STANDARDS & CRITERIA FOR CONSULTANTS

Standard 1: Demonstrates ability to enhance academic performance and support for implementation of student achievement goals.

Model Criteria

The consultant:

  1. Uses knowledge and understanding of IESBVI mission, goals, and strategic priorities to provide services that enhance academic achievement.
  2. Supports staff in use of multiple forms of evidence of student learning and growth.
  3. Implements strategies supporting TVI/OMS and LEA/AEA staff instruction and student learning.
  4. Uses teacher feedback and student performance data as a guide for decision making.
  5. Supports an environment of mutual respect, rapport, and fairness.
  6. Participates in and contributes to a culture at IESBVI that focuses on improved student learning.

STANDARD 2: Demonstrates competence in content knowledge appropriate to the position and assignment.

Model Criteria

The consultant:

  1. Assists TVI/OMS, LEA/AEA staff and families to understand and use concepts, underlying themes, relationships, and different perspectives related to the ECC and content area when working with students.
  2. Uses knowledge of adult learningand student development to provide consultation and technical assistance that is useful and accessible.
  3. Relates ideas and information within and across content areas and with staff from other discipline areas.
  4. Understands and uses instructional strategies that are appropriate to the ECC and content area.

STANDARD 3: Demonstrates competence in planning and preparation.

Model Criteria

The consultant:

a.Utilizesstudent performance data, standards, and curriculum in planning for consultation, technical assistance, assessment and training.

b.Communicates high expectations for social, behavioral, and academic success of all students.

c.Uses students’ developmental needs, background, and interests in planning for consultation, technical assistance and training.

d.Selects engaging strategies when teaching.

e.Uses available resources, including technologies, in the development of technical assistance and training.

STANDARD 4: Uses strategies to deliver consultation, technical assistance and training that meet the multiple needs of students, teachers and families.

Model Criteria

The consultant:

a.Aligns service delivery with Standards of Practice for the ECC and the Iowa Core.

b.Uses research-based strategies that address the full range of cognitive levels.

c.Demonstrates flexibility and responsiveness in adjusting training and technical assistance to meet the needs of teachers, support specialists, student and their families.

d.Engages constituents in varied experiences that meet their diverse needs and promote social, emotional, and academic growth of students.

e.Connects constituents’ prior knowledge, experiences, and interests in the consultation and training processes.

STANDARD 5:Uses a variety of methods to assess and monitor progress.

Model Criteria

The consultant:

a.Uses student performance data and feedback from TVI/OMS, teachers, families and constituents to change and improve consultation, technical assistance and training.

b.Understands and uses the results of multiple assessment data and research-based strategies in curriculum and the ECC to guide and plan technical assistance and training.

c.Provides substantive, timely, and constructive feedback to students and parents.

d.Works with TVI/OMS and LEA/AEA staff to analyze student progress.

STANDARD 6: Demonstrates competence in the use of time and collaboration with learning teams.

Model Criteria

The consultant:

a.Promotes a learning community that encourages collaboration, positive interaction, and active engagement.

b.Models respectful dialogue and behaviors.

c.Develops and implements procedures and routines that support collaboration and high expectations for TVI/OMS, learning teams, and family members.

d.Uses time effectively to maximize team effort.

e.Communicates accurately and effectively with TVI/OMS, LEA/AEA staff, families, and colleagues.

STANDARD 7: Engages in professional growth.

Model Criteria

The consultant:

a.Demonstrates habits and skills of continuous inquiry and learning.

b.Works collaboratively to improve professional practice and student learning.

c.Applies and shares research, knowledge, and skills from professional development opportunities to improve professional practices.

d.Establishes and implements professional development plans based upon IESBVI priorities and the consultant needs aligned to IESBVI Standards/Criteria and district/building student achievement goals.

STANDARD 8:Fulfills professional responsibilities established by IESBVI.

Model Criteria

The consultant:

a.Follows policies, practices and procedures established by IESBVI, and when appropriate, AEAs and the local districts.

b.Demonstrates professional and ethical conduct as defined by state law and IESBVI.

c.Contributes to efforts to support the mission and achieve the goals of IESBVI.

d.Demonstrates an understanding of and respect for all constituents as well as IESBVI staff.

e.Collaborates with families, colleagues, and communities to enhance student learning.
