Part II: Activities specifically related to the mandate
of OIE Reference Laboratories

3.International harmonisation and standardisation of methods for diagnostic testing or the production and testing of vaccines

a)Establishment and maintenance of a network with other OIE Reference Laboratories designated for the same pathogen or disease and organisation of regular inter-laboratory proficiency testing to ensure comparability of results

None

b)Organisation of inter-laboratory proficiency testing with laboratories other than OIE Reference Laboratories for the same pathogens and diseases to ensure equivalence of results

None

4.Preparation and supply of international reference standards for diagnostic tests or vaccines

See section Part I-2:

Plasmid DNA for use as positive control in PCR reactions

5.Research and development of new procedures for diagnosis and control

Duplex real-time PCR for detection and quantification of monodonbaculovirus (MBV) and hepatopancreatic parvovirus (HPV) in Penaeusmonodon:

Tang K.F.J. D.V. Lightner. In press.Duplex real-time PCR for detection and quantification of monodonbaculovirus (MBV) and hepatopancreatic parvovirus (HPV) in Penaeusmonodon.Diseases of Aquatic Organisms.

6.Collection, analysis and dissemination of epizootiological data relevant to international disease control

None

7.Maintenance of a system of quality assurance, biosafety and biosecurity relevant to the pathogen and the disease concerned

  • Quality assurance of sample material provided is achieved by pre-testing the sample material for the pathogen of interest, by PCR, prior to shipment.
  • Biosafety and biosecurity is achieved by following federal regulations for disposal of infectious materials and through the inland location of the laboratory, as no marine pathogens would be able to survive in the natural environment of the Sonora Desert.

8.Provision of consultant expertise to OIE or to OIE Member Countries

Advisor to the Aquatic Animal Health Standards Commission, Office International Des Epizooties, Paris.Term 2009-2011, Advisor (~10 days/year). I was appointed to a third 3-year term by the OIE Central Bureau, beginning in May 2009, on the OIE Aquatic Animal Health Standards Commission (AAHSC) which meets 2 times per year to consider new diagnostic methods for OIE listed and notifiable aquatic animal diseases; to consider changes to the OIE Aquatic Animal Code; and to make recommendations to the Director General and to the OIE World Assembly of Member Country Delegates. In 2011, I participated in the AAHSC meeting of October 3-7 at the OIE Headquarters in Paris.

9.Provision of scientific and technical training to personnel from other OIE Member Countries

• Hosted Borlaug scholar MrBambangHanggono, of the Indonesian Government’s Situbondo Laboratory

MrHanggono visited the Aquaculture Pathology Laboratory for 12 weeks (17 September to 3 December, 2011). MrHanggono’s training emphasized histopathology and molecular diagnostic tests for major shrimp diseasesincluding Tetrahedralbaculovirosis virus.
