SOUTHERN TIER BOARD OF OFFICIALS FOR GIRL’S BASKETBALL

CONSTITUTION

ARTICLE I - NAME

The name of the association shall be SOUTHERN TIER BOARD OF OFFICIALS FOR GIRL’S BASKETBALL (STBOGB). This BOARD will abide with all the rules and regulations as set forth by the State Association.

ARTICLE II – PURPOSE

The purpose of the Board shall be:

A. To educate, train, develop, and provide continuous instruction for basketball officials.

B. To promote the welfare of the game of basketball, its players and officials.

C. To maintain the highest standard of basketball officiating.

D. To encourage the sprit of fair play and sportsmanship.

E. To have available at all times an adequate number of thoroughly trained and capable officials.

F. To cooperate with all organizations officially connected with the game of basketball in furthering its interest and ideals.

ARTICLE III - MEMBER & ASSOCIATED ORGANIZATIONS

1. This BOARD shall be members of:

A. NEW YORK STATE GIRL’S BASKETBALL OFFICIALS ASSOCIATION INC. (NYSGBOA)

B. THE SOUTHERN TIER ASSOCIATED BOARDS OF BASKETBALL OFFICIALS INC. (STABBO).

2. This BOARD shall be associated with:

A. SOUTHERN TIER BASKETBALL OFFICIALS ASSOCIATION (Board # 49)

B. NEW YORKSTATEPUBLICHIGH SCHOOL ATHLETIC ASSOCIATION (NYSPHSAA).

C. SECTION IV OF THE NEW YORKSTATEPUBLICHIGH SCHOOL ATHLETIC ASSOCIATION.

ARTICLE IV - TERRITORY

The Territory of this Board shall consist of Section IV High Schools designated and on file with NYSGBOA in Broome, Chenango, Delaware and Tioga Counties of New York.

ARTICLE V - MEMBERSHIP

1. ACTIVE MEMBER - All member officials that have successfully passed the written and floor tests with a grade of 86% in the same season. To be an approved member of this Board in any of the following classifications, a member shall have met the requirements of the FIVE POINT PROGRAM, as established by the NYSPHSAA and adhere to the State and International requirements regarding payment of dues and all conditions of being a member in good standings.

A. TIER 1 -- High School Varsity and above

All officials in this category may be assigned to VarsityHigh School games or higher levels of play, and all lower games, by the assignor. The assignor will be notified by the Executive Committee of all officials that may be assigned games at this level. Once an official has attained this level, it shall be maintained by following all the requirements of this association, the State Association and the International Association.

B. TIER 2 -- High School Junior Varsity

All officials in this category may be assigned to all games up to and including High School Junior Varsity Games. The assignor will be notified by the Executive Committee of all officials that may be assigned games at this level. Once an official has attained this level, it shall be maintained by following all the requirements of this association, the State Association and the International Association.

C. TIER 3 -- High School Modified

All officials in this category may be assigned to all games up to and including High School Modified Games. They may also be assigned to non-school games above this level with a Tier 1 or Tier 2 official at the discretion of the Assignor.

D. TIER 4 -- Candidate (CADET)

All individuals that are in the process of completing the requirements to become a full active member of this association. They should expect to be evaluated on games that they officiate and complete the remaining requirements during the current season.

2. BOARD LIFE Member - All ACTIVE members so elected by 2/3 of the membership at any meeting. Members in this category shall maintain all rights of ACTIVE membership. Such members will be exempt from all local dues and assessments but will be responsible for any State or International dues as well as any fee for outside services (insurance etc.). (It is recommended that any person who attains this membership be submitted to IAABO for it’s life membership.)

3. BOARD HONORARY MEMBER - All persons so elected by 2/3 of the membership at any meeting. This is an honorary membership and all persons so elected will not have any rights of membership.

4. DUAL MEMBERSHIP - It shall be the policy of this board that it not accept any Dual members from other associations.

5. LAPSED MEMBERSHIP - A member that is dropped from the membership rolls by reason of resignation or failure to pay dues may reinstate his or her membership within two years of termination thereof by written application to the Executive Committee. The payment of all delinquent fees, dues and assessments, from the time of termination of membership, for all local, state and international association, must be paid in full. Those officials that request reinstatement later than this time period must make a written request to the Executive Committee. The candidate must meet state and international requirements and will be placed in an appropriate Tier by the Executive Committee. This placement must be at least one Tier lower than the Tier held at the time of last termination.

VI - METHODS OF ADVANCEMENT

1. Advancement to Tier 1 - Active members of Tier 2 may request their desire to be considered for Tier 1 by passing any required local, state and international written exams. The TIER 1 ADVANCEMENT COMMITTEE will then meet with the candidates and inform them of the process to be used and methods of notification of interim and final results. The final results will be subject of approval of the Executive Committee.

2. Advancement to Tier 2 - Active members of Tier 3 may considered for Tier 2 by passing the required written exams. The TIER 2 ADVANCEMENT COMMITTEE will then meet with the candidates and inform them of the process to be used and methods of notification of interim and final results. The final results will be subject of approval of the Executive Committee.

3. Advancement to Tier 3 - Candidates (CADET) who have passed the required examinations are to be considered for TIER 3 MEMBERSHIP by the EXAMINATION & MEMBERSHIP COMMITTEE. The committee will meet with the candidates and inform them of the process to be used and methods of notification of interim and final results. Candidates will be notified of the results prior to the annual meeting.

ARTICLE VII - FEES AND DUES AND ASSESSMENTS

1. ALL MEMBERS - will pay all fees, dues & assessments prior to the Annual meeting as directed by the State and the STABBO.

2. NEW OFFICIALS - Expense for all books, insurance, etc. must be paid prior to written tests that are required in order to be considered for membership. All dues, fees and assessments for the following year shall be paid by the annual meeting.

3. DELINQUENT DUES - Should any member be delinquent in paying all dues, fees and assessments, by the annual meeting, the official will be assessed an additional $25.00. Should these dues, fees and assessments be delinquent past April 1st of that year, shall be assessed an additional $25.00 for a total $50.00.

ARTICLE VIII - MEETINGS

1. There will be three (3) business meetings, October and November/December, and an Annual business meeting in March. ACTIVE members are expected to attend all business meetings. There will be Rules meeting prior to all business meetings as well as other dates as set up by this association. Members must attend a minimum of five (5) Rules meetings prior to receiving any High School game assignments.

2. Special meetings may be called by the President, majority of the Executive Committee or by written request of five or more members of this association.

ARTICLE IX - OFFICERS & EXECUTIVE COMMITTEE

1. Election of officers will take place at the Annual meeting in even years. The elections will be in conjunction with the STABBO. Should the President, Vice President, Recording Secretary or Rules Interpreterelected by the STABBO not be a member of this association, there will be a special election held by the members of this association to fill the position.

2. The officers shall consist of President, Vice-President, Recording Secretary, and Rules Interpreter. (All officers must be Tier 1 officials.)

3. The Executive Committee for all activities that are within the responsibility of STBOGB will include all those officers & Executive Committee members of STABBO that belong to this association. (All Executive Committee members must be Tier 1 officials.)

4. The candidate that receives the most votes shall be elected to the position.

5. All those elected shall assume office on June 1st of that year.

6. Should any vacancy occur (except president) the position shall be filled by a special election at the next meeting following the notification of the membership.

(ARTICLE X - GAME ASSIGNMENTS)

ARTICLE XI - COMMITTEES

1. Committee Organization - There shall be a chairperson (or CO-chairpersons) for each committee, as well as a member of the Executive Committee (if not already a chair) to serve in a liaison capacity. The president shall appoint all chairs, Executive Committee members and other members as needed to best serve the committee and the officials organization involved. Some committees are WORKING (W) committees that will report the results of their efforts to the Executive Committee and the membership. Other committees are to be considered REPORTING (R) committees that will research and report their findings and recommendations to the Executive Committee and/or the membership for any action that may be required. Any other committees formed by the President shall be designated as to the category (R,W) when the chair is appointed.

2. STANDING COMMITTEES -

A. AUDIT (R) - This Committee is to be appointed by the President and shall review and certify the ledgers of all accounts and money’s of the association.

B. AWARDS (R) - This Committee is to be appointed by the President and shall be responsible for recommending all awards and gifts being forwarded from this association.

C. CONSTITUTION (R) - This Committee is to be appointed by the President and shall continuously review the constitution and the association activities to insure that they coincide.

D. EXAMINATION & MEMBERSHIP (W)- The Secretary will chair this committee and it shall have at least seven members consisting of Tier 1 &/or Tier 2 members. This committee shall evaluate all members that have passed the written exam or other methods as accepted by the State &/or International associations. All those that meet the minimum requirements shall be accepted into membership at Tier 3 following the Annual Meeting. The final tabulations of their evaluations will be forwarded to the Executive Committee prior to the Annual Meeting.

E. HANDBOOK (W) - This Committee is to be appointed by the President and shall be responsible for the publishing of the annual handbook

F. PARLIAMENTARY (W)- This Committee is to be appointed by the President and shall be responsible for the procedures used by the association in regards to the ‘Roberts Rules of Order’.

G. SCHOLARSHIP (W) - This Committee is to be appointed by the President and shall be responsible for the procedures used in awarding the associations annual scholarships.

H. TIER 1 ADVANCEMENT (For advancement to Tier 1) (R) - This committee shall be Chaired by the Vice President and consist of a minimum of seven Tier 1 members. This committee shall evaluate all members that have been forwarded to them by the Executive Committee. The final tabulations of their evaluations are to be further evaluated and approved by the Executive Committee prior to the Annual Meeting.

I. TIER 2 ADVANCEMENT (R)- This committee shall be Chaired by the Rules Interpreter and consist of a minimum of seven Tier 1 &/or Tier 2 members. This committee shall evaluate all members that have been forwarded to them by the Executive Committee. The final tabulations of their evaluations are to be further evaluated and approved by the Executive Committee prior to the Annual Meeting

3. ADDITIONAL COMMITTEES - The President shall have the authority to appoint such other committees as shall be necessary for the conduct of the business of the Association. (i.e.. Golf, Stars & Stripes, Supervisory, Web Site).

ARTICLE XI - RULES OF PROCEDURE

1. QUORUM. Quorums for transaction of business shall be one-half of the total membership of the BOARD for regular meetings and one-half of any Committee for committee meetings.

2. EXPENSES. All expenses incurred by any member in doing business for the Board shall be reimbursed in full as directed by the Executive Committee.

ARTICLE XII - DISCIPLINE & APPEAL

1. Members that fail to comply with the constitutions &/or regulations and policies of STBOGB, NYSGBOA or STABBO, shall be informed by this Board of the alleged violation and if necessary an appearance before the Executive Committee may be required.

2. Any decisions made by the Executive Committee may be appealed: first back to the Executive Committee for an additional hearing - second to NYSGBOA as indicated in it’s constitution.

3. Emergency situations may require temporary action that may take place by the use of communications such as telephone, fax, email etc.

ARTICLE XIII - CONSTITUTIONAL AMENDMENTS

1. This Constitution may be amended by a two-thirds (2/3) majority of the vote of those present and written proxy.

2. A written proposal for amendment to the constitution must be presented at a business or annual meeting of the Board. Following a twenty (20) day waiting period, the proposal will be voted on at the next meeting (regular or special).
