SPECIFICATIONS FOR FURNISHING MAINTENANCE SERVICEOF AUTOMATED LOGIC ENERGY MONITORING AND CONTROL SYSTEM STATE FACILITIES STATEWIDE

1.0SCOPE OF WORK

The Contractor shall furnish all labor, materials, parts, tools, equipment, transportation and supervision necessary for the complete inspection and maintenance on the AutomatedLogic Corporation Energy-Monitoring-and-Control-System (EMCS). The Contractor shall ensure the satisfactory operation of all sensors, wiring, hardware and software for the EMCS in accordance with these Specifications.

The Contractor shall have a valid Hawaii C-15Electronic System Contractor license and the license shall be kept in force for the duration of this contract and any extensions agreed upon.

The Contractor shall have a minimum of five consecutive years experience in all aspects of direct digital control systems and networks includingthe installation, calibration, commissioning, maintenance, troubleshooting and repair ofsystem hardware and software. The Contractor shall have a minimum of five consecutive years experience in installing, maintaining, upgrading, troubleshooting, and programming Automated Logic Corporation WebCTRL.

2.0DESCRIPTION OF WORK

The Contractor shall perform complete and timely maintenance and repair services, including responding to trouble calls,onall sensors, hardware, software, and related components of the EMCS. The services shall be performed under the Contractor’s supervision by the Contractor’s certified, skilled, and trained journeyman personnel in accordance with the requirements of all applicable laws, regulations, rules, ordinances, codes,the best commercial practices,and the manufacturer’s specifications. All maintenance services shall be subject to inspection and approval by the Contract Administer (CA).

A.Maintenance

The Contractor shall provide the following maintenance services:

1.Back-up EMCS server(s) on a monthly basis. One copy shall be kept onsite and the Contractor shall maintain another copy.

2.Provide and install software upgrades from Automated Logic Corporation and all associated application programs used by the WebCTRL server(s).

3.Review and analyze alarm, trend, and audit logs. Provide recommendationsbased on the review and analysis.

4.Test backup batteries and clean battery contacts annually. Replace weak and failed batteries upon discovery or notification.

5.Submit to the CA at the end of each montha written system condition report, status of any repairs, changes made to the EMCS, and the amount of onsite labor hours spent during the month.

B.Trouble Calls

The Contractor shall respond to trouble calls within two hours after the Contractor is notified by Central Services Division (CSD). The Contractor shall provide the following services:

1.Investigate and diagnose each incident remotely and onsite as required.

2.Provide telecon and electronic message support to the State and its' air conditioning maintenance contractor.

3.Provide recommendations to enhance system reliability and operational stability.

Within 24 hours of the trouble call, the Contractor shall inform the CA of the status of the trouble call and submit a written cost estimate should repairs be deemed necessary. The Contractor may not be compensated for trouble calls not initiated by CSD.

C.Repairs

During maintenance service and trouble calls, the Contractor shall determine if repairs, including the replacement of worn, failed, or doubtful components, are necessary to ensure reliable and satisfactory operation of the EMCS. Repairs that will incur less than $500 in total expenses shall be performed upon discovery. For repairs over $500, including any work performed by a subcontractor, a written proposal with a cost estimate shall be submitted to the CA for approval prior to performing the repairs, except when authorized by the CA to perform the work prior to receiving the cost estimate. The Contractor shall commence the repairs within 24 hours after the proposal has been approved by the CA.

Written cost estimates shall be inclusive of all costs necessary to perform the work and shall include:

1.Description of the work;

2.Parts and materials list;

3.Labor;

4.Subcontractor costs; and

5.Start and completion dates.

Replacement parts and materials shall be in accordance with Section 4.0. PARTS AND MATERIAL.

D.Extra Work

The CA may request the Contractor to perform extra work at any of the facilities covered by this Contract. Upon request by the CA, the Contractor shall provide written quotations for any proposed extra work. Written quotations shall be inclusive of all cost necessary to perform the proposed extra work. The Contractor cannot refuse to perform any extra work.

The Contractor shall include 96 hours of onsite labor per contract period. Onsite labor hours shall be used for onsite investigations, diagnostics, repairs and extra work. All labor hours to perform the maintenance services listed in Section 2.0.A. Maintenance,remote investigations and diagnostics, and telecon and electronic message support shall be included in the contract and shall not be considered as onsite labor.

Should onsite labor exceed 96 hours during a contract period, the hourly labor rates listed in Offer Form B, Part B shall be used for onsite investigations, diagnostics, repairs and extra work.

Parts, materials, and subcontractor charges for repairs and extra work shall be pursuant to Section 5.0. AFTERHOURS COMPENSATION AND MARK-UPS.

3.0SERVICE AND WORK SCHEDULE

All maintenance service and repair work shall be performed between the hours of 7:30 A.M. to 4:00 P.M. on normal working days, Monday through Friday, excluding State holidays. The Contractor shall schedule all maintenance service and repair work to minimize disruption of the building operations. The Contractor may be required to reschedule at no additional cost to the State.

The State reserves the right to have maintenance service and repair work performed on the weekends or after normal operating hours. Should the CA require repairs and extra work be performed afterhours, the labor rates shall be adjusted pursuant to Section 5.0. AFTERHOURS COMPENSATION AND MARK-UPS.

4.0PARTS AND MATERIALS

The Contractor shall maintain a supply of parts and materials required for the maintenance service of the EMCS. Should the Contractor run out of parts, the State reserves the right to require the Contractor to use next-day air delivery of the parts at the Contractor's expense.

All replacement parts used for maintenance service and repair work shall be new original equipment manufacturer (OEM) parts or new aftermarket parts that meet or exceed the OEM specifications. At the discretion and approval of the CA, parts may be rebuilt provided the rebuilt part is cost-effective, reliable, and will not compromise reliability and performance.

5.0AFTERHOURS COMPENSATION ANDMARK-UPS

Should the CA require the Contractor to perform any work on the weekends or after normal works hours, the State shall compensate the Contractor as follows:

A.Maintenance Services

Maintenance services performed on the weekends or afterhours shall be compensated at 0.5 times the hourly rate provided by Contractor on Offer Form B. No further compensation shall be provided.

B.Repair Work and Trouble Calls

Repair work and trouble calls performed on the weekends or afterhours shall be compensated at 1.5times the hourly rate provided by Contractor on Offer Form B. Except for parts and materials, no further compensation shall be provided.

The Contractor shall be compensated for parts and materials required for repair work. Parts and materials for repair work may be marked up to 20 percent above the Contractors' cost. Work performed by Subcontractors may be marked up to 10 percent above the Contractors' cost. The mark-ups shall include shipping, overhead, profit, taxes, and any other incidental expenses. No further compensation greater than the listed mark-ups shall be provided. The Contractor shall substantiate all costs by submitting copies of all invoices with their payment request to the State.

6.0CLEANUP AND WORK PRACTICES

The Contractor shall keep the job site free of debris, litter, and used parts. The Contractor shall remove all tools, used parts, and equipment from the service area upon completion of the work.

The Contractor shall exercise caution during the progress of all maintenance service and repair work to prevent damage to any of the buildings. The Contractor shall be responsible to repair all damages caused by the Contractor's negligence.

7.0SAFETY PRECAUTIONS

Work areas shall be kept clean and safe at all times. Should the service activities pose a hazard to passersby, the work area shall be roped off and contain warning signs to prevent passersby from entering the area. The Contractor shall comply with all applicable safety regulations promulgated by OSHA, HIOSH, USEPA, and other governmental agencies.
