MINUTES OF THE SPECIAL MEETING OF THE MAYOR AND CITY COUNCIL OF THE CITY OF YOUNGSVILLE, LOUISIANA HELD ON TUESDAY, AUGUST 26, 2014 AT 7:00 PM AT YOUNGSVILLE CITY HALL

PRESENT: Mayor Wilson B. Viator, Mayor Pro Tempore Brenda Burley (Div. B), Councilman Ken Ritter (Div. A), Councilman A. J. Bernard (Div. C), Councilman Tim Barbier (Div. D), Councilwoman Dianne McClelland (Div. E)

ABSENT: None

The Invocation and Pledge of Allegiance were led by Councilman Tim Barbier.

A motion to expand the agenda to discuss political signs was offered by Ms. McClelland, seconded by Ms. Burley, and the vote was as follows:

YEAS: Ken Ritter, Brenda Burley, Tim Barbier, Dianne McClelland

NAYS: A.J. Bernard

ABSENT: None

Motion to expand failed.

(Note: A motion to expand an agenda passes only with have a unanimous vote of the Councilmembers present)

AGENDA ITEM 1. Mayor’s recommendation for the Chemin Metairie Parkway Phase I Road Reconstruction.

Mayor Viator stated that he is recommending Option 2 – Concrete Pavement Overlay for the repairs to the Chemin Metairie Parkway Phase I.

City Engineer Dax Douet also recommended the concrete pavement option because he felt the asphalt overlay would be a temporary fix whereas the concrete pavement would have a much longer life.

The following options were discussed:

1.Full Depth Patching with no overlay – approximate cost $68,000

2.Full Depth Patching and a 2” overlay – approximate cost $1,000,000

3.Full Depth Patching, ½” milling and 5.5” overlay – approximate cost $2,699,142.88

4.Full Depth Patching, whitewash bond breaker and 6” concrete pavement – approximate cost $3,176,178.00

After extensive discussion between the Mayor, Council, City Engineer Dax Douet and Engineer Pamela Granger about the differences in the various options, a motion was offered by Ms. McClelland, seconded by Ms. Burley to authorize the Mayor to advertise for bids for a full depth patching and a 2” overlay (option 2, above) for the Chemin Metairie Parkway Phase I Reconstruction Project, with warranties to be specified, and the vote was as follows:

YEAS: Ken Ritter, Brenda Burley, Tim Barbier, Dianne McClelland

NAYS: A.J. Bernard

ABSENT: None

Motion was approved.

Mr. Bernard qualified his nay vote by stating that he feels that the reconstruction should be done in concrete.

There being no further business to come before the Council, a motion to adjourn was offered by Ms. Burley, seconded by Ms. McClelland, and unanimously carried.
