MINUTES OF THE TOWN COUNCIL MEETING HELD

ON TUESDAY 19th JULY 2016 AT 6.30P.M.

IN THE COUNCIL CHAMBER, STAINFORTH.

PRESENT: Councillor Mrs. L. Crosby in the chair.

Councillors: Mrs. A. Abbott, P. Bedford, J. Bolton, S. Bolton, D. Moore, Mrs. I. Moore, E. Nesbitt, Mrs. M. Nesbitt, Mrs. P. Pilkington, J. Waggitt, the Clerk, Mrs. K. Evans and the Deputy Clerk, P. Goodman.

Domestics were announced by the Deputy Mayor.

1.  TO RECEIVE APOLOGIES FOR ABSENCE.

Cllrs. W.S.Q. Cook and Mrs. J. Harvey - Holiday,

Cllrs. G. Derx and J. Thompson – prior commitments.

2. TO RECEIVE DECLARATIONS OF ANY INTERESTS. Invited by the Mayor and Cllr. Mrs. A. Abbott declared her interest in Item 5.

3. TO APPROVE & RATIFY THE MINUTES OF THE FOLLOWING MEETINGS: circulated prior to the meeting and it was RESOLVED they be signed as a true record:

(a)  Cemetery Committee meeting held on 16.06.2016

(b)  Town Council meeting held on 21.06.2016.

(c)  Town Council accounts meeting on 30.06.2016

4. TO APPROVE ACCOUNTS AND FINANCIAL MATTERS – Listed on a separate sheet.

5. TO CONSIDER CEMETERY MATTERS.

Cllr. E. Nesbitt reported that staff at the cemetery had recently suffered some verbal abuse and members agreed that this will not be tolerated. The Clerk suggested she erect a sign in the cemetery stating this fact. She also informed members that staff had been advised to report any abuse to the police as and when deemed necessary. Noted.

6. TO CONSIDER ITEMS OF CORRESPONDENCE. None

7. TO CONSIDER PLANNING MATTERS.

(a) 16/01566/PDE. Erection of single storey extension to rear of semi-detached dwelling (extending 4.30m beyond rear wall, max height of extension 3.50m and 2.50m to height of the eaves) at 12 East Avenue, Stainforth for Mrs. J. Newson. No objection.


8. TO REPORT ON POLICE MATTERS

The clerk reported that she had had a recent visit from PCSO Miss K. Lees, who informed the Clerk that violence within the town appeared to have quietened down over the last few weeks. Noted.

9. TO CONSIDER WELFARE GROUND MATTERS.

(a) Permission to use Pavilion & Recreation Ground for funding activities throughout summer holidays – DMBC & SYP. The Clerk explained that an activity programme has been set up for youngsters throughout the summer holidays. These will be run by Sandra Walker and her team at DMBC. It was agreed that they are able to use the Recreation ground and RESOLVED that a donation of £100 would be made towards the running of these activities under S137 powers. Representatives from Stainforth4All also agreed to make a donation of £100.

10. TO CONSIDER HIGHWAYS MATTERS.

(a) Carriageway repairs. Noted. Members agreed to keep an eye on the progress of these works.

11. TO DISCUSS MAYOR’S FUND. In the absence of the Mayor it was agreed to defer this item to the next meeting.

12. TO DISCUSS REMEMBRANCE SUNDAY PARADE.

It was agreed that the Parade route will be the same as in previous years, leaving St Mary’s Church after the service and making its way to the Cenotaph in time for the silence at 11.00 am. It was agreed that refreshments be offered at the Chapel. Clerk to order wreaths for the Mayor and Deputy Mayor and inform PCSOs. Cllr. D. Moore to organise the bugler.

Clerk’s Note: Date for Remembrance Sunday 13/11/16.

13. TO DISCUSS CHRISTMAS LIGHTING & RECEIVE QUOTES.

The Clerk advised members that expenditure had already been quite high this year due to break ins at the cemetery and the plans to extend the machine store along with refurbishment of the chapel. She suggested that Christmas lighting for the town should be put into the budget for the next financial year. It was agreed that this be done and that quotes be obtained for lighting within the Park only for this year. Clerk to report back at next meeting.

14. TO ADD CLLRS MRS. A. ABBOTT & P. BEDFORD TO THE NEWSLETTER COMMITTEE. Agreed.

15. TO DISCUSS OVERHANGING TREES – THE PARK.

Cllr. P. Bedford explained that volunteers from Stainforth4All have taken on the task of trimming back the trees that grow through the palisade fencing on the right hand side of the park. After receiving complaints from residents it has become apparent that some of the trees are growing out of control and are overhanging people’s gardens. The Clerk agreed to make arrangements for a tree surgeon to assess the situation.

16. TO CONFIRM THE DATE AND TIME OF THE NEXT TOWN COUNCIL MEETING – as Tuesday 27th September 2016 at 6:30pm in the Council Chamber.

There being nothing further to discuss the meeting was closed at 7:40pm.
