BRIEF DESCRIPTION OF CONTRACT:

Contract for the purchase of functional and technical consulting services to support the University’s Open Source Software products that the University is currently using or may use during the term of the resulting contract. The products used include, but are not limited to, Shibboleth, WSO2, Grouper, uPortal, ActiveMQ, Apache Tomcat, WSO2 ESB and Governance Registry, Apache HTTP Server, Mod_Perl, Perl SOAP:: Lite, Spring and Open SSL. The services we may request include consulting, design, implementation, project management, training, and support.

This procurement is intended to contract with vendors having higher education consulting experience, specifically with various Open Source Software products. The University of Wisconsin-Madison uses a variety of enterprise grade Open Source software products to provide robust infrastructure used to deploy campus applications with high availability in an agile manner. These applications see high usage from the students, faculty and staff of University of Wisconsin-Madison as well as employees from across the thirteen campuses of the University of Wisconsin System. This equates to millions of logins a month from over a hundred thousand users.

The University is currently using various Open Source Software products for the functions described below:

Shibboleth. DoIT supports the Wisconsin Federation, supporting a Shibboleth WAYF, IdPs and SPs. All UW-Madison applicants, students, faculty, and staff as well as employees of all 13 UW System campuses use the system.

Grouper. DoIT uses Grouper for part of the backend of the Manifest system for managing access to resources for groups of people. A custom user interface has been developed to enable delegated members of campus to create and administer groups and resources.

uPortal. DoIT uses uPortal as the framework for the My UW-Madison and My UW System portals. A number of custom JSR-286 portlets have been created and deployed in addition to the portlets bundled with uPortal. Several DoIT developers are committers on the uPortal project.

ActiveMQ. ActiveMQ is a Java Message Service (JMS) broker used to send HR events to participating system campuses. It is also used to control synchronization of curricular data with the Lucene search engine.

Apache Tomcat. DoIT uses this application server for a number of applications, including uPortal, WSO2 ESB, and PhotoID Service.

WSO2 ESB and Governance Registry. Enterprise Service Bus (ESB) is used to proxy functional web services from different DoIT providers. Governance Registry is used to store ESB artifacts such as proxy service configurations and sequences.

Apache HTTP Server. Apache HTTP Server is used as a web server for many applications on campus. Many applications require installation and configuration of various Apache Mods (e.g., Mod_Perl, Mod_Shib)

Perl SOAP::Lite. This Perl module allows Perl applications to interact or provide web services.

Spring. Spring is an application framework DoIT uses in many applications, including uPortal, WSO2 ESB security modules. It is also used along with Spring Batch in the delivery of HR messages via PICH.

OpenSSL. DoIT uses the OpenSSL toolkit for handling SSL and TLS protocols on many servers.
