STATIONARY ENGINEER LEADER

DESCRIPTION: Under limited supervision, performs skilled maintenance work in the operation and tending of boilers and related equipment in a power plant at a state facility. Incumbents lead the work of power plant staff on a regular basis and may be in responsible charge of the power plant in the absence of the Stationary Engineer Supervisor or next higher level manager in charge of the power plant; performs related work as required.

Receives or initiates work assignments; schedules, assigns, coordinates, and guides the work assignments of other power plant staff in accordance with established work flow/assignment requirements, to assist supervisory staff in the timely accomplishment of the assigned workload.

Reviews and reports on the work performance of co-workers to determine overall conformity to established timetables and quality standards, and to document and communicate employee production levels and training needs.

Trains power plant staff, as directed, in specific task and job practices and procedures of power plant operations to improve and maintain the performance levels of these employees.

Schedules preventative maintenance for equipment and machinery to ensure that necessary inspection, adjustment, and replacement of parts is made prior to malfunctions or safety hazards occurring.

Operates and maintains boilers in manual or automatic mode to ensure efficient production of heat and power; switches fuel sources (gas, oil, coal) as necessary according to weather conditions and the availability of the main fuel source.

Operates and maintains related equipment, such as deaerating tanks, condensate tanks, condensate transfer pumps, feedwater pumps, water softeners, compressors, and generators, necessary to the proper operation of the boilers.

Operates and maintains equipment necessary to the proper operation of related utility systems, such as potable water, sewer and electrical.

Takes and records temperature, pressure, and chemical readings; adjusts water levels as necessary; mixes and feeds chemicals for water treatments as necessary.

Disassembles boilers for cleaning and inspection, dismantles and cleans valves and installs new packing as necessary, cleans and repacks pumps and installs new gaskets as necessary, and checks and replaces insulation as necessary to ensure optimum working condition of boilers and related equipment.

Greases and oils pumps, valves, and motors as necessary as a preventative maintenance measure; paints boilers, pipes, and related equipment as necessary; makes repairs to boilers, pumps, valves, motors, and related equipment as necessary.

May perform skilled work in operating and maintaining air conditioning equipment, chillers, and building control systems including pneumatic, electric, electronic, and computerized controls and systems.

May respond to facility fire alarms or to problems with the fire alarm system to ensure efficient operation of the system and the safety of facility residents, staff, and visitors.

May perform skilled building and equipment maintenance in other areas of the facility to assist the facility maintenance staff.

FULL PERFORMANCE KNOWLEDGES, ABILITIES, AND SKILLS REQUIRED: (These may be acquired on the job and are needed to perform the work assigned.)

Knowledge of: the skilled operation, maintenance, and repair of boilers and related power plant equipment; preventative maintenance measures; the occupational hazards and safety precautions of power plant operations; the occupational hazards and safety precautions of air conditioning and building control systems operations, as necessary; the proper use and care of tools used in power plant maintenance; chemicals used in power plant operations; chemical testing; power plant policies and procedures; the skilled operation, maintenance, and repair of air conditioning equipment, chillers, and building control systems, as necessary.

Ability to: operate boilers and related power plant equipment in a safe and proper manner; lead other boiler operators in performing skilled maintenance of boilers and related power plant equipment; coordinate the work of others in maintaining an efficient workflow; communicate effectively; operate hand and power tools in a safe manner; perform skilled maintenance and repair of air conditioning equipment, chillers, and building control systems, as necessary; perform skilled work in a variety of trades, as necessary.

ENTRY KNOWLEDGES, ABILITIES, AND SKILLS REQUIRED: (Applicants will be screened for possession of these through written, oral, performance, and/or other evaluations.)

Knowledge of: standard operating procedures of power plant equipment and overall power plant operations; the tools and equipment used in power plant and boiler operations; preventative maintenance procedures and safety precautions of power plant operations; local, state, and federal power plant operating codes; power plant policies and procedures; the practices, tools, equipment, materials, and techniques associated with a variety of building and mechanical trades, as necessary.

Ability to: determine the tools, materials, and equipment necessary to operate, adjust, monitor, and repair power plant equipment; understand boiler operation specifications, explain work assignments and procedures to other stationary engineers/boiler operators; operate tools and equipment with sufficient manual dexterity as required to perform boiler operation work; work in adverse conditions, including high temperatures and confined spaces; perform skilled labor; understand and follow instructions.

Skill in: the use of a variety of hand and power tools and equipment.

Any combination of training and/or work experience that will enable the incumbent to possess the required knowledge, abilities, and skills. A general qualification guideline for positions in this class is training and experience in the operation of power plant boilers, equipment, and machinery. A current first class boiler operator’s license may be required.
