CALL TO ORDER:

Mr. Howard, Chair, called the Stationary Engineer’s Business meeting to order at 10:00 a.m.

APPROVAL OF MINUTES:

Motion (I) was made by Mr. Maloney, seconded by Mr. Norris and unanimously carried by the Board to approve the minutes of the March 17, 2009, Board meeting without corrections.

COMPLAINTS:

The complaint Committee had no complaints to be reviewed.

NEW BUSINESS:

CORRESPONDENCE:

An individual submitted a letter regarding taking the examination, requirements and their training program. The Board requested that staff submit a letter to the individual referencing the Business and Professions Article §6.5-303 “Qualifications of applicants” and requesting additional information regarding the size and type of plant equipment and detailed information on the Training and Qualification Program provided.

A licensee submitted a letter in reference to the computerized monitoring system and automatic controls on the boiler. The Board advised staff to submit a letter stating this Department is waiting on the final action of the proposed regulations submitted. Commissioner Botts, Deputy Commissioner, Loleas, and Assistant Commissioner Smitson, for Occupational and Professional Licensing will go forward to try to expedite the final regulations for the computerized monitoring system.

STATISTICS

Mr. Smitson presented new information submitted by PSI on the accumulative statistics for the pass and fail rates, as well as the number of repeat examinees. Mr. Howard, Chair and the members requested that PSI continue to submit the accumulative examination statistic reports.

CHAIRMAN’S REPORT:

Mr. Howard expressed his thanks for the outstanding performance of the Board in his absence.

REPORT:

Steven Smitson advised the Board that PSI testing contractor has agreed to meet with the Board for discussion regarding the process of reviewing the requirements for the 5 categories of the stationary Engineer’s license examinations.

BOARD MEMBER’S REMARKS

Chairman Howard and the members were pleased with the new updated accumulative monthly examination statistic reports submitted by PSI.

DISCUSSION: TRAINING PROGRAM

The Board and members of the colleges of Maryland discussed public safety, apprenticeship programs, training classes, prep courses, course curriculums, as well as

continuing education for renewal of licenses

ADHOC COMMITTEE:

The Board discussed forming an ADHOC Committee to meet with the Stationary Engineer’s Board on a continual basis to develop a process for training programs that would include classroom and field instruction. The meeting would include representatives from the local colleges and certified providers.

Commissioner Botts advised the members, regarding the establishment of an ADHOC Committee, that he would speak to Maryland Apprenticeship and Training representative

regarding establishing a program for Stationary Engineers that will correlate with field work and classroom instruction.

APPLICATIONS SUBMITTED BY PSI:

PSI submitted 9 applications to take the Stationary Engineer’s license examination.

The Board approved 1 application to take the 2nd grade Stationary Engineer’s license examination.

The Board approved 1 application to take the 3rd grade Stationary Engineer’s license examination.

The Board approved 3 applications to take the 4th grade Stationary Engineer’s license examination.

The Board placed in pending 4 applications for which additional information is needed to fully evaluate the applicant.
