EXECUTIVESUMMARY
INTRODUCTION
TheElCaminoCollegeStudentEquityPlan (SEP)is designedtoadvancethe collegemission. ThecollegeMissionStatementreadsinpart:Weprovideexcellentcomprehensiveeducational programsand servicesthatpromote studentlearningand successin collaborationwithour diversecommunities. Byaddressingtheneedsofthosestudent groupsthathavebeen historicallyunderserved,weareembracingand pursuingthe missionof our college.The collegeMission Statementand the StudentEquityPlanboth servetoprovidebasicskills completion,degreeandcertificatecompletion,careerand technicaleducationand transfer
opportunitiesfor allourstudents.TheStudentEquityPlanhelpsusprovidethenecessarytools
toensure allourdiversestudentshavethesameopportunitytoachievetheirgoals.
TheEquityPlanningprocessinvolved theInstitutional Researchand Planning Department collecting and analyzingstudentsuccessdatadisaggregatedbyethnicity,gender,disability, fosteryouth,veteranstatus, and lowincomeeconomicstandingtoidentifyareasof need.A Student Equityadvisoryteamcomprisedof researchanalysts,VicePresidentof Academic Affairs,facultymembers,deans, classifiedmanagers,staff,andstudents.Tenteammembers weresenttotheUniversityof SouthernCalifornia(USC)CenterforUrbanEducation Institutein LosAngelestolearn about thesupportedresearchmethods,dataanalysisand identificationof disproportionatelyimpacted students.Theseteamleaderscamebackto thecampus and held two workshopsforcampus communitymembers.Duringthese campusevents,campusleaders fromcounseling,academicprograms,categoricalprogramssuchasFosterandKinshipCare, VeteransOffice,Puente,and ProjectSuccessexaminedthedataand developedstrategiesto bridgethe equitygaps.
Theteamhassought todevelopaplan thatbuilds uponsuccessfulprogramsalreadyin placeat ElCamino College.CategoricalprogramssuchasFirstYearExperience,MESA,the Reading SuccessCenter,theMathTutoringCenter,PuenteandProjectSuccessalreadyprovideservices targetingeconomicallydisadvantaged students, racialand ethniccohorts,fosteryouth,and basicskillsstudents.TheStudentEquityPlan willprovideadditionalsupport intheformof
personnel,counselors,and tutoring. Our campushasfound PeerAssistedStudySessions(PASS)
mentoringandintrusivecounselingtobeeffectivein thedevelopmentalreadingprogram.The Student EquityPlanprovidesresourcesforthe introductionandexpansionof PASSMentors into coursesthattargetdisproportionatelyimpacted studentsatalllevelsand acrossthe curriculum.Theplan alsoprovidesthe campus communityofadministrators,faculty, staff and studentswithprofessionaldevelopmenttoaddress topicsof equityand culturalawareness.
TARGETGROUPS
Thestudentsuccessdatacollected,disaggregatedand analyzedbyethnicity,gender,disability, fosteryouth,veteranstatus, and lowincomeeconomicstandinghasshapedtheElCamino CollegeStudent EquityPlan.Theprimarygroupidentifiedacrossall categoriesin the research
isAfricanAmericanstudents,who are disproportionatelyimpactedin allfive successindicators.
Studentswithan identifieddisability, fosteryouth,Latinostudentsand PacificIslander students are identified asimpactedin threeof thefive indicators.Theotherimpactedstudentgroups
areaddressedasshown inthetablebelow.

E. Transfer
Increasetransfer ratesbyfivepercentwithinthefirstfouryearsof thisplanfor students who areAfricanAmerican,Latino,PacificIslander,FosterYouth, identifieddisability studentsand for studentswho areeconomicallydisadvantaged.
Eachgoalhasactivitiesassociated with itthatincludesanimplementationplan,targetdates for completion,andevaluation.
ACTIVITIES
TheStudentEquity Plan(SEP)exploredexistingprogramsandservicesthatservedthese groups,aswellasthoseactivitiesthatare currentlyunderdevelopmentthroughtheStudent Successand SupportPrograms(SSSP) andBasicSkillsInitiative (BSI)todeterminethe interventionstobelaunchedthataddresstheequitygaps.TheSEPAdvisorygroupcompleted agapanalysis, identifyingservicesthatarenotcurrentlysupported,andservicesthatare
effectiveand could be expanded.Basedon thatgapanalysis,additionalactivitieswereadded to
theEquityPlan.Theactivitiesvarywidely,butamongthoseactivities,severalthemesemerged. Thosethemesincluded:
•Activitiesthatincreasestudent mentoring/tutoring/advisingandstudentengagement,such as PeerAssistedStudySessionMentorsand SupplementalInstructionCoaches.
•Activitiesthatstrengthencohortlearning models,suchaslearning communitiesintheFirst YearExperience,StudentSuccessCenterBasicSkillsCohorts,acceleratedpathwaysin Basic AcceleratedMath,MathAcademies,etc.
Activitiesthat increaseopportunities for ongoing, cohesiveprofessionallearning
opportunitiesforfaculty,staff and students,such asFacultyLearningTeams(FLT) forWriting
Acrossthe Curriculum,targetingcourseswithlarge equitygaps.
Activitiesthatcollect,analyze,and disseminatedataonsuccessindicatorsforat-riskstudent groups.
•Activitiesthat createprogramstosupport studentsin generatingeducational plansand goals.
•Activitiesthatoffer culturalawareness,cultural responsivenesspedagogy,and incorporate bestpracticesin teachingthathavebeen identifiedaseffectivewithimpacted student populations.
Severalof theactivitieslistedimproveorstrengthenactivitiesthat alreadyexist orarecurrently underdevelopment.Theseactivitiesrepresentan alignmentof the StudentEquityPlanwith othercollegeplans. Forexample,thealignment includesdevelopingculturally-responsive teachingandlearning professionaldevelopmentopportunitiesthroughIntergroupDialogue workshopsandsyllabus reviewseminars.
Activities are alsoalignedwithseveralof theprogramsandservicesassociatedwiththe Student ServicesSuccessPlans.The Collegeisfocusing on increasingservicestomeettheneedsof studentswho areon,oratrisk of placementinto,academic/progressprobationthroughthe developmentofa newretentioncenter.Thisdesignatedspace,labeled the RISE Center,is expectedtoreduceunmetneedsofthis studentpopulation and increasestudentparticipation. Thegoal istoprovideadditionalinterventionservicesbeyondtheoriginalStudent Success Workshops.Thecenterwillbea collaborativeeffortbetweenthe StudentSuccessandSupport Program(SSSP)and theStudent EquityProgram(SEP).Itwilltakeaholisticapproachto interventionbyincorporatingcasemanagementstyleservices.StudentServicesprofessionals willbeassignedacaseload toprovide ongoingfollow-uptostudentsand providereferralson and offcampusasnecessary,which will befunded throughSSSP.
Inaddition,anewEarlyAlertsystemwillbepilotedthroughtheRISE center.Onceaninstructor identifiesastudent whoisat riskof falling intoprobation (students withGPAof2.0-2.4and thosewithalowpace of unit completion),staff fromthis centerwill followupwiththestudents and begin thecase managementservices.Therewillbevarious workshopsofferedin this center,suchastimemanagement,procrastination,career,and financial aidliteracy.It will include computerandstudystations.
ElCaminoisparticipatingasapilot collegein theChancellor'sOfficeEducationalPlanning Initiative (EPI).Asaparticipantof thispilot,the College willobtainaneweducationalplanning systemthatincludesa degreeauditsystemandanearlyalert program.TheCollegehas includedin the2015-2016SSSPplanning aneedfor training,additionalstaffand technical expertsforimplementationpurposes.TheStudentEquity ProgramDirectorisworking with SSSPtoalignthesenewinitiatives with theSEPplanand havetheStudentSuccess CenterBasic Skills Cohortsbeincluded in thepilottohelpstudents,especiallythosewho are definedas
beingatrisk.Starfishisacloud-based,EarlyAlertsoftwareprogramthatwillbetied tothe educationalplanningsystemtowhichallinstructionalfaculty,counselingfaculty,andstudents willhaveaccess. EarlyAlertSuccessCoaches/Liaisons,funded throughthe SEP/SSSPPlans,will assistwithoutreachingtotheirdivisionsfor earlyfacultybuy-in,softwaretrainingneeds,360 degreefeedbackforteachingfacultymemberswho submitEarlyAlerts,and developinga protocolforhowEarlyAlertsubmissionswillbereceivedand handled foreachof theirareas assigned.TheEarlyAlertSuccessCoaches/Liaisonswillalsocollaboratewith thenewRISE RetentionCenter.

TheStudentEquity Plandevelopedbytheadvisoryteamconcentratesresourcesintwoof the fivesuccess indicators:Course CompletionandBasicSkills Completion.These indicators showed consistentlylargegaps in the-12%rangefor African-Americanstudents,withPacific IslanderandFosterYouthalso consistentlyimpacted.Resourceswillbedistributedamongthe five successindicators andtheothercategoryasshown inthetablebelow.TheOthercategory includesadedicatedSEPDirectorto overseetheimplementationof theEl CaminoCollege EquityPlanand toserveas the districtcontact.AdedicatedResearchAnalyst will collectdata basedon thescheduleprovided,analyzeand disseminatetheresultstothe programsinvolved
intheplan.
