SCOPE OF WORK

This is an Invitation for bid in providing to the Pennsylvania State Police, CLEAN Administrative Section with NexTEST Enterprise Software License, Maintenance and Support and CJIS Online Security Training and Testing to bring the Pennsylvania State Police in compliance to FBI requirements.

The Pennsylvania State Police was audited in 2014 by the FBI and was found to be out of compliance in two locations. One was Security Awareness Training for vendors and contractors and the other was Security Awareness Training for CLEAN users.PSPis seeking a vendor who can provide the CJIS Launch Pad, Validations and Audit products which would ensure compliance with this issue, one is nexTEST and the other is CJIS Online.The selected vendor must provide the following product and service in order to bring the Pa State Police agency in compliance.

SPECIAL REQUIREMENTS AND CONDITIONS:

  1. Annual CJIS Online Security & Awareness Training and Set Up

CJIS Online would give the Commonwealth’s Office Administration personnel with access to the PSP network as well all vendors and contractor access to an application which is available via the public internet to ensure we can become complaint and also maintain this compliance. This training is required to be conducted within six months of assignment and the biennially thereafter. This training must be given to all individuals with unescorted access in any Criminal Justice facility. (Note: PSP contracts have been or are being updated as they expire to include compliance) This software is maintain by the vendor so if the CJIS division of the FBI make any modification they are responsible to update the software. This will increase compliance as well as the ability for the audit unit to monitor an agencies compliance thru the reporting tools of the application.

Selected vendor must be able to provide the following specifications to fulfill the needs of the agency requirements of the CJIS Online Security & Awareness Training:

Must offer an online training course that cover the CJIS Security Policy using a standard browser with no additional software required to each PC.

Provide the agency with up to date training and all policy changes.

Must offer the ability to test on the CJIS Security training.

Provide tracking of all security certifications.

Provide various reports on all testing activity.

Capable of printing certificates of completion of training

Train and test, operators, vendors and IT personnel as required.

  1. nexTEST Enterprise Software License w/ First year Maintenance and Support

nexTEST is a browser based application for NCIC operator Certification and Recertification testing and leads the market. The nexTEST system has been designed specifically for Law Enforcement and is a turnkey system that allows NCIC & State trainers’ flexibility and an easy to use interface. The nexTEST system is designed to operate on the Pennsylvania State Police agency’s intranet and can also be made available over the Internet if needed. This testing application must be integrated into the current CLEAN production to ensure that we maintain compliance with a CJIS requirements. Currently CLEAN has 38,000 users which must complete and maintain CLEAN certification.

CLEAN certification happens on a biennial basis for as long as a user has access to CLEAN. PSP CLEAN Admin is responsible to ensure every user meet the following standards.

1. Within 6 months of employment or assignment train, functionally test, and affirm the proficiency of terminal (equipment) operators in order to assure compliance with FBI CJIS policy and regulations.

2. Biennially, provide functional retesting and reaffirm the proficiency of terminal (equipment) operators in order to assure compliance with FBI CJIS policy.

3. Maintain records of all training, testing, and proficiency affirmation.

4. Initially (within 12 months of employment or assignment) provide all sworn law enforcement personnel with basic training in NCIC 2000 matters to ensure effective use of the System and compliance with FBI CJIS policy regulation.

5. Make available appropriate training on NCIC 2000 System use for criminal justice practitioners other than sworn personnel.

6. Provide all sworn law enforcement personnel and other practitioners with continuing access to information concerning NCIC 2000/state Systems using methods such as roll call and in-service training.

The NexTEST software allows the CLEAN admin section the ability to build, modify, and monitor compliance with the above standards. This software also allows us to ensure that certain material is reviewed prior to a user having access to the system.

The above software application and training must be provided by a vendor that can be integrated into our current infrastructure.

VENDORS RESPONSIBILITY

Selected vendor must be able to provide the following to meet the specifications for the nexTEST software license application:

Customize the software to fit the needs of the agency.

Customize the login screen

Customize the user login criteria

Customize the certificate of completion

Perform the initial setup required software and training:

Upload all users and user information

Upload all tests, categories, and questions

Install the software, using a customer supplied VPN if installed on a customer server

Perform Online Administrator Training

BIDDER SHALL SUBMIT A STATEMENT OF WORK WITH THEIR BID RESPONSE AND PROVIDE SEPARATE PRICING FOR SOFTWARE LICENSE, TRAINING, AND MAINTENANCE AND SUPPORT AS FOLLOWS:

  1. Next Test Software License to include 1st year Maintenance and Support
  2. Installation of Software via VPN
  3. Interface nexTEST to LEMS (CLEAN) for user information
  4. Optional year FY17 maintenance and support pricing for nexTEST
  5. Training and Testing Services
  6. CJIS Online Setup & Training

BILLING PROCEDURE

Invoices shall reference the Purchase Order Number, Invoice Number, Invoice Date, and Invoice total and shall be submitted via email to 69180 @pa.gov and/or can be mailed via U.S. Mail to: Commonwealth of Pennsylvania, PO Invoices, and P.O. CONTRACT TERM

The term of the Contract shall commence on the Effective Date or upon generation of a fully executed purchase order and terminate on June 30, 2017.

Yearly maintenance and support renewals at the existing contract rates may be made for an additional three (3) optional years, through mutual agreement of the awarded vendor and the Pennsylvania State Police.

The Commonwealth reserves the right to extend this Contract or any part of this Contract up to three (3) months, or as necessary to prevent a lapse in contract coverage.
