SUMMARY:

This position is responsible for directing, coordinating and managing Human Resources Benefitsand Benefits Compliance mattersfor BSNC and all subsidiaries across multiple business units and geographical areas (Company). The position also supervises Benefits Staff and administers all aspects of Company Benefit Plans, including but not limited to Medical, Dental, Employee Assistance Benefit, Short and Long Term Disability (STD,LTD), Life, Accidental Death & Dismemberment (AD&D), Health Savings Account, Health Reimbursement Accounts, Flexible Benefit Plans, Profit Sharing/401(k) Plans, Family Medical Leave Act (FMLA)and Leaves of Absence.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Acts as the company’s key representative interacting with benefit brokers and vendors.
  • Presents recommendations to Executive Management regarding benefit plans and pros and cons.
  • Understands and implements Human Resources policies, projects and processes.
  • Oversees all aspects of Company Benefit Plans, including but not limited to Medical, Dental, Employee Assistance Benefit, LTD, Life, AD&D, Health Savings Account, Health Reimbursement Accounts, Flexible Benefit Plans, Profit Sharing/401(k) Plans, FMLA and Leaves of Absence.
  • Ensures BSNC policies, procedures are being followed and that behavior in the organization meets the Company’s Code of Conduct.
  • Handles all 401(k) communications, conversions, reconciliations, file load, loans and hardship withdrawals as well as interface with the Department of Labor and ERISA Counsel.
  • Communicates changes in Human Resources policies and procedures Companywide.
  • Manages Company compliance for all Human Resources benefit matters.
  • Performs various audit and oversight tasks to ensure the Company complies with existing laws and regulations.
  • Identifies potential areas of compliance vulnerability and risk, develops and implements corrective action plans for resolution of problematic issues.
  • Directs process improvement projects within the group in accordance with the Company’s mission, values and goals, including the responsibility for developing, interpreting and recommending program goals, objectives, policies, procedures and courses of action.
  • Documents and implements improvements of department processes, procedures and audits in order to improve effectiveness.
  • Responsible for open enrollment process and all communication/education related to open enrollment and monthly new hire benefit enrollment.
  • Coordinates with Company auditors on Human Resources/Benefits audits for 401(k) plans, the Service Contract Act and Davis Bacon Act and compliance covering these areas.
  • Ensures annual benefit plan filings (5500’s) and notices (Summary Annual Reports, Summary of Material Modifications, amendments, resolutions, etc.) are completed and disseminated.

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications:

  • Bachelor’s degree preferred in the field of Business, Human Resources, Accounting, Legal process or related field.
  • 8-10 years of professional experience in combined Human Resources and Benefits.
  • 5+ years of managerial/supervisory experience.
  • Alternative equivalent combination of training and experience.
  • Excellent Proficiency with Microsoft Software Suite (Outlook, Word, Access, Excel, and PowerPoint).
  • Possess a strong desire to expand responsibility and increase experience and knowledge through continuing education.

Knowledge, Skills and Abilities

  • Solid understanding of Human Resources policies and processes as well as passion for enterprise-wide Human Resources audit and compliance practices.
  • Knowledgeable of state and federal laws, regulations, and industry best practices related to Human Resources Compliance Program development and implementation.
  • Ability to read and interpret regulatory statutes.
  • Strong verbal and business writing skills are essential.
  • Excellent critical thinking attention to detail and organizational skills.
  • Expertise with Human Resource Information Systems (HRIS) and reporting.
  • Familiarity with government contracting and corporate documents.
  • Ability to identify compliance risks related to assigned functional areas and competently and clearly advise on applicable regulatory compliance matters.
  • Strong research, analysis, problem-solving, decision-making, communication, and relationship management skills.
  • Organizational and project management capabilities.
  • Process design and improvement experience.
  • Strong reporting and presentation skills.
  • Ability to work independently and apply sound judgment and reasoning skills to a variety of situations, multi-task and collaborate effectively with other personnel to meet deadlines.

Preferred:

  • SPHR, PHR, CEBS, or CRCM certification.
  • Prior experience with a multi-state employer and a multi-faceted benefits platform.
  • Prior experience working in government contracting and with an Alaska Native employer.
  • Prior experience working with Deltek Costpoint software.

Job is performed in a modern office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES

  • Will supervise other Human Resources employees.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, candidate may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must be able to obtain access to military installations. Must have reliable transportation to/from the work location.
