC-17 is asked to identify and agree on appropriate working methods and timelines for the Task Force activities.
As a final note, GSC-17 is requested to consider the draft Resolution in light of proposed amendments to the GSC Governing Principles, also submitted by ISACC as a contribution to Admin Working Group at this meeting.
4 SUMMARY
The draft Resolution on collaboration and cooperation is submitted for approval by GSC-17.
A GSC Task Force is proposed to work between GSC meetings to identify mechanisms to strengthen collaboration and cooperation between and among the Members of the GSC.
ISACC nominates Mr. Glenn Parsons as Chair of the Task Force, should GSC-17 approve the formation of the Task Force.
RESOLUTION GSC-17/XX: (Plenary) Strengthening Collaboration and Cooperation
The 17th Global Standards Collaboration meeting (Jeju Island, Republic of Korea, 13-16 May, 2013)
Recognizing:
a) that the rapidly changing telecommunication/ICT environment is having a profound impact on the standards ecosystem worldwide;
b) that the second ITU Global Standards Symposium (GSS) held in Dubai, UAE on 19 November 2012 provided an opportunity for high-level standardization policy discussions;
c) that the GSS concluded, inter alia, that the changing environment characterized by convergence and other factors has blurred the traditional demarcation between the work of different standards bodies, thereby underlining the critical importance of strengthening cooperation and collaboration among such bodies; and
d) that collaborative mechanisms should be developed between and among standards bodies to identify new work areas at an early stage, and agree on a common approach so as to bring the relative skills of the different bodies together in a cooperative manner in order to develop common global standards or suites of standards.
Considering:
a) that Resolution 82, Strategic and structural review of ITU-T, was adopted by the 2012 World Telecommunication Standardization Assembly (WTSA-12) to establish a Review Committee to, inter alia, examine the current coordination and collaboration mechanisms with other standards bodies, and propose improvements, and to identify and propose new modalities for cooperation and collaboration based on mutual respect and recognition of evolving roles and responsibilities in the standards sphere; and
b) that Resolution 81, Strengthening collaboration, was adopted by WTSA-12, which invites the Telecommunication Standardization Advisory Group (TSAG) to establish and maintain a close relationship with the Review Committee in order to develop synergies for the development of recommendations which are addressed to the objective of strengthening collaboration between ITU-T and other standards bodies.
Resolves:
1) to work between GSC meetings to identify mechanisms to strengthen collaboration and cooperation between and among the Members of the GSC;
2) to establish a Task Force of the GSC to develop recommendations on the various elements required to strengthen collaboration and cooperation between and among standards bodies;
3) to encourage broad participation in the Task Force by GSC Members;
4) to invite the Task Force to present a report at GSC-18 on progress in achieving improved synergies between and among the GSC Members, and to convey the relevant recommendations of the Task Force report, with reference to Considering a) above, to the Review Committee after GSC-18.
