SUBJECT: SITUATION REPORT ON STORMS #26

OVERVIEW – State and local agencies continue in the response mode to flooding situations across southern Wisconsin. Severe weather entering Wisconsin is being closely monitored and a conference call will be held with the National Weather Service later this morning. Water levels are holding steady overall, or are starting to go down. Wiscosnin Emergency Management has ordered 200,000 additional sand bags; 140,000 bags will be stored at Volk Field and 60,000 will be stored with Green Lake County Emergency Management. The sand bags will be delivered tomorrow.

FLOOD WATCHES, WARNINGS -- The flash flood warning has been issued for Sauk County until 1 p.m. A flash flood watch continues for Adams, Clark, Columbia, Dane, Dodge, Jefferson, Kenosha, Milwaukee, Ozaukee, Racine, Walworth, Washington, Green, Green Lake, Marquette, Rock, Crawford, Fond du Lac, Grant, Jackson, Juneau, La Crosse, Monroe, Richland, Sheboygan, Taylor and Vernon Counties.

Federal Emergency Management Agency: FEMA, SBA (Small Business Administration) and the State of Wisconsin have begun damage assessments today in Sauk, Columbia, Milwaukee, Vernon and Crawford Counties. Media are invited to travel with the FEMA teams.

Dept. of Transportation/Road Closures: WisDOT officials continue to monitor the southbound lanes of I-39 (underneath the Cascade Mountain Road/County U overpass) for water on the highway due to the rising waters of the Baraboo River. The water has receded somewhat. A WisDOT official is on-site to monitor the situation. If the waters begin to rise again, WisDOT may choose to close the far-right lane on southbound I-39 first. If that does not work, then they would sandbag. Water level near Highway 151 is slowly coming down, with both lanes open. Water level near the interstate at Johnson Creek is also receding.

The Wisconsin Dept. of Transportation web site (http://www.dot.wisconsin.gov/travel/incident-alerts.htm) has up-to-date maps and information on road closures for Interstate and major state highways.

Department of Natural Resources: At Sauk County’s request, DNR is coordinating heavy-duty trash pumps for La Valle Fire Department.

Current Dam Conditions:

Rock County:

·  Monterey Dam in Janesville has an embankment problem. The river is expected to crest 2.5 feet above its current level within the next few days. DNR is working with the City of Janesville to try and address this issue before the higher water impacts the dam.

Waukesha County:

·  Water levels at the threatened dams continue to drop and there will be a conference at 9:00 a.m. to reassess the dam status.

·  Phantom Lake Dam in Mukwonago in Waukesha has come down overnight and is no longer topping the embankments. Staff continue to monitor. The City of Mukwonago is going to do dye-testing to determine the seepage paths and extent. The short-term plan is to monitor the dam for changes.State and local officials are brainstorming for future actions, dependent on the weather and apparent condition of the dam.

·  Delafield Fish Hatchery Dam (Lake Nagawicka) is stable at this point. Nemahbin Roller Mill Dam also stable. DNR Dam Engineer is reporting to the Rolling Mill Dam again this morning to monitor the status of the dam.

·  City of Delafield Police Department confirms there is no change in the Bark River Dam and they continue to monitor the situation.

Sauk County:

·  Virginia Lake Dam is holding. Water is rising and at last report was 2 feet below the top of the dam. DNR reports there are no structures downstream of the dam.

Marquette County:

·  Montello Granite Dam in Montello is experiencing very high flows and levels. The city is sandbagging residences on the Montello River downstream of the dam. Flows are slowly receding.

·  Marquette County Emergency Management reports all other dams in their county are stable.

Vernon County:

·  Vernon County officials in cooperation with the WI DNR and the U.S. Dept. of Agriculture’s Natural Resources Conservation Service began an emergency controlled partial breach of the Primmer Dam (West Fork Kickapoo 17) Wednesday to prevent the likelihood of dam failure.

·  Reports of the Hillsboro dam failing are incorrect. The Hillsboro dam did NOT fail. There was minor damage that was stabilized. A DNR dam engineer reviewed the dam on Monday and the dam did not fail. The engineer reported the dam appears structurally sound and is functioning.

DATCP: Food inspectors continue to monitor retail and processing facilities. There have been no reports of livestock impacts. Crop damage estimates are still pending.

WI National Guard: National Guard engineers continue to provide engineering expertise to other officials through aerial and ground assessments. Completed delivery of 20,000 sandbags to Dodge County. Also delivered 10,000 sandbags to Mukwonago.

Dept. of Corrections: 23 strike teams (135 inmates total) have been deployed for sandbagging and/or removing debris for the day in Montello, Columbus, Wyocena, Baraboo, Marshall, Monona, Lone Rock, Avoca, Steuben and Jefferson. 1,000 sandbags filled at Oakhill Correctional Institution last night and picked up by McFarland.

State Patrol: State Patrol has been released from providing traffic control in Gays Mills and Soldiers Grove. Will be meeting at 9 a.m. to discuss needs to patrol going forward.

Red Cross: Red Cross is currently serving people in five shelters: Columbus, Racine, Viroqua, Reedsburg and LaFarge. Shelters in Fort Atkinson, Big Bend and Caledonia are on standby.

Officer in Charge: National Guard engineers and a slope engineer conducted a joint hazard assessment of a house threatening to collapse into the Wisconsin River due to eroding soil conditions. It was assessed that the house is stable.
