  1. The Chairman opened the meeting welcoming everybody. Although the meeting was to be recorded this was not deemed necessary. With the vacant post of Vice Chairman, the councillors were requested to elect a new

Vice Chairman. The councillors elected Councillor Graham Bradley for the post. Proposed by Councillor Mrs Pam Bryant, Seconded by Councillor Robert Morley.

  1. Apologies for absence were received for Lincs C.C. Councillor Mrs Victoria Ayling due to health reasons.
  1. There were no residents to bring any issues.
  1. There were no declarations of interest against the agenda.

  1. Our ELDC Councillor attended had nothing to report.
  1. The minutes of the last meeting 5th July 2016, were reviewed and approved

by all councillors, subject to one minor change at para 7 added “by letter “

  1. Review of the issues raised at last meeting and other outstanding issues.
  1. The damaged cycle signpost at the south end of the pathway to Hagnaby Roadhas not been removed to date, Clerk to request Highways to give update for its removal.
  1. The hand rail at the sloping pathway to the bottle bank at the end of Church Road will not be financed by highways and the parish council will review the situation and report back at the next meeting.
  1. A report on the village pathways with photos has been done by a local resident, and was given to the clerk on a recording stick just before the meeting. The councillors will decide what will be put on the web site.
  1. Highways have been in the village and filled in some of the reported pot holes; all councillors will review the village roads again and report back.

  1. Financial Matters.
  1. The Responsible Finance Officer prepared and issued to all councillors a half year’s report, with full details of the parish councilfinancial situation, with extra details of the actual method usedof recordingthe full accounts.
  1. The Parish Council accounts have been confirmed as correct by the external auditor
  1. Councillors elected Vice Chairman Graham Bradley, to be a signature on the Parish Council’s bank mandate.

Position approved by Councillor Pam Bryant, Seconded by Councillor Robert Morley.

  1. The War Memorial maintenance invoice to be paid. The Clerk agreed to forgo his wages until December, when the new bank mandate will be in place.
  1. The RFO stated that we have had our 1st payment from the VAT office and now we have all the formal references, we will be sending more VAT requests soonest.

G War Memorial Clock update,

The chairman stated that the clock is not regulating properly and has

repeatedly contacted the Cumbrian Clock Company, with no response

from them. The council has not paid the bill.

  1. Installation of new seat.

Councillors Bradley and Morley agreed to remove the old seat and

replace it with the new one. Councillor Reeson kindly agreed to keep the

seat in her garden until installation dates are decided.

  1. Correspondence.
  1. An email was received from ELDC about another Code of Conduct training seminar forcouncillors and clerks, the MonitoringOfficer stated that attendance at the seminar was not mandatorybut recommended. The clerk was requested to email ELDC asking for possible seminars to be held at a more local location, for those Parish Councillors unable to get to Manby for 7.00 p.m.
  1. Another ELDC area forum has been arranged for 19th September, the Chairman and clerk to attend and report back to council.

Refusal of prior approval – for change of use of a building and any

Landwithin its cartilage.

(iv) Mr D Wright Application Ref S/204/01679/16

Land at Poplar Farm, Mill Lane, Keal Cotes, Spilsby PE23 4AJ

Planning Permission – erection of a poultry unit, 2no feed silos and

construction of a vehicular and pedestrian access.

Part of this application is within Stickford Parish.

Stickford Parish Council objected to the planning application.

  1. Co-Option.

The councillors have agreed to an informal talk with a previous applicant for the post of co opted Parish Councillor. Date to be arranged.

Another vacancy has occurred due to a Parish Councillor moving out of the area.

ELDC election office to inform the Parish Council of the next step after 9th September 2016.

  1. Parish Council Web Site.
  1. Inclusion of village photo’s and report to be considered.
  1. The local history group has transcribed previous minutes of the Parish council. The councillors are to consider putting them on the Parish web site
  1. The council will if all agree, to provide new pages on the site to accommodate these items
  1. Other issues raised by councillors for inclusion on the nextmeeting agenda.
  1. Bus Shelters cleaning and maintenance.
  1. Employment review for clerk and clock winder.
  1. Verge cutting and grass triangle (at junction of A16 and Hagnaby Road)
  1. Area around dog bin at the end of Church Road.
  1. Close of meeting and date of next statuary meeting 6th December 2016
