Specific Regulations for the
FMSCI Indian National Rally Championship for Motorcycles (FMSCI-INRC)

CHAPTER 1

1.General Provisions

1.1The Federation of Motor Sports Clubs of India (FMSCI) organizes the FMSCI Indian National Rally Championship for Motorcycles (FMSCI-INRC) for riders holding valid FMSCI Competition Licenses. The General Prescriptions for the FMSCI Championships, cups, series are applicable to this National Championship.

1.2A Riders’ National Championship is organized and reserved for riders of motorcycles homologated / TDF with the FMSCI. Only Solo riding is permitted.

1.3Under this championship there will be the following awards:

a. Overall Placings

i. National Champion Rider – 4 Stroke

ii. National Champion Rider – 2 Stroke

b. Group Placings

i. Group “D” Rider – Class 1,2,3

ii. Group “B” Rider – Class 4,5,6,7

iii. Group “B” Rider – Class 8,9

1.4For Group “D” entrants, a rider should not have been placed in the first 3 group placings in any FMSCI National Rally Championship event and not have been seeded by the FMSCI since 1994.

1.5Fuel : Only fuel which complies with the FMSCI 2 Wheeler Technical Regulations must be used.

2.Characteristics of the Rallies

2.1The maximum length of each special stage is 30 kms (with a tolerance of 10%). The minimum length of each special stage is 2 kms. The minimum total distance of the Special Stages is set at 75 kms and a maximum of 100 kms.

2.2They must take place in India

2.3Format of the rallies

For each round :

Day 1 : Reconnaissance

Day 2 : Pre-Event Scrutineering & Riders Briefing

Day 3 : Rally

Day 4 : Rally (Optional)

Day 5 : Post-event Scrutineering, Prize Distribution

It is recommended that the rally itinerary be planned to permit one service unit per competing motorcycle in one or two locations to provide adequate service for the entire rally.

2.4Points : Normal Championship points will apply to the entire event

2.5Reconnaissance – Road Book

2.5.1Duration

2.5.1.1The organizers must ensure that in reconnaissance, each rider does not cover the same special stage more than three times and not less than two timesin one direction. This will be mentioned in the SRs. The reccee should be a CONTROLLED RECCEE.

2.5.1.2The road book must be made available to all competitors in the evening of the day prior to day 1 recommended for reconnaissance.

2.5.2This being reconnaissance and not practice, and where all road traffic laws are to be fully respected, reconnaissance vehicles have to be covered by insurance as required by the law, no responsibility being imputable to the organizers.

2.6Any rider / crew infringing these regulations shall be forbidden to start the rally, and its entry fees shall not be reimbursed.

3.Qualification of a rally in the Championship

3.1A rally may qualify for this championship only if it has been organized at least the year preceding its entry in the championship and if it has been inspected by an FMSCI observer. A report will be drawn up by the FMSCI observer and studied by the Rally
Committee with a view to a possible proposal to the Council.

3.2Any rally for which the observation report is not satisfactory, or which has not complied with the regulations and the commitments undertaken at the time of its inclusion in the championship, might not be accepted in the championship the following year. Any rally shown by the report to have failed to comply with the regulations or to ensure a sufficient level of safety for the public and the crews might not be accepted the following year in the championship concerned.

3.3Any rally which is cancelled will not be entered in the championship the following year, except in a case of force majeure duly recognized as such by the FMSCI.

3.4Any rally which is a candidate for this National Championship must conform to the General Prescriptions for rallying and to these regulations.

4.Attribution of Points

4.1Points shall be awarded in each rally to the highest placed rider in accordance with the following scale :

4.2Should one of the rallies counting towards this Championship not be able to run in its entirety for whatever reason, the points shall be awarded on the basis of the established classification:

4.2.1Full points if more than 50% of the scheduled length of special stages (timed to the second) has been run,

4.2.2Half the points, if between 25% and 50% of the length of special stages has been run

4.2.3No points if less than 25% of the scheduled length of special stages has been run

4.3For the final classification of the championship, the result of all the rounds will be taken in to account.

5.Classification

5.1The minimum number of rallies required for this championship to take place is 4.

5.2The first rider having scored the highest number of points in this championship shall be declared the FMSCI Indian National Rally Championship for the year concerned.

6.Special Stages

6.1A special stage must not be used more than 6 times in its entirety with a maximum of 3 times in one direction.

6.2A road surface of a single type (asphalt or dirt atleast 90% : recommended) must be used for the course of any special stage.

6.3Maximum speed : 100 kph +5%

6.4Time interval between two competitors shall be minimum 1minute. However, it is left to the organizers to decide if the time interval be increased to 2 minutes. This time interval is standard for the entire duration of the rally and must be mentioned in the SRs.

7.Starting Order

7.1The starting order at the commencement of the rally will be decided by public ballot among the first riders (so nominated in the entry form) and in the following order of seeding:

7.1.1FMSCI “A” Seeds

7.1.2FMSCI “B” Seeds

7.1.3Organizers Seeds : This class will consists of those who have not been seeded by the FMSCI but possess, in the opinion and absolute discretion of the organizers, a degree of competence which justifies them being seeded. The FMSCI, shall from time to time be at liberty to instruct organizers to include certain unseeded riders in the organizers seeds.

7.1.4All other riders

7.1.5The organizers shall hold separate ballots for entries in Group “D” and Group “B” motorcycles. In such cases, the Group “B” motorcycles will start before the Group “D” motorcycles in each of the above categories from 7.1.1 to 7.1.4

7.1.6First starter: The National Champion of the previous year will start first. If he is not available, then the immediate past winner of the rally concerned will start first. In case the National Champion or the immediate past winner of the rally concerned belong to Group “D”, then the organizers will draw the first starter by lots.

CHAPTER 2

Organizers obligations for FMSCI Indian National Rally Championship for Motorcycles

8.Conditions Precedent

It is a condition precedent that organizers of events forming part of these Championships agree and undertake, without reserve:

8.1To abide by all conditions and regulations of these regulations

8.2To ensure that all competitors whose entries have been accepted abide by the terms and conditions specified in these regulations

8.3To abide by the following conditions

8.3.1Title of the Championship :

8.3.2Publicity / Press

All press releases to bear the name of the championship as given above along with the official logo of the FMSCI, which shall not be less than 3/4th of the size used for the sponsors logo / name of the event

8.3.3Stationery

All stationery including letter heads, entry forms, supplementary regulations, road books, result sheets, starting arches, banners, trophies, certificates etc. to carry the full title of the championships and the FMSCI logo.

Wherever the Championship is mentioned by the various clubs e.g. route surveys, press notes, briefings etc., the title should be mentioned as given above

If less than or equal to 5 entries in any class then only the first prize money will be given.

All prizes are subject to Tax Deducted at Source (TDS) and any other Government levy in force. Organizers may announce additional prizes.

The organizers are at liberty to announce any additional prizes.

8.5Refusal of an entry

Under no circumstances will an entry to an event be refused unless specific written approval is given by the FMSCI.

8.6Blood Group : It is necessary that all doctors, recovery vehicles, ambulances and officials being part of the safety plan for the event, carry a list of blood group of all competitors, marshals and organizers.

Instructions :

a) This application must be made on the official letterhead of the FMSCI member club and signed by the authorized signatory

b) Proposed dates must be in the order of preference

c) The application must reach the Executive Secretary of the FMSCI at Chennai on or before 30thNovember of the current year for the bids to be valid for the next year.

d) The application must be accompanied with a payment of applicable permit fee per bid in favour of the FMSCI payable at Chennai as earnest money. This amount can be adjusted against the permit fees for the event. In case the event is not awarded to the applicant club, the amount will be refunded. In the case of cancellation of the event, this amount is forfeited.

CHAPTER 3

Competitors Obligations for the FMSCI Indian National Rally Championship for Motorcycles

9.Conditions precedent

The following are the conditions precedent to participating in any round of the National Championship that all competitors (entrant, rider) shall

a) abide by these regulations without recourse

b) agree to carry all compulsory advertising as specified in the Supplementary Regulations.

10.Only solo riding is permitted.

11.License requirements

All riders nominated in the entry form shall possess valid driving licenses issued under the Motor Vehicles Act 1988 by the competent authority

All Group “D” riders must possess atleast FMSCI Rally Restricted Competition Licenses valid for the current year. All Group “B” riders must be holders of FMSCI Rally Full Competition License valid for the current year.

12.Insurance

All FMSCI Competition License holders are insured for

i) Personal Accident Insurance : Rs.2,00,000/=

ii) Hospitalization benefits : Rs.40,000/=

during the running of the event.

However, it is strongly advised that all riders take necessary and adequate additional insurance covers on their own including hospitalization benefits.

It is mandatory that all riders possess rally cover insurance for the bikes. Proof is required to be shown during documentation.

Please note that a normal insurance policy in India does not cover motorsports.

13.Mandatory attendance

Riders Briefing : It is compulsory for all riders to attend the riders briefing at the start of the event. Failure to attend may entail exclusion. Organizers shall maintain a register for the purpose of recording attendance. It is the responsibility of the rider to ensure that his attendance is recorded in the register.

Event Prize Distribution :

All the prize winners are obliged to participate in any official press conference and in the prize distribution function of an event. If however, these functions are not held within 24 hours of the time of the final classification as scheduled in the official program, this condition does not apply. However, a rider is obliged to make this known prior to the Prize Distribution in writing to the COC / Secretary of the Meet / CRO.

National Championship Prize Distribution :

The Indian National Rally Champion and Group Award Winners must be present at the FMSCI Annual Awards Function except in the case of a duly accepted force majeure. Such riders will inform the FMSCI of their non-availability in writing.

NOTES :

1) Refueling can be done only in Service Parks and it is the responsibility of the competitor (12.6 of GP stands suitably modified for the FMSCI INRC 2010)
