SPECIFICATIONS FOR THE PROCUREMENT OF A SERVICE PROVIDER TO DEVELOP A BRAND MANUAL FOR SENQU MUNICIPALITY:

  1. Introduction and objectives

A brand’s identity is the visual expression of a brand that is communicated to the outside world and it includes its name, logo, communications and visual appearance. A brand identity guideline manual allows for the consistent use of the brand’s identity through all consumer touch points allowing a brand to be easily recognised and gain awareness in the marketplace.

Senqu Municipality seeks to appoint a service provider for the development of a comprehensive brand manual guidelines as well as the related policies. The purpose of the project is to create clarity and awareness amongst the key stakeholders, staff, government and the broader community.

  1. Scope of work and project deliverables

Senqu Municipality requires the appointed service provider to carry out the following:

a)Identity assessment

-A thorough assessment and understanding of Senqu Municipality corporate identity issues, audiences and the environments

b)Strategy development

-Development of the strategic branding framework and platform for Senqu Municipality

-Development of a framework and principles to guide Senqu Municipality brand relationships with other partners.

c)Visual identity development

-Creative designs for the Senqu Municipality visual identity

d)Visual identity guidelines

-The visual identity guidelines document (or “Brand Book”) will specify, articulate, and depict the defining elements of the visual identity system and provide examples for marketing communications materials. For budgeting purposes, we are suggesting the following items to be included:

o Brand creative parameters (i.e. fonts, design styles, photo styles, colour palette)

o Acceptable and unacceptable uses of the brand

o Permission guidelines for logo use

o Samples of how the brand could be applied to website and social media pages

-Template development

Based on the brand identity and guidelines, create templates that can be used by the municipality for the following:
o Corporate letterhead

o Business cards

o Corporate print ad template (e.g. Notice of Meetings)

o Marketing print ad template

o Newsletter template

e)Launch programme development

-Recommendations for an implementation plan, including communications messages and timeline

  1. Proposal submission format

Respondents to the RFP are requested to submit proposals in the following format:

Title page
Showing RFP title bidder’s name and address, closing date and time and the bidder’s contact person and telephone number.

One page letter of introduction
Signed by an authorised signatory

Proposal
A detailed description of the services to be performed by the bidder in the development of brand manual guidelines for Senqu Municipality as outlined in the scope of work and providing potential services that may be performed in the future. They must describe in detail the provision of services, including recommended methodology and work program to successfully achieve the objectives, key deliverables and a timeline identifying milestones for the completion of each of the objectives.

Timeline
The bidder must provide a detailed timeline for the completion of the project.

Fees
The bidder must state all fees and costs associated with the project.

  1. Evaluation

Proposals will be evaluated and rated on the criteria set out in this RFP:

•Bidders must demonstrate the ability to carry out the scope of work, deliver quality product/service within an appropriate budget

•Proposals must clearly list in detail what services will be provided with the associated costs for each component

Failure to complete all supplementary information and the RETURNABLE SCHEDULES including requested MBD Forms not completed in full and not signed will result in the tender being disqualified. The municipality reserves the right to request minor documents from responsive bidders which will not have an impact on the final award of the tender.

3The evaluation of submissions shall be subject to the following criteria and only applicants scoring a minimum of 80 points will then be evaluated on BBBEE points and price and then be considered for appointment.

5Applicants must note that:

  1. No late applications will be considered;
  1. Failure to provide all required information will result in the application not being considered;
  1. The Municipality does not bind itself to accept any submitted proposal;
  1. It is a condition for the listing of the Applicant that the Applicant agrees and undertakes not to act against the Municipality;
  1. The Municipality reserves the right to extend the duration of the above service level agreement.
  1. During the briefing session, prospective bidders are encouraged to bring a sample of their previous work.
