Request for IT Consulting Expert(s)

Tendering Brief

1. Company Background

National Electric Power Company (NEPCO) is a Jordanian firm which owns the electric transmission and substations network and is responsible for operating the electrical power system in the Kingdom of Jordan, and the interconnections networks with neighboring countries.

2. Purpose of Consultancy

The overall purpose of this consultancy is to prepare tender documents (RFP) for proper cost effective solution or upgrading required in IT network and applications with detailed specifications and budgetary expectations, and to prepare a strategy for the development of information technology (IT) in the company over the next 10-15 years.

3. Objectives

NEPCO is seeking to call for a specialized IT consultant service expert(s) to:

-  Review, Study, analyze, and revise the current IT infrastructure, network components, challenges, and applications currently working in NEPCO.

-  Recommend the necessary cost-effective solutions and/or expansions, restructuring in the current IT network and applications; keeping in mind the best practice that meet NEPCO's requirements in accordance to the latest technologies.

-  Prepare tender documents for proper cost effective solution or the expansion required with detailed specifications and budgetary expectations.

4. Data network overview

The company relies upon the availability of networking components and applications in all its financial, administrative and technical as well as to what's going to add some key applications.

The services offered from the computer system in NEPCO are:

- Computer applications of financial, administrative and technical.

- Internet and e-mail.

- Electronic documents archiving.

- Camera surveillance system (DVR SYSTEM).

- Geographic information system (GIS).

- Networker Backup Solution.

- Antivirus System.

5. Applications

NEPCO introduced the ERP system in the early of 2006 by (ROSS ERP), and since that time NEPCO considered the ERP system as the main core of financial and administrative procedure of the company, in addition to employee funds systems.

Several system have been developed by NEPCO staff (in-house Development) using Oracle tools (Dev6i & Oracle 10G) and same database (Oracle 9i) to serve the various fields and activities of the company. Most of these in-house systems are integrated with the ERP system.

Other ready-made packages working in NEPCO are:-

- CMMS System

- AMR System

- Vehicle Tracking System

- GIS System

- Archiving System

6. Scope of work

The IT consultant service expert(s) work shall include but not limited to:

Phase I

A. Site survey (HQ visit, and branches if required).

B. Explore the current infrastructure architecture and components.

At the end of this phase, the expert shall produce a report number (1) that includes all the observations and findings of the previous items, and document the current infrastructure.

Phase II

C. Study, analyzes, and revises the current IT infrastructure, network components, and applications currently working in NEPCO.

D. Conduct an assessment of the current IT infrastructure and applications to overcome the weaknesses of the current system; taking in consideration future business requirements.

E. Review certain documentation and test any major assumptions.

F. Consult with certain identified others such as current and potential stakeholders/partners, mother companies, ..etc.

At the end of this phase, the expert shall produce a report number (2) that analyzes strength and weakness analysis, deep and through professional assessment of the overall system, and compliance with best practice and ITIL measures comparing to NEPCO's real requirements.

Phase III

G. Recommend the necessary solutions and/or expansion, restructuring in the current IT network and applications according to the best practice adopted in building highly available, reliable, productive, efficient, secure, and state -of the- art network.

At the end of this phase, the expert shall produce a report number (3) that includes all the recommendations for:

§ The solution and/or expansion, restructuring based on the previous

analysis phase.

§ Recommendation to resolve performance related issues.

§ Itemized budgetary estimations of all new components and applications

required.

§ Recommendations for enhancing process related work and procedures.

§ Further consultancy to be carried out (if required).

Phase IV

After NEPCO's confirmation, the expert shall produce report number (4) which is the Full detailed Tender documents including test environment (if required) to be submitted to the bidders (with detailed specifications, bill of quantities, state-of-art…etc.).

7. Expert(s) Qualifications

- An experienced IT professional with minimum of 10 years track record

of successful IT planning and management.

- Has extensive experience and proven record in the field of Information technology management & Evaluation, Software development, Professional training, System Management, Database administration, Networking Environment, and Security.

- Experience of delivering and working with IT best practice solutions.

- Hands on experience and working on latest technologies of (at least) the following:

§ Geographic information systems.

§ Virtualization technologies.

§ Microsoft technologies (such as: Exchange, Active Directory,

SharePoint, etc.).

§ UNIX Systems.

§ ERP Solutions.

§ Backup and Archiving Solutions.

§ Security and Antivirus Polices and Solutions.

§ Networking technologies (Routing and switching).

§ Storage Solutions

§ Web Applications

§  Network management and monitoring

§  Clouding solution

- Must have an industry recognized certifications on IT related subjects

like: ITIL, Service management, CISA, CISM, MCSE, OCP, CCNP…etc.

Timescale

Consultancy shall be concluded by maximum of 161 days:

Phase I 5 weeks 2 weeks required for NEPCO approval

Phase II 5 weeks 2 weeks required for NEPCO approval

Phase III 3 weeks 2 weeks required for NEPCO approval

Phase IV 4 weeks NEPCO approval

Selection Criteria

A- Understanding of the Project (25 Percent)

Bidders must provide comprehensive narrative statements illustrating their understanding of the project requirements and schedule. Response must demonstrate comprehension of the objectives and services for the proposed tender. Do not merely duplicate the Scope of Work provided with this RFP.

Proposals will be evaluated against the questions set out below:

a) To what degree has the Bidder demonstrated Committing to work

and timescale?

b) Does the Bidder conducted consultancy services in minimum two

similar projects (If So, please provide names/contact numbers of at

least two relevant referees).

B- Experience and qualifications (25 Percent) For

-  Organization: demonstration of experience in completing similar projects, and General History and reputation.

-  Persons: Education, Experience, and resumes.

C- Cost (50 Percent)

Overall, 50 percent of the total evaluation points will be assigned to

cost.
