Job Title / Director of Services (Director of Nursing Intellectual Disability Band 4)
Location / St Patrick’s Centre, Kilkenny
Purpose of the Role / The role of the Director of Services (Director of ID Nursing Band 4) is to;
-Hold overall responsibility for operational service delivery and the implementation of relevant governance systems across the services.
-Lead the vision and implementation of Supported Self-Directed Living (SSDL) model of community-based services, which enhance the power of people to achieve personal growth and experience citizenship within their own communities.
-Provide expert support, knowledge and advice to all Operational Employees
-Provide strong strategic, professional and clinical leadership for all disciplines of support staff across the services.
-Create an atmosphere and culture where excellence can flourish with strong multidisciplinary and multifunction collaboration across the services.
-Model a performance culture by continuously striving to improve quality of supports.
-Lead on development plans in response to needs of the service and adherence to National Policies.
-Drive a continuous programme of compliance improvement within the organisation, in line with regulatory and practice requirements.
-Advocate on behalf of the people we support within a changing and evolving organisation.
The person appointed to this post should be flexible in their approach to service provision and should have the ability to lead and manage.
Reporting Relationship / Head of Operations
Key Working Relationships / The Director of Services will work and interact with the following;

Principal Duties and Responsibilities / The Post Holder will:
Leadership and Management
  • Oversee the operations of a community-based model of services, consistent with overall strategy and national criteria
  • Lead Community Services /Inclusion Managers to deliver a Supported Self Directing Living approach within community-based settings
  • Provide strategic and clinical leadership which results in the delivery of effective, efficient, quality assured services
  • Promote opportunities for the people we support and their families (where appropriate) to self-direct and access their rights as citizens
  • Lead and model the Service Vision of ‘enabling and supporting people to live a good life’ within service responses, through collaboration with other functions and professionals
  • Anticipate and interact with key stakeholders from all functions in developing mission, strategic plans, budgets, policies and structures
  • Participate in the overall financial planning of the services including the assessment of priorities in pay and non-pay expenditure
  • Develop and promote good interpersonal relationships with all stakeholders in the promotion of person-centred care
  • Develop a shared sense of commitment and participation among staff in the management of change, the development of services and in responding to the changing health and social care needs of people we support
  • Foster multidisciplinary working relationships and strengthen the interface between different locations of services and community supports/provisions e.g. hospitals, primary care teams, pharmacies etc.
Accountability
  • Keep Head of Operations informed of any relevant issues, concerns or challenges
  • Provide up to date reports to the Head of Operations and Board of Management
  • Participate in the overall financial planning of the services including the assessment of priorities in pay and non-pay expenditure
  • Develop, maintain and review the organisational structure within the context of overall organisational objectives
  • Ensure that modern standards of clinical nursing care are in operation and that regular monitoring of nursing care is undertaken through audit
  • Be responsible for strategy and policy on practice development, education and professional duties, imposed by statute or determination
  • Keep the Line Managers appraised of any significant developments and/or risk within his/her area of responsibility and delegate additional duties as may be assigned from time to time
  • Ensure transparent and timely communications with Regulators to ensure compliance and safe services
  • Be familiar and adhere to all legislation and regulatory guidelines and standards that apply to the provision of services, quality procedures and guidelines.
Clinical Supports
  • Develop a philosophy of health and social care which reflects the HSE’s commitment to the provision of a high standard of care for people we support
  • Maintain good collaborativeworking relationships and communications with appropriate statutory, professional and voluntary organisations responsible for and /or participating in health and social care
  • Develop and implement (in association with appropriate others) operational policies, procedures protocols and guidelines to ensure integrated person-centred service delivery
  • Collaborate and work closely with the person, his/her family (where appropriate), the multidisciplinary team, external agencies and services to facilitate continuity of care and specific care requirements
  • Ensure that the most modern standards of clinical nursing care are in operation and that regular monitoring of nursing care is undertaken through audit
Health & Safety
  • Promote and maintain a safe environment for Employees and others
  • Develop and implement Risk Management and Health and Safety strategies in consultation with appropriate personnel
  • Have a good working knowledge of the Health Information and Quality Authority (HIQA) Standards as they apply to the role for example, Standards for Healthcare, National Standards for the Prevention and Control of Healthcare Associated Infections, Hygiene Standards etc.
Education, Training & Development
  • Maintain continuous personal and multidisciplinary team development, education, training and learning
  • Create a culture of continuous learning within the services
  • Ensure that appropriate in-service education programmes and ongoing learning needs are met for all operation employees
  • Liaise and co-operate with appropriate third-level education institutions
  • Initiate the implementation of an on-going development and individual performance achievement review process and foster a high level of morale among staff by effective motivation and communication
  • Assume responsibility for the suitability, quality and level of supervision of clinical nursing practice placements
  • Monitor recent research and new developments. Initiate, facilitate and take part in relevant research and promote awareness of ongoing and current research into issues affecting the people we support
Administration
  • Set key objectives in line with the service plan on an annual basis
  • Prepare reports for compliance and governance purposes
  • Participate at strategic forums / governance groups etc as appropriate
  • Accept responsibility for the management of all services over a 24 hour period and ensure that systems are in place to support this responsibility
  • Participate, as required, in the recruitment, selection and appointment of employees
  • Ensure the optimum and effective use of employees through efficient rostering, skill/grade mix planning, work load measurement, profiling and deployment
  • Participate in the formulation of relevant personnel policies and procedures
  • Deal with industrial relations issues relating to Employees in consultation with appropriate personnel
  • Liaise with the Finance Manager to prepare annual financial estimates of required resources
  • Ensure expenditure is controlled within budget and identify potential for efficiency saving through improved practices and innovation
  • Delegate, as appropriate, budgetary control and implement monthly expenditure audit systems
  • Ensure the implementation of financial policies and procedures
  • Maximise the use of IT as it applies to the role
  • Ensure recording, reporting and data management is in line with Data Protection Legislation and meets the compliance requirements

Qualifications / Experience /
Criteria / Eligible applicants will be those who on the closing date for the competition will;
a)
(i)Be a registered Nurse with a minimum of 10 years relevant experience
(ii)Be registered in the Intellectual Disability Division of the Register of Nurses kept by BordAltranaisagusCnáimhseachaisnahÉireann(Nursing & Midwifery Board of Ireland) or be entitled to be so registered And
(iii)Have experience in management And
(iv)Have had satisfactory Intellectual Disability nursing experience And
b)Candidates must possess the requisite knowledge and ability (including a high standard of suitability and management ability) for the proper discharge of the duties of the office. And
c)Candidates must have undertaken training in management appropriate to the post
Note:- Post holders must maintain annual registration with BordAltranaisagusCnáimhseachaisnahÉireann (Nursing & Midwifery Board of Ireland)
Health
In order to be successful a candidate must be fully competent and capable of undertaking the duties as above and be in a state of health, such as would indicate a reasonable prospect of ability to render regular and efficient service.
