Job Title: / Consultancy to support development of Cambodian Youth Development Index (CYDI) / Duty Station: / UNFPA Phnom Penh

The National Consultantwill work with the Ministry of Education, Youth and Sports (Directorate General for Youth) and UNFPA Cambodia to support the whole CYDI process, and produce a high quality report onCYDI for Cambodian context that align to global and regional YDI. Underdirect supervision of an international consultant, he/she will support to complete the following tasks:

Specific Tasks:

  • Analyse data and indicators that should be included in the CYDI in accordance with international, regional and national commitments laid out in the National Policy for Youth Development and its Action Plan and Sustainable Development Goals.
  • Facilitate consultative meetings with national stakeholders on data availability and quality to select indicators for CYDI.
  • Provide technical inputs for selection of indicators to be included in CYDI
  • Develop guidelines(including tools, methods and timelines) to be utilised for collecting and analysing existing data in the development of CYDI.
  • Assist the Directorate General for Youth in organizingand facilitating consultation workshops with all relevant stakeholders, including youth networks and representatives, during CYDI development.
  • Submit the Guidelines, both in English and Khmer versions, for the YDI development to MoEYS and UNFPA and final draft CYDI Report to MoEYS and UNFPA for approval.
Requirements:
  • Cambodian nationality
  • An advanced degree in demography and population studies, social sciences, statistics, gender and development studies or any other relevant area.
  • Proven four year experience in research and developing statistical tools, indices, indicators and M&E
  • Extensive previous experience of statistical data collection, analysis, manipulation and presentation using statistical software.
  • Familiarity working with government institutions and young people is an advantage.
  • Excellent analytical, communication and writing skills in English and Khmer.
  • Availability to work full time throughout the assignment and be based at MoEYS
