iii) Low volume / low argon consumption design.
4 / Detectors & Optics / i) Instrument shall have high resolution multi detectors.
ii) Detector shall have at least 3000 pixels per detector or better.
iii) Order of wave length should be of first order. Minimum effective wavelength range of 130-700 nm or more.
v) Focal length of 300 mm or more
vi)High resolution grating of 2400 grooves/mm or better
vii) Detectors to cover complete range of UV and Visible spectrum.
viii)Multi-optical system for UV and Visible range is desirable for better accuracy
ix) Accuracy of the equipment should be of third decimal.
x) Optical systems should be stabilized against temperature fluctuations.
5 / Testing of Small
Samples, wires or rods /
  • Supplier should quote for separate attachments for testing small sized samples, wires and rods of diameter from 3 mm to 10mm
• The OES should also be able to test sheet metal samples of 1.5 mm thickness.
6 / Factory calibration / The OES should come with factory calibrations for ferrous alloys as well as alloys based on Al, Ni, and Co. Factory calibrations should be provided for the various alloys and elements to be analysed in them as listed in rows 7 to 10 below.
In addition, optional quotations should also be provided for alloys based on Ti, Mg, Cu, W, Sn, Zn, Zr, Ag and Au matrices.

11 / Standards& Calibration details /
  • The OES should be pre-calibrated for the above mentioned elements
• Specify extent of calibration required and traceability and validity of calibration at the time of installation.
• Specify calibration requirements after the initial validity.
• Standard samples should be supplied with the spectrometer.
• Required number of standard samples should be provided for each base alloy to cover all the elements mentioned for each base for cross-checking the performance of the OES in service.
• Recalibration with single sample is desirable.
• Continuous automatic hardware diagnosis.
• Automatic switch over of spectral lines according to their concentration ranges.
12 / Operating temperature range / i) Instrument to work between 10oC to 30oC
ii) It is to have used inbuilt Thermal Control body using temperature regulations

14 / Workstation /
  • The OES should come with a high performance computer with all the OES software installed on it
• Minimum Configuration: intel i5/i7 processor, 4GB RAM, 500 Gb Hard Disk, 24” Display with other essential peripherals
• Laser printer should be provided with the computer
15 / Accessories / Include the list and costs of standard accessories required for preparation of sample for the OES analysis
16 / Spares /
  • List of standard spares to be provided for each year starting from 1st to 5th year along with cost and discounted rates
• An undertaking that the vendor will supply all the spares and services for the equipment for at least 5 years from the date of commissioning
17 / Commissioning & Installation. /
  • The delivery of the OES should be considered complete only after successful commissioning of the instrument
• The pre-installation requirements should be communicated to VSSC, ISRO Trivandrum well in advance of the installation
• The Installation, commissioning and training should be done only by well-trained factory engineers.
• The supplier should provide training to at least two candidates at the installation site to make them familiar with smooth operation of the instrument
18 / After Sales services / • The supplier should provide a prompt after-sales service such as regular instrument maintenance, troubleshooting and fixing
• The list of service centers in India should be included.
• The list of Indian Installation of the equipment along with the contact numbers should be provided.
19 / Power supply /
  • Specify the requirements of the power supply for the offered OES
• UPS should be provided with the OES with the minimum back-up of 60 minutes to run the OES, computer and printer
20 / Additional Items / i) Operation and maintenance manual to be provided in hard and soft copy form with the unit
ii) Application notes (CD-ROM) for elemental analysis in ferrous, Aluminium alloys.
iii) Service manual with set of required tools for each system /unit.
iv) Spare parts catalogue one set
v) Trouble shooting charts of all sub-units
vi) Operation kit comprising all required items, pump, tubing , transfer tubing, work coils etc. for startup/ regular operation of instrument
vii) Consumables for three years operation of system for main OES unit are required
viii) All the operation and maintenance and manuals, circuit diagrams, application notes and application software to be supplied in English.
ix) Regulator along with 3 meter or more pipe to be provided for connecting the argon gas cylinder to the equipment.
x) Analytical programs for all the metal bases given above should be enclosed in the offered specification.
21 / Warranty &Annual Maintenance cost /
  • Warranty should be upto 2 years from the date of Installation.
  • Include the cost of annual maintenance for each year for five years after the warranty period.

22 / Safety / i) The design of equipment shall ensure safety of operators and equipment at all times.
ii) A master switch board shall be provided on the machine to stop the operation during an event of emergency.
iii) Exhaust filters system for flushing out of argon gas.
23 / Other Instructions /
  1. Quotation from Original Equipment Manufacturers like HITACHI/Oxford, Thermofisher or their authorized Indian distributors/agents shall only be considered.
  2. The supplier shall submit along with its offer a list of customers with full addresses where Optical Emission Spectrometers supplied by them are in operation. Quotation from party who has successfully supplied and installed Optical Emission Spectrometers to minimum 5 numbers of customers in India where such equipment is in operation satisfactorily shall only be considered.
  3. Quotation from Party with prior experience of designing, manufacturing, installation and maintenance of such equipment shall only be considered. Documentary proof of same shall be provided along with the bid.
  1. Tender offer validity should be up to 90 days.
