STOUGHTON PARISH COUNCIL MEETING HELD ON 10 January 2017

74. Chairman’s Opening Remarks

The Chair opened the meeting and had wished happy New Year to everyone attending. He had also mentioned that there were three main priorities to look forward to in 2017; utilise the outstanding 106 funds; hoping for positive news about the charity farm planning application and prepare to oppose the potential proposal for over 800 houses near Stoughton.

76. Declaration of Interests

There was no declaration of interest.

77. Minutes of previous meeting

The minutes of the previous meeting were approved as a true record, subject to two minor changes.

78. Matters Arising

  1. Recreation Project

Cllr TR advised that there was nothing much to report about the recreation project in the winter months, apart from an incident whereby somebody had been riding on the recreation ground with a quad bike. He also reported that there were several plots vacant and that he had promoted these through the flyer.

  1. Wooden Gate

Cllr PC reported that had had been in contact with LCC Highways who have confirmed that the wooden gate would be fixed within fortnight.

  1. Inspection Report

Cllr TM advised that there were minor works that had to be done.

DECICION:

That Cllr TM would liaise with TG to obtain some quotations for painting and also purchase some oil and oil gun to oil the spider net bearing.

That ‘dog on lead’ sign be displayed in the play area as well as a sign that displays contact details of somebody from the Parish Council in case of emergency.

  1. Parishioners Time

There were no parishioners present at the meeting.

  1. Community Gardens

TG tabled an updated T&R for the committee of the Community Garden and a short discussion took place about the details of the T&R.

DECISION:

That the T&R be approved

That 3 Parish Councillors be selected to be part of the committee

That Cllr TM would provide TG with contact details of the none-executive members for TG to contact

  1. Planning Applications

a)The following planning application was considered.

b)Cllr TR advised that he had prepared a letter to be issued to MHC as an opposition to the potential development of 835 new houses on the 55.7 hectares of farmland near Stoughton that had been put forward as part of the Strategic Housing Land Availability Assessment (SHLAA).

DECISION:

That the Clerk would email Cllr TR’s letter to the Head of Planning at HDC.

  1. Correspondence

TG reported that he had received a letter from HDC, acknowledging receipt of the Parish Council application in relation to works to the tree at 7 Charity farm and that HDC’s decision would be made within 42 days.

85. Any Other Business

  • Cllr JS reported that more damage had been made to the Village Hall by a lorry delivering bricks, although the damage was minimal.
  • Cllr JS also advised that she had a phone call from a parishioner who had reported a lot of rubbish being dumped that included porn photographs and that the police would be contacted.
  • Cllr BB expressed a concern that a tree in the church grounds was deemed unsafe by the inspection report. He reported that he would raise this issue at the church next meeting.
  • Cllr TM raised an issue that there were several cows near the church field, belonging to the Houghton Lodge and that the issue was that the cows could get out on the road and they could potentially cause an accident.
  • TG reported that LCC Highways officer had provided him with some information on mobile activated signs which had been circulated to all Parish Councilors for information.
