SPECIFICATIONS FOR THE MAINTENANCE OF THE ELECTRICAL

SYSTEMS FOR BUILDING MAINTENANCE

DESCRIPTION:

  1. This Contract is for preventative and/or corrective maintenance of the existing electrical system’s related to District 12-5 WestmorelandCounty Offices and Stockpile grounds and buildings (see pages3-5).

CODE APPROVALS:

  1. The Pennsylvania Uniform Construction Code (UCC) and National Electrical Code

(Latest Edition) (NEC) shall be followed.

SERVICES:

  1. This work includes materials, equipment and labor to preventatively maintain and correct failed or failing components on Department-owned electrical lighting and systems within the Facilities that are the Westmoreland County Office Building, Garage and associated stockpiles located within the aforementioned county, in accordance with the Pennsylvania Uniform Construction Code and National Electrical Code (Latest Edition).

ON CALL SERVICE:

  1. It will be the Contractor’s responsibility to keep the electrical lighting and

system components in operation always as directed. When the electrical

lighting and/or system malfunctions due to material and/or equipment

failure and/or external damage, the County Maintenance Manager, District

Facilities Engineer or his authorized representative will notify the contractor

of the failure and the later will correct the failure beginning at the start of the

next working day. Normal working days are Monday thru Friday,inclusive, between the hours of 7:00 A.M. and 3:00 P.M. exclusive of holidays. If directed in the call out (Notice to Proceed), no work will be done until arepresentative from the Department of Transportation is present.

OPERATIONAL ESSENTIAL REPAIR SERVICE:

  1. Provide “Operational Essential” preventative and/or corrective maintenance service as directed by the Departmentin accordance to and in strict compliance with the UCC and the NEC.

LABOR:

  1. Regular hours shall be Monday through Friday, 7:00 AM – 3:00 PM.

PERFORMANCE:

  1. Contractor’s work will be done in a professional manner. It will be the

contractor’s responsibility to insure that he or she does not damage property of the Department during his or her operations, as he or she will be held liable for any damage that he or she causes. Any damages to the Department’s propertywill be repaired or replaced by the contractor at his/her own expense, or thedepartment will have it replaced at the expense of the contractor. The designatedpersonnel who will be responsible for inspecting and verifying that work is completewill be the following:

  1. County Office – Equipment Manager/ Mechanic Supervisor
  2. All County stockpiles Ground and Buildings – Equipment Manager/Assistant County Maintenance Manager

REPLACEMENT MATERIALS:

  1. The contractor will not replace any material or equipment that is in good

working condition, unless so directed by the Department. All replacement

materials and equipment will be new, like in kind meeting the UCC and NEC codes. Material and equipment replaced will be held available for inspection by the Department before disposal by contractor. Material will be paid at invoice price, plus fifteen (15) percent. Documentation that shows items cost breakdown will be required before payment or materials.

  1. Steel certs are required and will be delivered to District Facility Engineer or County Manager before payment is issued.

CELLULAR TELEPHONE:

  1. Contractor to provide and maintain a cellular telephone on the worksite and

in transit as a means of communication with Department personnel.

Contractor shall contact County/District managementeach morning during workactivities to report location of work.

CONFIRMATION OF SERVICES:

  1. Contractor shall submit to the PennDOTEquipment Manager Form OS-501and substantiatingdocumentation as notification of each deliverable completion. PennDOTEquipment Manager will certify successful completion of each deliverable. Completed form OS-501 must be submitted to the County Equipment Manager.
