CALL TO ORDER:

James Johnson, Chairman, called the meeting to order at 10:00 a.m.

APPROVAL OF MINUTES:

Motion (I) was made by Ms. Wooleyhand, seconded by Mr. Humble and unanimously carried by the Board to approve the minutes of May 28, 2002 as written.

CORRESPONDENCE: Harford County Electrical Board:

The Harford County Electrical Board submitted a letter to this Board placing a licensee on probation for 6 months. The licensee also holds a State license and this information is noted until further notice.

CORRESPONDENCE: Prince George’s County Electrical Board:

The Prince George’s County Electrical Board submitted information in reference to (2) two County licensees whose licenses have been revoked. These licensees have expired State licenses. The Board has suggested that staff request the County Electrical Board to provide this office with the nature of these offenses in accordance with Section 2-253.57 of the Electrical Code of the County.

According to Senate Bill 456, effective July 1, 2002, when the State Board receives notice of a local disciplinary action against a licensed master electrician, the State shall provide notice of the disciplinary action to each local licensing jurisdiction.

SOMERSET COUNTY:

Mr. Johnson, Chairman, attended the Somerset County Electrical Board meeting on June 11, 2002, and assisted in clarifying the licensing requirements and reciprocity. The Somerset County Electricians requirement is seven years experience and successful completion of a written examination.

An applicant having obtained a Somerset County Master Electrician license under the grandfather clause, applying for a State license must have held the Somerset County license for at least two years before the date of application for a State license.

A letter will be sent to the Somerset County Code Enforcement Officer confirming the resolution of licensing issues between the State Board and the local Somerset County licensing requirements.

INFORMAL HEARING:

Mr. Florin Florea appeared before the Board to discuss with the members his foreign credentials, education, and his experience under the direction of a master electrician in the United States and to provide clarification of his training and experience. Counsel and the Board discussed all documentation submitted and have allowed (3) three years toward experience from his University education and (2) two years verified by Master electricians. Mr. Florin may apply in the future when he has completed additional (2) years of work experience to satisfy the required (7) seven years of work experience.

CONVICTION:

An applicant applying for a State license through reciprocity from Cecil County has answered yes to question 1 on the application. Have you ever been convicted of a felony or misdemeanor in any State or Federal Court?

EXECUTIVE SESSION:

Motion (II) was made by Ms. Wooleyhand, seconded by Mr. Sewell and unanimously carried by the members of the State Board of Master Electricians in attendance to go into Executive Session at 11:00 a.m., Room 302, 3rd Floor Conference Room, Baltimore, Maryland 21202-3651. This meeting was permitted to be closed pursuant to State Government Title 10-508-(a) (8). The purpose of this session was to consult with staff, Counsel, and other individuals about pending potential litigation. Upon completion of the Session, the Board reconvened the meeting at 11:15 a.m.

CONVICTION:

Motion (III) was made by Mr. Humble, seconded by Mr. Sewell and unanimously carried by the Board to allow the applicant to apply for a State license through reciprocity from a local county after answering yes to a conduct question on the application.

STATISTICS:

The Board reviewed the statistics submitted by PSI for the month of May on the percentages of the first time passes, and fails and the repeat passes and fails.

George Shaffer, Industry member presented the Board with a pamphlet on Arc-Flash Protection and the 2002 NEC by Mike Callanan for the Board’s review.

APPLICATIONS:

PSI submitted 5 applications for the Board’s review:

The Board determined to APPROVE 2 applicants to take the State Master Electrician’s examination.

The Board determined to DENY 3 applicants to take the State Master Electrician’s examination.

CHRISTOPHER HARPER was denied for failing to demonstrate sufficient work experience under the direction of a master electrician.

NATHAN FOSTER was denied for failing to demonstrate sufficient work experience under proper supervision.

ADIL ELAMIN ELHAG was denied for failing to demonstrate and failing to provide appropriate documentation.

Motion (III) was made by Mr. Richards, seconded by Mr. Shaffer and unanimously carried by the Board to approve/deny the applicants stated above.

ADJOURNMENT:

Motion (IV) was made by Ms. Wooleyhand, seconded by Mr. Richards and unanimously carried by the Board to adjourn the meeting at 11:50 a.m.
