Topic Draft NIST Framework and Roadmap for Smart Grid Interoperability Standards, Release 1.0; Request for Comments

Summary The National Institute of Standards and Technology (NIST) seeks comments on the draft NIST Framework and Roadmap for Smart Grid Interoperability Standards, Release 1.0. Specifically, comments are sought for the overall document and the contents of all chapters except Chapter 4, the 15 additional “Standards Identified for Implementation” (Chapter 4), and the NIST-proposed “Guidance for Identifying Standards for Implementation.” The Institute also seeks recommendations for adding or removing standards and specifications on the list of standards identified for implementation, and for relevant guidance criteria.

Summary The Environmental Protection Agency (EPA) is promulgating amendments to the new source performance standards for coal preparation and processing plants. These final amendments include revisions to the emission limits for particulate matter and opacity standards for thermal dryers, pneumatic coal cleaning equipment, and coal handling equipment (coal processing and conveying equipment, coal storage systems, and coal transfer and loading systems) located at coal preparation and processing plants.

Topic Standards of Performance for New Stationary Sources and Emissions Guidelines for Existing Sources: Hospital/Medical/Infectious Waste Incinerators; Final Rule

Summary The EPA is required to conduct a review of new source performance standards (NSPS) and emissions guidelines (EG) for hospital/medical/infectious waste incinerators (HMIWI) every five years. Through this final rule, the EPA is complying with this requirement.

In order to facilitate the spread of this review, EPA has established a docket for this action under Docket ID No. EPA-HQ-OAR-2006-0534 and Legacy Docket ID No. A-91-61. All documents in the docket are listed under these docket numbers at www.regulations.gov.

Summary The Nuclear Regulatory Commission (NRC) has prepared a draft Standard Review Plan (SRP) NUREG-1927, entitled “Standard Review Plan for Renewal of Independent Spent Fuel Storage Installation Licenses and Dry Cask Storage System Certificate of Compliance.”

This draft SRP would provide guidance to the NRC staff when reviewing Safety Analyses Reports submitted by applicants for renewals of specific Independent Spent Fuel Storage Installation licenses or dry cask storage system certificates of compliance under 10 CFR part 72. The draft is related to the proposed rule published in the Federal Register on September 15, 2009 (74 FR 47126).

The NRC is soliciting public comments on this draft SRP, which will be considered before they issue the final version. Summary The EPA has received a petition from the National Center for Healthy Housing, Alliance for Healthy Homes, Sierra Club, et al., on August 10, 2009, requesting that the EPA lower the regulatory lead dust standards and modify the regulatory definition of lead-based paint. EPA must either grant or deny a TSCA section 21 petition within 90 days of filing.

The EPA is requesting comments issues raised by this petition by October 21, 2009. Comments can be submitted to www.regulations.gov.

Topic Public Hearing Locations for the Proposed Rulemaking To Establish Light-Duty Vehicle Greenhouse Gas Emission Standards and Corporate Average Fuel Economy Standards

Summary EPA and NHTSA are announcing the location addresses for the joint public hearings to be held for the “Proposed Rulemaking to Establish Light-Duty Vehicle Greenhouse Gas Emission Standards and Corporate Average Fuel Economy Standards,” published in the Federal Register on September 28, 2009.

The organizations will jointly hold three public hearings on the following dates: October 21, 2009, in Detroit, Michigan, October 23, 2009 in New York, New York, and October 27, 2009 in Los Angeles, California. The hearings will start at 9 a.m. local time and continue until everyone has had a chance to speak. Those interested in presenting testimony at the public hearings are asked to contact Tad Wysor () and Rebecca Yoon (202.366.2992) at least ten days before the hearing.
