Earlier this month I reported to you the good news that the Consortium for Energy, Environment and Demilitarization (CEED) and the Army recently entered into a new Other Transaction Agreement (OTA) with a three-year term and $100 million ceiling. Accompanying that announcement was a copy of the new CEED OTA and the associated CEED Membership Agreement/Application for your review and execution.

Today I am pleased to advise you of another significant step: our Government acquisition partner under this new OTA, the Army Contracting Command at Picatinny Arsenal, New Jersey (ACC-NJ), has issued its Request for Technology Initiatives (RFTI) to CEED.

Accordingly, CEED members are invited to submit their Technology Initiative White Papers for review and acceptance into the Federal Center for Energy, Environment and Demilitarization (FCEED) Library. The required White Paper format and instructions are posted on our website (http://ceed-ota.org/ceed), and White Papers may be submitted electronically directly from the website as well.

Following receipt of White Papers, CEED will work with the member(s) to finalize White Papers for submittal to FCEED. FCEED will acknowledge receipt and acceptance into the FCEED Library for Project Sponsor access. Following selection by a Project Sponsor of a White Paper that best meets Government program needs, requests for Initiative Proposals (RFIP) will be issued to the CEED member(s) whose White Paper(s) has been selected. Once selected for funding, the CEED member(s) will be contacted by our Contracts Manager to provide guidance throughout the process.

Please keep in mind that White Paper submittals are at the discretion of the member(s), and submittal to CEED does not imply that funding from the Government is available. The Government solely is responsible for the selection of projects/White Papers for funding.

According to the terms of the OTA, this announcement (call for White Papers) by ACC-NJ is its annual posting. However, there may be additional calls throughout the year should/if specific needs arise. There is no deadline, as White Papers may be submitted, and accepted, at any time during the year, and they will remain in the Library indefinitely.

Because only CEED members in good standing are eligible to submit White Papers, I urge you to complete the paperwork signifying acceptance of the terms of the new OTA and Membership Agreement.
