CAPCOG Title: Assistant Director
Division:Homeland Security
Reports to:Director, Homeland Security
State Title and Grade: Planner III
FLSA Status: Exempt Non-Exempt
GENERAL DESCRIPTION
Performs complex (senior-level) planning and research work. Work involves developing local, regional, or state plans or programs; developing procedures for implementing plans or programs; and developing procedures for measuring progress made on operational plans or programs. Works with the region’s emergency management coordinators, public safety responders, public health and medical professionals, elected officials, and other regional stakeholders to assess and plan for public safety and general public preparedness, readiness and response to terrorism as well as other public threats and emergencies. May supervise the work of others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.
EXAMPLES OF WORK PERFORMED
- Serves as the lead planner for regional Homeland Security activities.
- Coordinates and facilitates the regional Homeland Security exercise program.
- Coordinates and facilitates regional Homeland Security training activities.
- Provides technical assistance to local government personnel related to the maintenance of their emergency management plans and procedures.
- Assists the CAPCOG Director of Homeland Securityin preparing the division’s budget.
- Coordinates and facilitates regional activities related to public health and assists in public health, bioterrorism, and regional response planning with jurisdictions.
- Manages follow-up activities for CAPCOG Homeland Security Task Force committees and working groups.
- Shares responsibility with the CAPCOG Director of Homeland Security for operational management of the WebEOC® and Emergency Notification System programs.
- Develop and maintain databases and other management systems related to enhancing regional communications interoperability, assessing regional hazards, emergency notification, and information sharing during emergencies.
- Act as regional liaison for jurisdictional planning/operations groups, attend meetings, represent CAPCOG, and disseminate homeland security information.
- Prepare data reports as requested regarding regional emergency response capacity, including assets, skills, critical sites, etc.
- Attend and facilitate meetings of the Homeland Security Task Force. Assist the Homeland Security Task Force subcommittees with needed coordination, data collection, research, and record keeping.
- Assist in the preparation of progress reports as requested by grantors.
- Act as a regional resource for funding information.
- Attend special grant workshops and quarterly state homeland security meetings.
- Assist jurisdictions with homeland security grant applications.
- May supervise the work of others.
- Performs the duties of the Director, Homeland Security in his/her absence.
GENERAL QUALIFICATIONS
Education and Experience
Graduation from an accredited college or university is required.Coursework in emergency management or business administration preferred. Experience working with emergency response and emergency management required; working knowledge of public health threats, two-way radio communication, grant reporting, local government, committee work, experience preferred. Supervisory experience preferred. Five years of experience in emergency management may be substituted for education.
Knowledge, Skills, and Abilities
Must have strong written and verbal communication skills. Must have good computer skills. Experience with contracts, grants management, two-way radio communication, project management and public safety emergency response is preferred.
