STANDING ORDER NO.1696

The Commission had initiated a number of steps to strengthen and streamline the working of its various Directorates and Offices. As a part of this effort and after careful consideration, it was decided to reorganize the V.I. Directorates. The aim of this re-organization was to make V.I. Directorates more functional and responsive to the needs of the day. The re-organization has been worked out in such a way that V.I. Directorates together provide end to end system and there is proper alignment between V.I. production, technology, training, design and marketing and accordingly the required cadres were formed. In the light of the above background, the then prevailing 19 V.I. cadres were integrated into 6 V.I. cadres vide S.O.No.1604 and subsequent S.O.No.1636 thereon dated 23.3.2002 & 3.12.2003 respectively. Accordingly, the V.I. Directorates were also reorganized by making realignment of cadres in the V.I. Programme Directorates.

2) However, the existing qualifications/experience prescribed for the various Non-gazetted technical posts under V.I. cadres, are not in consonance with the field duties to be performed by the technical staff in KVIC. Moreover it was also noticed that there was lack of uniformity of the experience prescribed for different posts. Besides, even the levels of qualification prescribed were not in consonance with the experience.

3) Due to re-organisation of 19 V.I. cadres earlier into 6 cadres under the broad head; exercise for integrating the qualification required for group industry/programmes has become necessary. Hence there was urgent need to revise the qualifications afresh taking into account the technical requirement in the field performed by these officials to meet the demand of higher employment targets given by the Govt. of India on one hand and also to bring in the uniformity in the overall experience and qualification levels for different V.I. Groups. Accordingly a committee of experts was constituted and the qualification committee thus constituted looked into various aspects and examined the existing prescribed qualification in consultation with the V.I. Directorates taking into consideration the provisions of the DOPT guidelines.

4) The Commission in its 571st meeting held on 30-07-2009 under Agenda item No. 19 has deliberated the issue and approved the amendment/modifications to the qualifications/experience for various non-gazetted technical posts under V.I. cadres in the KVIC as recommended by the Qualification Committee.

5) The revised qualifications/experience prescribed under various Village Industries Cadres (Non-Gazetted technical posts) would be as per the statement placed on the website of the KVIC, which may be downloaded as and when required.

6) The revised qualifications/experience for Non-gazetted technical posts under various cadres i.e. (a) Mineral Based Industry, (b) Polymer and Chemical Based Industry, (c) Hand Made Paper & Fibre Industry, (d) Forest Based Industry, (e) Agro Based and Food Processing Industry, (f) Rural Engineering and Bio-technology and (g) Information Technology would be effective from the date of Commission meeting, i.e. on 30-07-2009.

Also undertaking of feasibility study, physical verification of units under V.I. programme.
8. To study the sick units for revival, to recover the over dues, 19-B recovery action, etc.
