Standing Rules ---- Roberto Clemente Divisions

The following rules are in addition to the 2008 LCYBA General Standing Rules. These rules are designed to cover special circumstances in both the Kid Pitch and Machine Pitch divisions.

GENERAL GAME RULES: (Both Divisions)

1) Games are 6 innings, 1 hour 45 minute time limit or 5-1/2 innings if the home team is winning. A game will be called if a team is leading by 15 or more runs after 3 ½ innings or by 10 or more runs after 4 ½ innings.

2) Infield fly rule does NOT apply.

3) Players throw at their own risk. If a ball goes out of the field of play at first base or third base, the runner may only advance one base.

4) Automatic out if the batter throws the bat. This is an umpire judgment call.

5) Maximum of two minutes shall be allowed between innings.

6) Coaches must stay in their coach’s boxes. Coaches are not allowed to position batters in the batter’s box. Coaches shall not stand behind the back stop. Coaches will not touch a player while on the playing field, during a live ball.

7) For “one game” days, the home team will set out the bases (and Machine in Machine pitch), and the visiting team will put the equipment away. Officer of the Day will assist teams in ensuring the equipment is properly stored.

8) For “more than one game” days, the first game home team will set out the bases (and machine) and the home team of the last game will put the equipment away. Officer of the Day will assist teams in ensuring the equipment is properly stored.

9) An obvious serious injury will result in a dead ball call by the umpire and all base runners advance only one base. A dead ball call is at the discretion of the umpire for player safety.

10) Runners may advance to the next base if they are more than halfway before the pitchers has control of the ball inside the pitching circle.

11) Practice will not exceed two hours in any one day. Teams will not require players to arrive any earlier than 45 minutes before game time.

12) No try outs. Once a player practices once with your team he/she is on your team.

13) Extra hitter allowed as per LCYBA General Standing Rules 5.1.1

PLAYING TIME REQUIREMENTS

MACHINE PITCH ONLY - All players will play in 2 consecutive innings and bat a minimum of one time. Failure to qualify players will constitute a forfeit. The official scorekeeper will notify the umpire of any violation at the end of the game. If the violation is found upon later review of the score book, the violating team will be notified by their forfeiture

KID PITCH ONLY- All players shall play at least 2 consecutive innings with at least 1 at bat every game. A starter must remain in the game until they bat. Failure to qualify players will constitute a forfeit. The official scorekeeper will notify the umpire of any violation at the end of the game. If the violation is found after review of the score book, the violating team will be notified by their forfeiture.

The minimum playing time rule will not apply if the game is ended by the run rule or time limit prior to having completed six innings. HOWEVER, all players that did not qualify in such a game MUSTstart in the next game and meet the minimum time requirements. Violation will result in forfeiture of the game.

ADDITIONAL RULES FOR MACHINE PITCH ONLY

M1) There are a total of 6 pitches per batter. The first pitch is the adjustment pitch and is not in play. Additional adjustments can be made at the request of the base coaches.

M1-a) If a batter fouls off the fifth pitch he/she will continue to bat like in regular baseball.

They can foul off as many pitches as it takes for them to either get a hit or swing and miss.

M2) Any hit ball that bounces off the pitching machine and travels into foul territory is considered a fair ball. If the ball travels out of the field of play, the base runner may advance to the next base if more than half way. If the ball remains in the field of play, the base runner may take as many bases at their own risk or until the pitcher has control of the ball and both feet in pitching circle.

M3) Each team will provide a rostered coach to feed the pitching machine, when they are up to bat.

M4) No base stealing in this division.

M5) no coaching from the machine.

M6) Any altering of machine speed is not allowed. Violation will result to a warning followed by an

Automatic ejection.

M7) No batting practice with league machine prior to league games.

ADDITIONAL RULES FOR KID PITCH ONLY

KP1) A pitcher will be charged 1/3 inning for each out made by the defensive team while the pitcher is in the lineup as a pitcher. If a side is retired on the run rule, no matter how many outs, the pitcher will be charged with one complete inning.

KP2) A manager or coach will be allowed 1 visit to the pitchers mound to the same pitcher per inning. A second visit in an inning will result in the pitcher being removed from the pitching position.

KP3) A pitcher is limited to three (3) innings per day. If a pitcher pitches any amount of inning in 2 consecutive days, the pitcher must rest 3 days before being eligible to pitch again. Pitchers may not pitch more than 6 innings in 2 days.

KP4) Base stealing shall not be permitted. No leads allowed.

KP5) There are no balks in this division.

KP6) Pitcher will pitch from the required distance, but will pitch from flat ground. Or a portable

Mound will be available but there will be NO PERMANENT MOUND.
