The House rejected a Carolyn Maloney (D-NY) amendment to the FY 2006 Science, State, Justice, and Commerce Appropriations Act (H.R. 2862). The amendment would have prohibited the Bush administration from continuing to withhold funding to the UNFPA for birth control, life-saving obstetric care, and basic reproductive health care services overseas. 2.  Access to Birth Control

The House agreed to a Chris Smith (R-NJ) amendment to the FY 2006-2007 Foreign Relations Authorization Act (H.R. 2601). The amendment eliminates contraceptives from the list of prevention methods available under a new program to treat and prevent obstetric fistula (a debilitating childbirth injury with lifelong consequences for women.) The vote occurred on July 19, 2005.

3.  Abortion Ban

The House rejected a Susan Davis (D-CA) amendment to the FY 2006 Defense Authorization Act (H.R. 1815) to give servicewomen and military dependents access to privately funded, safe abortions at military hospitals while stationed overseas. Under current law, servicewomen and female military dependents stationed overseas are discriminated against and cannot exercise their legally guaranteed right to choose. The cote occurred on May 15, 2005.

4.  Abortion Notification

The House rejected a Jerrold Nadler (D-NY) amendment to send the Child Interstate Abortion Notification Act (H.R. 748) back to the committee for further review. CIANA imposes a complex patchwork of parental involvement laws on women and doctors and also prosecutes responsible adults – such as grandparents, siblings, or aunts and uncles – who help young women whose circumstances prevent them from confiding in their parents. CIANA does nothing to help prevent unintended pregnancies, but it could further isolate young people who face crisis pregnancies. This vote occurred on April 27, 2005.

6.  Environmental Justice

The amendment proposed allocating greater resources toward providing clean, healthy, and quality environments within and around low-income communities. 7.  Prevention First Bill

8.  Responsible Sex Education

9.  Pharmacist Refusals

Rep. Carolyn Maloney (D-NY) introduced the Access to Legal Pharmaceuticals Act (ALPHA) (H.R. 1652). ALPHA establishes measures to ensure customers can get all lawful prescriptions filled at any pharmacy. This measure is in response to a growing trend of pharmacists’ refusals to dispense birth control, including emergencey contraception, based on moral or religious objections.
