APPENDIX III

Special Committee on Bar Publication

3 editions of the Bar Newsletter have been published this year, as in the previous year. The objective of the Bar Newsletter is three fold: to provide the members with more information in relation to Bar Council matters; to provide a wider readership including those in the legal, government and enterprise circles in Mainland China of matters relating to the Bar Association and its concern; and to generally promote the image of the Barrister profession.

The key featured articles of this year’s editions include our report on the Article 23 Forum in June, an article Alan Leong SC sharing with us his experience on his talks to Secondary Schools students on the rule of law, and articles on the subject of the new rules and guidelines on pupillage, the Bar Scholars, the seminar to open up the PRC legal environment on Foshan, the third largest city of Guangdong. To these we had also the lighter touches on our golf tournament, the dragon boat race, and other reports of the Young Bar Committee.

The contents of the Bar Newsletter therefore had not been related merely to those that might be of interest to the membership, but also serve as a means to communicate with the wider readership. For this reason, photos relating to our interaction with the Mainland, Secondary Schools, and others have become an essential theme, and hopefully to add some flavour to the already interesting, highly articulated and thoroughly researched articles on subject of rule of law and other matters.

I hope I may be forgiven not to thank each of those who had helpfully put forth their comments. I would like to also thank members of the editorial committee for their very hard work in drafting, editing, collecting articles, coordinating among authors and the printer. Teamwork has always been a critical turning point on projects of this kind and I am always thankful for members of the editorial committee, having been under pressure of their professional work, had always put work of the Bar Newsletter as a priority.

Last but not least I would also like to thank Priscilla To and Annie Lin of the Bar Secretariat for providing Chinese translations and other staff in the Bar Secretariat for making the distribution in a seamless manner. Without their hard work and efficiency the Bar Newsletter would not have been able to be made distributing to a wider audience.
