DRAFT Substantial Amendment to the

Neighborhood Stabilization Program-3 Action Plan

PUBLIC COMMENT PERIOD ANNOUNCEMENT

The California Department of Housing and Community Development (Department) is amending, upon HUD approval, the State of California’s Neighborhood Stabilization Program-3 (NSP-3), authorized by the Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act). The Dodd-Frank Act provided the third round of NSP funding.

In order to respond to the current shifts in market conditions, resulting in a diminishing inventory of foreclosed and abandoned properties, and to allow the jurisdictions to more substantially stabilize their neighborhoods, HCD will allow the NSP3 grantees to expand their Areas of Greatest Need. The expanded areas must reflect similar housing stock, neighborhood and demographic makeup and must be consistent to the current approved Areas of Greatest Need, and must receive the federal minimum needs score of 17 in the NSP Mapping Tool.

The NSP needs scores, based on the revised Areas of Greatest Needs mapping, are: West Sacramento = 17.49; Yuba City = 17.01; and Yuba County is 19.99.

Any NSP-3 funds disencumbered from a NSP-3 grantee will be redistributed between the remaining two NSP-3 grantees.

The Department is requesting an additional period of time from the U.S. Department of Housing and Urban development in order to fully expend the NSP-3 funds awarded.

The public comment period will begin Thursday, January 2, 2014 and end at 5:00 p.m. Friday, January 17, 2014. The Draft Substantial Amendment of the NSP-3 Action Plan will be available for public review on the Department’s website: CDBG Public Notices, or at the Department’s Community Development Block Grant Program office at 2020 West El Camino Avenue, Suite 500, at planning departments of counties with at least one non-entitlement jurisdiction, and at the following depository libraries:
