SUBJECT: SITUATION REPORT ON STORMS #31

OVERVIEW — As storms eased out of southern Wisconsin early Friday morning, rising flood waters forced numerous road closings, including interstates. Local agencies continue in the response mode to flooding situations across southern Wisconsin.

The National Weather Service — Patchy fog before 7 a.m., Otherwise, mostly sunny, with a high near 77. Southwest wind between 5 and 10 mph.

234,000 sand bags have already been delivered. Wisconsin Emergency Management has ordered 200,000 additional sand bags; 140,000 bags will be stored at Volk Field and 60,000 will be stored with Green Lake County Emergency Management. Another 300,000 have been ordered for delivery on Monday. The sand bags will be delivered tomorrow.

FLOODING, TORNADOES

Baraboo has declared a state of emergency.

Fond du Lac Full EOC activation in Fond du Lac County. Shelter set up at the H.S. The County EOC is flooded; it is moving to the city police department.

Oshkosh Approx. 75 % of the city of Oshkosh has been affected in some means by the flooding. There are structure fires and fire rescues being conducted along with some apartment buildings being evacuated.
Some 40 people will be transported and relocated at the Oshkosh Convention Center.
A Railroad bridge on the South side of Oshkosh failed resulting in the derailment of a locomotive and three cars. NO haz-mat associated with derailment.

Two bridges in Rosendale are flooded on Highways 26 and 23 resulting in the following new alternate route: Highway 26 to CTH C to CTH N to Hwy 41 to Hwy 151 to Hwy 49.

Spring Green asked for 50 cots, blankets, and pillows at the shelter at Middle Valley School.

Grant County A major flash flooding event has occurred, causing substantial damage in central Grant County, including Lancaster, Potosi, Tennyson, Ellenboro, Stitzer, Livingston, and Beetown as well as the surrounding rural areas. A state of emergency declaration continues for Grant County.

All rescue missions are complete with no reported fatalities. Fire department and technical rescue personnel responded to numerous calls for people trapped in cars that were washed away in rural Potosi, Ellenboro and Beetown, and rescue of persons from homes that were surrounded by water.

The Villages of Potosi and Tennyson are reporting major damages. Several homes on Hippie Hollow Road in Potosi Township are reported destroyed by flooding. Numerous farm buildings were destroyed in the Potosi area due to wind/storm damage. One residence between Union and Livingston is reported destroyed by a tornado along with numerous outbuildings. Many homes throughout the rural areas of central Grant County report major damage. Homes in Lancaster, Livingston, Platteville, Potosi, and Tennyson are also reporting major damages.

Public sector damage assessment will continue on Friday. At this time most secondary roads in the Towns of Harrison, Beetown, Waterloo, Potosi, and Ellenboro are impassable. Many rural bridges have been washed away or have sustained major structural damage.

A reception center and shelter is open at the Youth and Ag Building at the Grant County Fairgrounds (Elm Street, Lancaster). The shelter is staffed with Grant County Health and Human Services Employees pending the arrival of the Red Cross. The shelter will remain open overnight. Residents with immediate needs can report to the reception center/shelter for human services assistance.

The Village of Potosi and the City of Lancaster have opened emergency operations centers and are assessing damages. The Potosi EOC is located at the Potosi Fire Station. The Lancaster EOC is located at the Lancaster Fire Station (608-723-2357).

Residents who experienced damages are asked to contact the Grant County Emergency Management Office, 608-723-7171. Lines will be staffed through the evening.

Iowa County reports receiving 3 inches of rain over a short period of time early this afternoon and they are incurring flooding throughout the western part of the county.They have water over roads where they have not had it before. A 15-foot section of track is washed out West of Avoca (near We Energy). EOC contacted WI Southern Railroad EOC and informed them of above information.

Residents of Avoca are being asked to voluntarily evacuate to Muscoda. As of 11:30 pm about 90 percent of Avoca is totally covered in water. Village Hall has over 1 foot of standing water. Fire Dept. is currently free of surface water. Power outage throughout the village. Numerous roads are closed due to high water and/or wash outs & damage. Some residents in the village had to be evacuated by boats. Some are sheltered in Muscoda. They had one house fire and contained it to the one building. The shelter in Avoca is completely shut down now and people were moved to Muscoda.

In Livingston in Iowa County another unconfirmed report of a tornado.

In Columbia County, Portage received 4 inches of rain; mudslides, rescue people out of cars. In Pardeeville, an unconfirmed tornado was reported.

State Patrol Deforest Post reports Crawfish River at I-94 westbound in Jefferson County has reached the bridge beams/girders. They further report that water is being released from the Beaver Dam into the Crawfish River which may cause the water to rise even higher which is causing concern that the bridge may fail. WI DOT is currently monitoring the eastbound bridge to determine how it will be affected by rising waters. The current detour for this closure is also experiencing flooding and is being evaluated.

Green Lake County reports culverts washed away, fires from downed power lines, many roadways are flooded.

Fond du Lac/Dodge Counties: Two unconfirmed tornado reports were received by State Patrol in the Ripon area.

Walworth County: A possible tornado in the East Troy area of Walworth County damaged six homes and two barns. There were widespread power outages but no injuries.

Waukesha County The State Patrol reports 4 boards remain in place at the Mill Pond Dam. Only DNR can authorize the removal of the final four boards. Town of Summit Chief Race want to be given an hour notice if the final four boards removed or if the Dam in Delafield is released. Concerned about the impact of either release on his jurisdiction.

Water draining from Mill Pond Dam has resulted in the closure of STH 18 at Utica in the town of Summit. Traffic control is being handled by message boards and one trooper at this time. In addition to STH 18 being closed, CTH DR and Venice Beach Road is also closed. 14 homes were evacuated near the Venice Beach area. A command post has been set up at town of Summit at the Nehmahbin Boat Landing. Sgt. Clarke is State Patrol at Command Post.

Sauk County is requesting 50 cots, blankets and pillows to support an emergency shelter opening in Sauk City. Request passed to JOC for staffing. Shelters open in Sauk County include; Pine View in Reedsburg, Holy Family, Lavalle, Spring Green Middle School, Sauk Prairie HS, Courthouse Annex. Currently attempting to rescue 3 people stranded in the Merrimac area. In Sauk County, DNR wardens are checking on campers at Devils Lake State Park due to high water.

Crawford County: In Soldier’s Grove two severely damaged utility poles threatened to cut power to the village.

Waupun — is evacuating 60 families.

Marquette County received over 3 inches so far, many roads impassible due to flooding. The County has requested a DOC strike team for tomorrow (request passed on to EOC DOC) and
300 Clean-up kits from Salvation Army be delivered tomorrow to Count Court House in Montello (request passed on to EOC Salvation Army). Cty Hwy O is closed due to partial washout of road. Evacuations of some locations taking place and a shelter has been opened at the Montello High School with Red Cross assistance.

Johnson Creek — the Fire Department is evacuating about 20 homes and 40 to 50 people from a trailer park west of Johnson Creek in the Town of Aztalan. They can go to the shelter in Ft. Atkinson. The County's 920-674-7450. The State Patrol reports Crawfish River at I-94 westbound in Jefferson County has reached the bridge beams/girders. They further report that water is being released from the Beaver Dam into the Crawfish River which may cause the water to rise even higher which is causing concern that the bridge may fail.

Weather outlook: flash flood watch remains in effect for all of south central and southeast Wisconsin through tonight. Thunderstorms are expected to produce widespread heavy rainfall of one to three inches overnight. Locally higher amounts of 3 to 5 inches are possible.

A tornado watch remains in effect for most of southern Wisconsin until 2:00 a.m. June 13th. Some thunderstorms may become severe, Producing hail up to ping pong ball size and damaging wind gusts to 70 mph. A few tornadoes are also possible. Since the ground is very saturated, straight-line winds over 50 mph. would topple many trees.

Federal Emergency Management Agency: FEMA, SBA (Small Business Administration) and the State of Wisconsin have begun damage assessments today for the private sector in Sauk, Columbia, Milwaukee, Vernon and Crawford Counties. The teams should finish on Friday.

ROAD CONDITIONS

Interstate Highways:.

The Wisconsin Department of Transportation and State Patrol have closed I-39 northbound, I-90/94 westbound at US 151 (Exit 135 - Madison) due to rising water at I-90/94 westbound at the Baraboo River (WIS 33).
The following interstates remain closed:
> I-90/94 eastbound at WIS 82 in Juneau County
> I-39 southbound at WIS 82 in Marquette County
> I-94 westbound at the Crawfish River bridge west of Johnson Creek
Motorists traveling between the Twin Cities and Chicago should use I-94 to WIS 29 to I-43 to I-94. Motorists wanting to travel to the Northwoods from Chicago should use I-94 to I-43 to WIS 29 to I-39.
Motorists are strongly advised to not travel in the south central part of Wisconsin due to many flooded state and local highways.

·  Marquette County is closing Hwy 22 at the Montello River Dam (Krakow Park Crossing) due to water levels. This is the road on the south side of Montello coming north into town.

·  State Patrol’s Fond Du Lac Post reports US 41 northbound is closed between Oshkosh and Fond du Lac.

·  All west-bound lanes of Interstate-94 over the Crawfish River in Jefferson County have been closed at mile marker 267. Traffic is being detoured south on Highway 26 to County B to County V to Highway 89 at Lake Mills, back to I-94.

Winnebago County — Highway 44 near Elo Road was closed at 7 p.m. and will be closed at least all night.

Columbia County — Highway 73 just north of Highway 33.

Fond du Lac County — Highway 41 between 26 and Hwy 49
Walworth County — Highway 11 at Highway 89.

Green Lake County: Highway 73 south of Highway 23; Highway 44 through the town of Markesan.

Grant County:

·  As of 1205 a.m., June 13th, Highway 81 between Platteville and Lancaster is closed

·  Highway 133 in Potosi is closed

·  County Highway G at Sand Branch

·  County Highway Q from Fennimore to County G

·  County N near the Pigeon River

·  County N south of Elmdale Road

·  County U from Dutch Hollow to the Potosi Township Shop is closed

·  County O from Tennyson to Oak Road

·  County B from Hwy 61 to Stanton Road

·  County Q East at Biba Road

·  County U at Rattlesnake

Highway 80 and 61 have reopened to traffic. Highway 35, 18, and 151 are also open.

Iowa County:

·  Highway 133 along the Wisconsin River from Highway 80 and 130

·  Highway 130 between Highways 133 and 23

·  Highway 80 between Highway 18 to the Iowa/Lafayette county line

DAM CONDITIONS

·  Figor Dam near Wyocena in Columbia County was found to have a 40 foot wide breach in the embankment. It likely happened earlier this week; no damage was reported downstream.

·  Beaver Dam—at 10:40pm report from warden on scene indicated the dam was about 15 inches from going over the top.

·  Rome dam on the Bark River in Jefferson County is close to flowing in the auxiliary spillway—a rare occurrence.

·  The dam at Waterford on the Fox River has not failed despite concerns.

·  The Nemahbin Roller Mill dam near Delafield was losing ground again, so more boards were pulled. Monitoring continues.

Sandbagging Kingston Dam on the Grand River and Lower Green Lake on the Puchyan River in Green Lake County ; the water is beginning to crest. The Fox River at Berlin is at flood levels. Losing ground at Nemahbin Roller Mill. Majority of dams in relatively good condition. Heard from 135 dams.
