INTENT TO SOLE SOURCE LEGAL NOTICE

WATRAC

The Washington Department of Health intends to enter into a sole source contract (PRV23435) with ImageTrendto continue hosting, maintenance, support and use of the Department of Health Emergency Preparedness and Response Program’s web-based healthcare resource tracking and alert system for statewide collaboration on a daily basis and during emergency responsesknown as WATrac (Washington System for Tracking Resources, Alerts, and Communication).

The system provides a means for notifying healthcare partners of emergency incidents and for supplying situational updates throughout the event. During an incident the daily facility status and bed tracking feature not only provides emergency medical services (EMS) and hospitals with patient transport information, but also automates the process for obtaining bed counts for statewide updates. Command Center, for on-line chat and conferencing, provides an easily accessible tool for real time communication within agencies and between healthcare partners.

WATrac is a web-based application serving the Washington healthcare system by providing two distinct functions: 1) daily tracking of agency status and bed availability and, 2) incident management and situational awareness during a disaster response.

WATrac allows healthcare and public health partners to:

  • View real-time data related to the status of healthcare in Washington
  • Post and share documents internally and externally
  • Conduct on-line chat 24/7; inviting WATrac users from all healthcare sectors and in all parts of the state
  • Send emergency alert notifications via e-mail, text message or pager
  • Use standard and ad-hoc reporting to turn data into actionable information

The anticipated cost for services and software is approximately $55,000 per year.

The contract period of performance will be from Date of Execution through June 30, 2023. DOH will have the option of renewing the resulting contract for an additional five years.

This is not an invitation to bid and no solicitation is available. However, vendors contemplating the above requirements may submit via email capability statements detailing their ability to meet the state’s requirements and quotes for providing the service within five (5) business days of this announcement. Keep e-mail sizes to less than 15 Mb. Zipped files cannot be received and will not be accepted.

Interested firms will be considered only if they respond with clear and convincing documentation that they are capable of meeting the requirements stated herein, and that competition would be advantageous to the State, would not be cost or time prohibitive, and would not hinder the mission objective of the Emergency Preparedness and Response Program.

Note: This contract is required to be filed with the Department of Enterprise Services (DES) for approval under the provisions of Chapter 39.26 RCW. No contract or amendment required to be so filed is effective and no work shall commence or payment be made until ten (10) working days following the date of filing, and, if required, until approved by DES. In the event DES fails to approve the contract or amendment, the contract shall be null and void.
