Also present were Town Manager Reid Walters and Town Clerk, Tori Lowe. Alderman Jones opened the meeting with prayer and the pledge of allegiance.
STUDENT OF THE MONTH: Certificates were presented to: G’siah Patterson, North Rowan Elementary; Dustin Boger, North Rowan Middle School; and Hope Evans, North Rowan High School.
1. ADDITIONS / DELETIONS AND ADOPTION OF AGENDA
MOTION WAS MADE BY ALDERMAN JONES TO ADOPT THE AGENDA AS PRESENTED. MOTION SECONDED BY ALDERMAN SMITH AND CARRIED UNANIMOUSLY.
2. APPROVAL OF MINUTES
MOTION WAS MADE BY MAYOR PRO-TEM CHILLCOTT TO APPROVE THE MINUTES FROM THE REGULAR MONTHLY MEETING ON MARCH 14, 2017. MOTION WAS SECONDED BY ALDERMAN BOONE AND CARRIED UNANIMOUSLY.
3. DEPARTMENTAL REPORTS were given by Police Chief Mike James, Public Works Director Joel Taylor, and Town Clerk Tori Lowe.
4. TOWN MANAGER REPORT – Town Manager Walters spoke about the 4TH Street initial phase of the drainage and roadway project to start in September/October. The town met the deadline for compliance for the NC Department of Environmental and Natural Resources concerning the assessment of our pond. Phase II for the PARTF development for Stanback Forest is in order. Also floor plans will be looked at for possible Town Hall options at Park Plaza. Town Hall will host the second Rowan Municipal Association Meeting on April 27, 2017.
5. MAYORAL & DELEGATE REPORTS – Mayor Gobbel attending several meetings this month including the Rowan Cabarrus MPO meeting and the WilCox Bridge Steering Committee. Gobbel and his wife also attended a pilot presentation for an artwork exhibit at North Rowan Elementary School.
6. PUBLIC COMMENT – Donna Jackson, 309 North Rowan Avenue, wanted to know if the town had any programs to help prevent/keep mosquitos at bay. Her back yard has been consumed by them. Also Patsy Duncan, 804 4th Street, thanked town staff for their contact with the Salisbury Post.
7. AUDIT CONTRACT
MOTION WAS MADE BY ALDERMAN SMITH TO APPROVE THE ENGAGEMENT LETTER AND AUDIT CONTRACT TO AUDIT ACCOUNTS WITH EDDIE CARRICK, CPA FOR $4,750. MOTION WAS SECONDED BY ALDERMAN JONES AND CARRIED UNANIMOUSLY.
8. SET DATE FOR BUDGET WORKSHOP
MOTION WAS MADE BY ALDERMAN SMITH TO SCHEDULE A BUDGET WORKSHOP ON MAY 3RD, 2017 AT 6 PM. MOTION SECONDED BY MAYOR PRO-TEM CHILLCOTT AND CARRIED UNANIMOUSLY.
9. COMMITTEE APPOINTMENT—COMMUNITY APPEARANCE COMMISSION
MOTION WAS MADE BY ALDERMAN SMITH TO APPOINT VICKIE HOLTZ AS A MEMBER OF THE COMMUNITY APPEARANCE COMMISSION TO FILL THE OPEN POSITION FROM THE RESIGNATION OF MEMBER CHACE JENSEN. MOTION WAS SECONDED BY ALDERMAN JONES AND CARRIED UNANIMOUSLY.
10. RESOLUTION—SURPLUS PROPERTY—GARBAGE TRUCK
MOTION WAS MADE BY ALDERMAN BOONE TO ADOPT THE RESOLUTION AUTHORIZING THE DISPOSITION OF TOWN PROPERTY, SPECIFICALLY A GARBAGE TRUCK, BY ELECTRONIC AUCTION. MOTION SECONDED BY ALDERMAN SMITH AND CARRIED UNANIMOUSLY.
11. PARKS & REC MASTER PLAN UPDATE
MOTION WAS MADE BY ALDERMAN JONES TO RE-ADOPT THE SPENCER PARKS AND RECREATION MASTER PLAN 2014-2024 WITH THE PRESENTED AMENDMENTS. MOTION SECONDED BY ALDERMAN BOONE AND CARRIED UNANIMOUSLY.
12. RESOLUTION—PARTF GRANT
MOTION WAS MADE BY ALDERMAN JONES TO APPROVE THE RESOLUTION AUTHORIZING THE TOWN MANAGER TO APPLY FOR A PARKS AND RECREATION TRUST FUND GRANT. MOTION WAS SECONDED BY ALDERMAN WHITE AND CARRIED UNANIMOUSLY.
13. 4TH STREET DRAINAGE & ROADWAY IMPROVEMENTS
MOTION WAS MADE BY ALDERMAN JONES TO APPROVE THE 4TH STREET DRAINAGE & ROADWAY IMPROVEMENTS FROM MCGILL AND ASSOCIATES. MOTION SECONDED BY MAYOR PRO-TEM CHILLCOTT AND CARRIED UNANIMOUSLY.
With no further business, Mayor Gobbel adjourned the meeting at 8:03 p.m.
