Western Australian public sector quarterly workforce report – June 2016

This report provides information about Western Australia’s public sector workforce staffing levels as at the last pay fortnight of June 2016. The report relies on workforce data provided to the Public Sector Commission by public sector entities under the Human Resource Minimum Obligatory Information Requirement (HRMOIR).

Staffing levels are broken down into:

  • Headcount[1] - the number of employees
  • Paid FTE[2] - the number of full-time equivalents (FTE).

Western Australian public sector quarterly workforce report – June 20161

[1] ‘Headcount’ is a snapshot of employees as at the last pay period of the quarter, and includes all permanent, fixed term and paid casual employees during that pay period.

[2] Paid FTE’ is a snapshot of employees who were paid during the last pay period of the quarter. This methodology may differ from those used by public sector agencies in their own operational workforce management process. As the quality of agency data is continuously being reviewed, some adjustments in FTE figures may occur.

[3]Police auxiliary officers were identified as non-public sector employees, and hence excluded from this report, since September 2014.

[4]The South Metropolitan TAFE was establishedon 11 April 2016, comprising the workforce of the former Challenger Institute of Technology and Polytechnic West.

[5] The role and functions of the Swan River Trust were merged with the Department of Parks and Wildlife from 1 July 2015.

[6] The North Metropolitan TAFE was established on 11 April 2016, comprising the workforce of the former Central Institute of Technology and West Coast Institute.

[7] Office of Road Safety moved out of Main Roads to become a stand-alone department called the Road Safety Commission from 1 July 2015.

[8] The Fremantle Prison was transferred from the Department of Finance’s Building Management and Works division to the Department of the State Heritage Office on 1 July 2015.

[9]The Department of Culture and the Arts includes the Art Gallery of Western Australia, Perth Theatre Trust, State Library of Western Australia, and the Western Australian Museum.

[10] The South Regional TAFE was established on 11 April 2016, comprising the workforce of the former Great Southern Institute, South West Institute of Technology, and parts of C. Y. O’Connor Institute and Goldfields Institute of Technology.

[11] The Central Regional TAFE was established on 11 April 2016, comprising the workforce of the former Durack Institute of Technology, and parts of C. Y. O’Connor Institute and Goldfields Institute of Technology.

[12] The Mental Health Commission and the Drug and Alcohol Office amalgamated from 1 July 2015.

[13] The North Regional TAFE was established on 11 April 2016, comprising the workforce of the former Kimberley Training Institute and Pilbara Institute.

[14] The State Heritage Office became a stand-alone government department from 1 July 2014. The Fremantle Prison was transferred from the Department of Finance’s Building Management and Works division to the State Heritage Office on 1 July 2015.

[15] GESB outsourced its superannuation administration services to Link from 1 July 2014.

[16] Office of Road Safety moved out of Main Roads to become a stand-alone department called the Road Safety Commission from 1 July 2015.
