Strategic Alignment

The State Board of Education, through its constitutional duties and responsibilities, affirms that the primary purpose of schools in New Mexicois to provide equal educational opportunities for all students. The purpose of schools, therefore, is to guarantee that students reach their full potential by mastering learning skills and knowledge and by acquiring desirable personal qualities and values.

The Bilingual Multicultural Education Act of 2004 provides funds to local districts to implement Bilingual Multicultural programs. The goals of these programs are for all students to:

1. Become bilingual and biliterate in two languages: English, and a second language (which could beSpanish, a Native American language or another language); and

2. Meet state academic content standards and benchmarks in all subject areas.

In addition, the federal No Child Left Behind Act, Title III (2001) provides funds to local districts (including thedistricts’ charter schools) to implement English as a Second Language programs for English LanguageLearners.

The purposes of this part are —

1. To help ensure that children who are limited English proficient, including immigrant children and youth, attain English proficiency, develop high levels of academic attainment in English, and meet the same challenging State academiccontent and student academic achievement standards as all children are expected to meet;

2. To develop high-quality language instruction educational programs.

3. To develop and enhance their capacity to provide high-quality instructionalprograms designed to prepare limited English proficient children, includingimmigrant children and youth, to enter all-English instruction settings;

4. To promote parental and community participation in language instructioneducational programs for the parents and communities of limited Englishproficient children.

System performance will be continually improved by using documented approaches/processes that are regularly evaluated.

  • Develop and implement quality bilingual education programs along with English as a Second Language Programs that meet No Child Left Behind (NCLB) requirements and enable ELLs to achieve high academic standards.
  • Monitor academic growth of transitioned students on a longitudinal basis.
  • Set goals to meet annual NCLB ELL assessment requirement.
  • Continue to support schools in the A-F rating system and with the WebEPSS goals supporting the ELL subgroup. Targetproficiency for ELL student subgroup in Reading and Mathematics on the Standards Based Assessment.
  • Develop systematic bilingual and transitioned student support systems.
  • Continue Bilingual & World Language Program support and expansion.
  • Continue to document our processes and procedures.
  • Teach to the five English Language Proficiency Standards. Using the NM English Language Development Amplified Standards as well as the CCSS asa foundation to guide differentiated language instruction and assessment for preK-12 ELLs.
  • Develop and implement staff development programs that incorporate latest research in bilingual, second language acquisition and arts integration in to core subject areas.
  • Continue to monitor schools to ensure alignment of system-wide initiatives.
