CALL TO ORDER:

James Johnson, Chairman, called the regular meeting of the State Board of Master Electricians to order at 10:00 a.m.

APPROVAL OF MINUTES:

The minutes of the business meeting of the Board held September 27, 2005 were approved without corrections. The minutes of the executive session held on September 27, 2005 were approved as distributed. Motion (1) was made by Mr. Bowers, seconded Mr. Hirsch that the minutes of the business meeting be approved.

OLD BUSINESS: Reciprocity West Virginia:

The Board’s reciprocity Committee has reviewed the two (2) pamphlets of 50 questions from the State Fire Marshall’s Office as that department is proposing a reciprocal agreement between the State of Maryland and the State of West Virginiafor a master electrician’s license. After a review and discussion of the test questions the committee

and members of the Board determined that the questions are not substantially equivalent with Maryland’s examination. In addition, the pre-license examination qualifications between the two (2) States are not comparable at this time. The requirements for taking the master electrician’s examination in West Virginia is five (5) years of work experience in the electrical field and a passing score of 80%. The requirements to take the Maryland master electrician’s examination is seven (7) years of work experience under the direct supervision of a master electrician and a passing score of 70%. Motion (II) was made by Mr. Hirsch, seconded by Mr. Bowers and unanimously carried by the Board that the West Virginia and Maryland master electricianlicense examinationare not comparable at this time. In the future, should the West Virginia Fire Marshall’s Office alter their examination and qualifications, this Board would review and evaluate it. The Board requested that Mr. Lesho, Director, submit a letter to Mr. Carrico explaining the Board’s decision.

COORESPONDENCE:

The Board reviewed the letter to the First State Inspection Agency submitted by Counsel Kinstler,referencing the eligibility of an electrician holding a State inactive inspector card.

NEW BUSINESS: MUELEC Meeting:

Director Lesho stated that MUELEC collected the old test bank of questions and presented the new test bank of questions to the agencies at the meeting held on November 16, 2005. The new test bank of questions should be in effect starting in January 2006.

At the MELG meeting Mr. Lesho reported that the legislative group will propose 4 additional categories be added to State licensing.

CONVICTIONS:

An individual has applied through reciprocity from a reciprocal State and has answered “yes” to the question, “Have you ever been convicted of a felony or misdemeanor in any State of Federal Court?”

An individual has applied through reciprocity from a local jurisdiction and has answered “yes” to the question, “Have you ever been convicted of a felony or misdemeanor in any State of Federal Court?”

EXECUTIVE SESSION:

Motion (III) was made by Ms. Wooleyhaand seconded by Ms. Cornish and unanimously carried by the Board of Master Electricians to go into Executive Session at 10:30 a.m. in the 3rd floor conference room, 500 N. Calvert Street, Baltimore, Maryland21202-3651. This meeting was permitted to be close pursuant to State Government Article, Annotated

Code of Maryland §10-508 (a0 (8). The purpose of the session was to consult with Counsel concerning materials pertaining to applicants for licensure. They reconvened the public meeting at 11:00 a.m.

CONVICTIONS:

An incarcerated individual has applied through reciprocity from Virginiaand answered “yes” to the question, “Have you ever been convicted of a felony or misdemeanor in any State or Federal Court?” After consideration of information provided by the applicant, the Board determined to deny the applicant a Maryland master electrician’s license at this time due to his incarceration. The Board invites the applicant to re-apply after his incarceration

An individual has applied through reciprocity from HarfordCounty and answered “yes” to the question, “Have you ever been convicted of a felony or misdemeanor in any State or Federal Court?” After consideration of information provided by the applicant, the Board determined to approve the applicant through reciprocity from HarfordCounty.

STATISTICS:

Chairman, Johnson reviewed with the Board the statistics submitted by PSI for the month of October 2005 on percentages of candidates taking examination for the first time and repeat examination candidates.

APPLICATIONS SUBMITTED BY PSI:

PSI submitted 10 applications for the master electrician’s examination for the Board’s review.

The Board determined to APPROVE4 applicants to take the State master electrician’s examination.

Motion (IV) was made by Ms. Wooleyhand, seconded by Mr. Bowers and unanimously carried by the Board to accept the findings of the Executive Session.

Motion (V) was made by Ms. Cornish, seconded by Mr. Bowers and unanimously carried by the Board to adjourn the meeting at 11:30 a.m.
