State Youth Treatment-Planning (SYT-P)

Overview:

The purpose is to develop a comprehensive statewide infrastructure to better serve the needs of youth with substance use and co-occurring mental health disorders. The State Youth Treatment Project is designed to bring together key stakeholders across the state to improve integration and efficiency of the state’s treatment and recovery support system. The development of this project is to assist Nevada in strengthening the infrastructure used to expand and enhance evidence based treatment and recovery systems for youth ages 13-17, transitional age youth 18-24, and their families/caregivers.

Approach:

The project serves to create InteragencyCouncil that will convene monthly. The Council will then develop subcommittees to assessthe areas of:

  • Policy- Develop policies to streamline the process by which adolescents and transitional age youth access services;
  • Workforce Development- Analyze the current, statewide workforce to Improve capacity and quality;
  • Evidence Based Practices- Identify and disseminate statewide use of evidence-based practices used for assessment and treatment; and
  • Finance- Financial analysis of current statewide resources to provide evidence based assessment, treatment, and recovery services.

Furthermore, each subcommittee will examine the existing infrastructure in the following ways:

POLICY- Develop two new policies (or modify existing)

1st- encourage modification of the ability of clinicians from other states to gain reciprocity

2nd- TBD by the Interagency Council

WORKFORCE DEVELOPMENT- Design a workforce map to identify composition and expertise of assessing, treating, and delivering recovery support systems.

*Focus on state workers funded with public resources, a) knowledge, skills, abilities of the clinical workforce in providing EBP’s to Ad/TAY, b) data on relevant positions within treatment and recovery services, and c) aggregate snapshot of the state workforce.

Goals and Objectives

5. Develop and/or expand an existing provider collaborative

6. Adopt and/or enhance an existing data infrastructure/ management information system

3.Subcommittee requirements

Policy: Create a plan to develop new and/or modify two state policies and procedures; develop an in-depth questionnaire, utilizing all possible providers, to identify exact process and availability of access to assessments, treatment, and recovery supports for TAY substance use and co-occurring mental health disorders.

1. Develop in-depth questionnaire to query all possible providers.

2. Youth coordinator will use above information to create a comprehensive report to submit to Policy subcommittee to identify gaps, provide suggestions, recommendations, and input.

3. Youth coordinator will incorporate the above information into the report and resubmit to Policy subcommittee.

4. Policy subcommittee will submit the report to the Interagency Council for approval and inclusion in the three-year strategic plan.

Workforce Development: Develop a three-year statewide workforce training implementation plan; develop an in-depth questionnaire to determine who provides services for TAY substance use and co-occurring mental health disorders (SAPTA, CASAT, Board of Examiners for Drug, Alcohol and Gambling Counselors, Board of Marriage and Family Therapists, Social Work Board, Board of Psychological Examiners, State Board of Medical Examiners etc.).

1. Develop in-depth questionnaire to query all possible training facilities.

2. Youth coordinator will use above information to create a comprehensive report to submit to Workforce Development subcommittee to identify gaps, provide suggestions, recommendations, and input.

3. Youth coordinator will incorporate the above information into the report and resubmit to Workforce Development subcommittee.

4. Workforce Development subcommittee will submit the report to the Interagency Council for approval and inclusion in the three-year strategic plan.

Evidence-Based Practices: Identify and disseminate evidence based practices for assessment and treatment; develop an in-depth questionnaire, utilizing all possible providers, to assess what methods/approaches/therapeutic interventions are being used in the field.

2. Youth coordinator will use above information to create a comprehensive report to submit to Evidence Based Practices subcommittee to identify gaps, provide suggestions, recommendations, and input.

4. Evidence Based Practices subcommittee will submit the report to the Interagency Council for approval and inclusion in the three-year strategic plan.

Finance: Develop a cross-agency statewide financial map; develop an in-depth questionnaire, utilizing all possible funders including the State of Nevada (state general funds, federal and state Medicaid, and other SUD funding streams) to gauge effective use of funds and distribution of resources to meet the needs of the co-occurring disorders population.

2. Youth coordinator will use above information to create a comprehensive report to submit to Finance subcommittee to identify gaps, provide suggestions, recommendations, and input.

3. Youth coordinator will incorporate the above information into the report and resubmit to Finance subcommittee.

4. Finance subcommittee will submit the report to the Interagency Council for approval and inclusion in the three-year strategic plan.

Final Deliverable: A comprehensive three-year strategic plan (which includes reports from each subcommittee) to improve the way substance use disorder, co-occurring and recovery support services are delivered to youth.
