Explanation.

The total cost for the program is $25,519,054. This figure is divided by the average score of quality, relevance and use - 6.9 - to obtain a raw cost per unit of $3,698,414. This raw figure is thyen divided by the number of parens reporting in the survey of 5,156 to obtain a cost per parent of $717.30. The actual cost is lower due to the fact that number of parents is not weighted.
