JOB DESCRIPTION

Position Title:Housing Improvements SpecialistGrade: 7

Core Area:Housing Services Employee Type: FT/Regular

Department:Housing Improvements FLSA Status: Exempt

Reports to:Technical Services Coordinator EEO Class: 5 (Admin)

Position Summary: Provides outreach, marketing and administrative support of grant-funded programs that offer home repair and rehabilitation assistance to low-income households. Processes loan and grant requests after assisting clients with application processes. Ensures that projects progress smoothly within contract guidelines. Frequently completes written reports. Assists finance department in tracking program expenses. Authorizes replacement of old refrigerators with Energy Star models.

Principle Duties and Responsibilities:

  1. Works with clients, vendors, contractors, inspectors, and technicians to facilitate Housing Improvements services.
  1. Coordinates project file set up and work flow for the Home Repair and Rehabilitation Program, Lead Hazard Control Program, and the Minor Home Repair Program.
  1. Prepares and documents client services as needed, including qualifying low-income clients, performing environmental reviews, ordering title searches, tracking project expenses, ensuring contractual compliance, managing lead based paint hazards, owner agreements, notices to proceed, local codes/permit process, HUD debarment & suspension, historic preservation, contractor lists, etc.
  1. Maintains and develops accurate and comprehensive program records, statistical information, and reports.
  1. Assists with recording, tracking and processing of employee timesheets.
  1. Interprets, updates and ensures compliance with complex program policies, procedures, rules and guidelines.
  1. Plans and participates in community outreach events and marketing. Develops related literature and materials.
  1. Disseminates home energy conservation, sustainability, and healthy home information.
  1. Assists with loan processing for home repairs using various revolving loan funds.
  1. Mails bid requests, awards bids to contractors, and sends information to other contractors. Reconciles invoices for the Division.
  1. Authorizes purchase orders for various vendors and professional services contractors.
  1. Evaluates client requests for refrigerator replacement using reference materials, visual inspections and/or electricity meters at clients’ homes.
  1. Occasionally provides coverage for front desk receptionist during breaks and employee absences. Responds to inquiries and refers clients to appropriate services
  1. Assembles files for MHR clients.
  1. Mails MHR senior applications, income certification forms, and client satisfaction slips.
  1. Phones clients to complete the information on their applications.
  1. Operates all office machines, including computers, fax machines, and copiers.
  1. Completes assigned projects and performs related duties as needed or situation dictates.
  1. Within the context of the stated principle job duties, serve as an ambassador of SNAP’s mission and values.
  1. Provides excellent customer service at all times as well as helps to grow the customer service culture within the agency
  1. Work with coworkers and volunteers to promote a positive, respectful and productive environment, while protecting client and co-worker confidentiality.

Requirements:

Education and Experience

  • Required –Associated Arts degree and three years full-time experience (or equivalent part-time or volunteer experience) in grant or project coordination, loan processing or related field. Equivalent work experience in lieu of education may also be considered.
  • Preferred - Bachelor’s degree and one year full-time (or equivalent) experience in grant or project coordination, loan processing or related field.

Knowledge, Skills, and Abilities:

  • Strong writing skills as well as the ability to read, understand and comply with complex program guidelines
  • General office skills, including working the multi-line phone system, filing and basic bookkeeping
  • Proficient in computer operations including word processing, spreadsheets, internet and database; aptitude and ability to learn related technical skills
  • Knowledge of low-income housing programs and basics of single family home construction and home energy conservation.
  • Strong communication and interpersonal skills, with emphasis on effectively working in a team environment and with a diverse population
  • Strong organizational, planning, and multi-tasking skills, with ability to accurately maintain substantial records
  • Self-motivated with the ability to work independently, using initiative and good judgment to resolve problems and ensure workflow is appropriately addressed in a timely manner
  • Ability to empathize with and advocate for low-income and vulnerable people, and to maintain confidentiality of personal information

Training and Certifications:

  • Valid driver’s license and satisfactory driving record. Insurance and personal vehicle for Agency business may be required (mileage reimbursed).
  • Training in Lead Safe Work Practices and related issues (may be provided by SNAP at time of employment).

Work Environment/Physical Activities:

Work is primarily conducted in an office setting and is sedentary. Occasional visits to client homes will be necessary where incumbent may be exposed to dirty, dusty, poorly ventilated, and unsanitary environments. Some local and domestic travel may be required. Schedule is 30 to 37.5 hours per week, usually during daytime, with occasional evening work. Physical activities include bending and lifting up to twentypounds. Occasionally may be required to move (pushing or shoving) refrigerators enough to access power supply.
